Child Protection Specialist: United Nations Children's Fund (UNICEF)

Purpose of the Position

You will act as the child protection regional focal point for coordination and support to implementation of global and regional strategies to improve protection of children with a focus on justice for children in the context of the UN Common Approach on Justice for Children and response to key recommendations of the UN Study on Violence against Children, especially those priorities identified for the UNICEF/WHO collaboration.

This includes the provision of expert advice, analysis and technical support and assistance to the regional office, country offices, national partners and partner organizations in relation to protection of children.
Key Expected Results
Technical support: Provide and/or facilitate technical support and assistance to UNICEF country offices and key partners in the region for the development and implementation of scaled up protection for children, especially in the context of promoting child friendly justice systems and integrated response services for children who experience exploitation, violence and abuse, including for situation analyses, programme strategic planning, and systems strengthening in line with international standards and regional strategies/inter-country agreements.
Capacity building: Provide and/or facilitate support to country offices for capacity building of child protection staff, government counterparts and non-government partners for addressing special protection issues through, linkages to training institutions and key resource persons; the provision of information on international standards and technical guidelines, support for inter-country sharing of projects and experiences, as well as documentation and sharing of good models and lessons learned.
Knowledge management: Ensure the maintenance and updating of a regional knowledge base on justice for children and violence against children drawing on available and current data, knowledge and research in the region. Ensure COs have access to this knowledge in order to develop evidence based advocacy and interventions. Promote and support systematic data collection on children in justice systems and violence against children including innovative research methodologies, at national level.
Qualifications of Successful Candidate
  • Advanced university degree in social sciences, law or other relevant field
  • Eight years of progressively responsible professional work experience at national and international levels in the development, implementation, management and evaluation of field programs, some of which should be related to addressing violence against children and justice for children in developing countries.
  • Experience in policy development; management of policy implementation; advocacy; and community and social mobilization also essential.
  • Current knowledge of human rights law, policies and international standards.
  • Demonstrated ability to work in a multicultural environment with special emphasis on the cultural sensitivities of the region concerned.
  • Knowledge and experience with participatory methodologies, partnership development.
  • Excellent analytical, negotiating, communication, facilitation and advocacy skills and ability to work well independently and in team.
  • Proven ability to negotiate and build consensus with Government and civil society.
  • Good organizational skills.
  • Knowledge of computer management and applications in analytical programs and especially with uses of electronic networks for information-sharing and advocacy.
  • Fluency in English and another UN working language required. Knowledge of the working language of one or more countries of the region an asset.

  • Demonstrates, applies and shares expert technical knowledge across the organization.
