Background
The Comprehensive Peace Agreement (CPA) between the North and South Sudan requires that adequate governmental infrastructure be established.
Through the Sudan Operations Centre (SDOC) based in Juba, UNOPS is managing a number of building projects that require continuous services of Constructions Supervisors. The projects involve design, construction and rehabilitation of facilities for the Government of Southern Sudan (GoSS) Police and Prisons Services.
The Construction Supervisors will oversee and manager the construction and refurbishment of government offices at state and county levels for the government of Southern Sudan (GOSS) police Services and GOSS prisons Services. |
Duties and Responsibilities
Under the supervision of the Project Manager, the incumbent of the post is required to perform the following specific, duties and responsibilities for UNOPS implemented projects.
- Liaise with State Ministries and Local prisons and Police authorities for the needed Construction and refurbishment works.
- Monitor construction and refurbishment works including environmental, mitigation, action and safety plans in accordance with contractual agreements.
- Ensure all works undertaken by the contractor and/or his agent are of good quality, using correct specifications and with approved quality materials.
- Where required, recommend modifications on the contract documents, specification,drawings,Bill of Quantities for the building Projects.
- Monitor progressively the overall project budget and advise on any variation which may be required and the likely cost implication on the overall project budget.
- Participate in the tendering and evaluation of the construction and refurbishment work as required.
- Review contractors work programs, resources schedule and project implementation plan, and report to the project Chief engineer.
- Report project delivery progress against the works program, advise the contractor on corrective measures if appropriate and submit periodic progress reports.
- Prepare monthly payment certificate for the contractors
- Provides inputs to the design process, if required.
- Maintain site journal and other site specific documents.
- With the contractor or contractors representative on site, efectively and quickly resolve any issues causing delay.
- Provide clear written and verbal instructions to contractor or contractor’s representative on site.
- Any other works that may be assigned by the Project Manager in the implimentation of the project.

Required Selection Criteria
Competencies
- Ability to deliver projects on time, within budget in a demanding cultural context with transitional government partners, under challenging physical conditions and poor national infrastructure.
- Highly motivated with a positive attitude and problem-solving approach.
- Previous work experience in similar development stage and working conditions as in South Sudan will be an advantage.
Education/Experience/Language
- Master’s degree in civil engineering (Building construction) or related construction fields from a recognised University “Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for amaster’s degree”.
- Minimum 5 years of relevant experience supervising construction and refurbishment of buildings.
- Work experience in developing/post conflict countries is an added advantage.
- Computer skills in application of basic software packages. The experience is engineering drafting software packages is an added advantage.
- Familiarity with the UN/UNDP/UNOPS financial rules and regulations is an added advantage.
- Fluency in oral and written English and communication/report writing skills.
