Public Financial Management (PFI) Advisor

Description: The Fiscal Affairs Department (FAD) of the International Monetary Fund and the East Africa Regional Technical Assistance Center (AFRITAC East), are looking for suitably qualified professionals to fill two Public Financial Management (PFI) Advisor positions to be based in Dar es Salaam, Tanzania.

The Advisors initial appointment term would be for a period of one year, on a renewable basis, with expected start date on June 1,2010.

Duties: The Advisors will provide technical assistance on a range of PFM areas to the seven countries covered by AFRITAC East, namely Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Tanzania, and Uganda. Areas of PFM in which the Advisor may be requested to provide technical assistance include the following:
  • budget formulation, including medium-term fiscal and expenditure frameworks, and program budgeting;
  • budget classification and chart of accounts;
  • budget execution, including accounting and reporting;
  • treasury systems and cash-flow management;
  • the legislative framework for budgeting;
  • internal control and internal audit; and
  • intergovernmental fiscal relations.
The Advisors will work under the general direction of the Coordinator of AFRITAC East but, on substantive issues, will report to FAD staff in Washington, D.C.. Extensive travel within the AFRITAC East region should be expected.

Qualifications:

General requirements for applicants include:
  • A university degree or equivalent qualification (preferably to at least masters’ level), ideally in economics and/or accounting.
  • Strong oral and written communication skills (including electronic media), and experience in preparing presentations using software such as PowerPoint.
  • excellent interpersonal skills and ability to work as part of a team, to maintain effective and cooperative relations with national authorities as well as donors, and to handle sensitive issues with discretion in a multicultural environment.
  • Ability to work on multiple projects, in multiple countries, with multiple stakeholders.
  • Ability to manage the work of short-term PFM experts.
  • Experience in organizing and conducting training courses and workshops would be desirable.
Applicants for the PFM Advisor positions must be fully proficient in English. Preference will be given to candidates who have had at least 10 years of practical experience in a senior line or advisory position within a ministry of finance, or a related budgetary institution; and have relevant experience of PFM reforms, working with donor organizations, in one or more of the PFM fields noted above.

The AFRITAC East Steering Committee actively encourages applications from Africa, as well as a gender balance among its advisors. Familiarity with the region will be considered an advantage.

Applicants not selected for the regional Advisor positions may still be considered suitable for short-term assignments within the region or beyond and could be invited to join AFE panel of experts. Such duties may range from visits of a few weeks as part of a team, to peripatetic assignments involving 2-3 years of close work with member countries.
