Request for Expressions of Interest of a Resident Advisor in Renewable Energy

The Government of Rwanda negotiated a grant from the Global Environmental Facility Trust Fund (World Bank/GEF) for the amount of US$ 4.5 Million for the Rwanda Sustainable Energy Development Project (SED Project).

The main rationale for project support is to complement existing and on-going investment in the renewable energy sector in a synergistic manner by a distinct emphasis on technical assistance (TA) that contributes to sustainability in the sector.

Hence, the project aims to safeguard sustainability of the GoR’s existing and future Renewable Energy (RE) portfolio (investments) financed either by the Government of Rwanda or in partners hip with donor agencies.

The project intends to strengthen these by adding synergistic activities that focus on long-term sustainability and to improve the capacity of local companies and organizations.

The GEF components will concentrate on identified windows of opportunity complementary to existing activities thus significantly leveraging the current RE program with the core emphasis to accelerate the integration of local private sector into the planning process and implementation of renewable energy projects.

Specifically, the GEF Sustainable Energy Development (SED) project is intended to stimulate the introduction of renewable energy and energy efficiency where they are the least cost option.

Specifically, the interventions under this project include:

(i) Strengthening of Public and private sector capacity to implement, supervise and regulate sustainable energy projects;

(ii) promotion of improved wood fuel combustion devices (stoves, ovens, kilns);

(iii) stimulating sustainable mini and micro-hydro development and encouraging private sector operated hydro development;

(iv) promotion of solar PV and other stand-alone renewable energy systems to meet
high-value electricity needs for remote public institutions;

(v) support to DSM/EE activities with Rwanda Electricity Corporation (RECO);

(vi) Facilitating the creation of a monitoring and evaluation (M&E) framework for all Renewable energy activities performed under Government oversight; and

(vii) associated technical assistance, to strengthen the institutional framework for facilitating such interventions.

The Ministry of Infrastructure through the Rwanda Electricity Corporation (RECO) intends to hire an expert in renewable energy whose overall responsibilities are to support the Ministry to develop the Renewable Energy Strategy for Rwanda.

This comprises as well Off-grid electricity and energy strategies, coordinating and supervising SWAp activities.

The Advisor shall also be responsible for aggregated reporting of these activities to the sector Working Group including coordination and collection of existing data in the Renewable Energy sector.

Qualifications & Experience
  • Strong technical and scientific background on a master’s level, in areas such as Energy Sciences or similar education relevant to Renewable Energy, Sustainable Energy and Energy Efficiency;
  • Ten (10) years or more of working experience in planning, implementation, monitoring and evaluation of Sustainable Energy Projects;
  • Working experience in Africa an added advantage;
  • Excellent English language in particular writing skills, Knowledge of French is an added advantage;
  • Ability to work under pressure and with many tasks at the same time;
  • Team oriented, generous in sharing knowledge and experience and committed to developing human resource;
  • Experience in Project Management, particularly GEF projects in Africa.
Terms

The successful candidate will sign a contract for a period of 24 months. The location of the assignment will be in Kigali, Rwanda.
