Background

UNOPS provides project management services for clients in a range of fields where UN has a mandate. The Sudan Operations Center was established in 2004 to provide client services throughout Sudan. UNOPS has been engaged by various Donors and Government Agencies for the procurement & logistics support services and implementation of infrastructure development projects in Sudan. 
The General Directorate of Development Cooperation requests the partnership of UNOPS in the implementation of an intervention financed out of available resources by the Government of Italy aimed at supporting primary education in South Sudan .As per the agreement UNOPS is the implementing agency to undertake the school’s assessment, detailed design and construction/rehabilitation of schools in Lakes State in Southern Sudan. In Southern Sudan, after decades of civil war, infrastructure is virtually non-existent. The overall aim of this project is to increase school enrolment and participation especially for girls enabling student to complete at least the first four years of the primary school cycle.

Duties and Responsibilities

Under the supervision of the Project Engineer, the incumbent of the post is required to perform the following specific duties and responsibilities for UNOPS implemented projects:
  • Assist in the preparation of the designs, specifications, bill of quantities and cost estimates for the construction and rehabilitation of schools in various locations of Lakes State.
  • Take part in the bid evaluation process through the analysis of the bids and detailed assessment of the bidders’ capacity. 
  • Supervise day to day construction works of the building construction to make sure the design specifications and quality standards are followed.
  • Review the project progress and advise the Contractor on the need of resources required to meet the agreed delivery schedule.
  • Keep records of the work completed and assist with certification of quantities for progress claims by the Contractor.
  • Prepare daily/weekly progress reports, and submit to the Project Engineer.
  • Prepare site instructions on variations and design changes for the Project Engineer’s review and approval.
  • Represent UNOPS to the local authorities and the State government as required.

Required Selection Criteria

Competencies 
  • Highly motivated with a positive attitude and problem-solving approach.
  • Ability to understand the design drawings and specifications.
  • Familiarity with the UN/UNDP/UNOPS regulations, rules, policies, procedures, and practices is an added advantage.
  • Ability to travel and work in remote areas of South Sudan with limited facilities and difficult working conditions.

Education/Experience/Language

  • Secondary education is must.
  • Specialized certification in the relevant field is must.
  • Minimum of 3 – 5 years of relevant experience.
  • Understanding of the contract administration process, experience in this area is preferable.
  • University degree in the relevant field is desirable.
  • Computer skills in application of basic software package.
  • Experience in engineering drafting software packages is an added advantage.
  • Fluency in oral and written English, and communication / report writing skills.
