Loans and Client Services Accountant - East African Development Bank (EADB)

Reporting to the Finance Manager, the Loans and Client Services Accountant is responsible for the accuracy and completeness of the client’s records, ensuring the timely preparation of bills on all loans and or monitoring the payment of such bills.

He/she is expected to follow up outstanding payments, apply the related penalties and ensure ongoing communication with the client and country offices. The primary goal is to ensure the completeness, accuracy, relevant, timeliness and transparency in the reporting of loans, grants and equity.

He/She will also ensure the timely disbursement of approved loans, grants and equity subscriptions in accordance with Bank procedure.

Principal duties and responsibilities:
  1. Process disbursement applications that are certified by the operations department and ensure compliance with disbursements procedures and contractual obligations
  2. Ensure that clients loan accounts are set up in the system promptly and that accurate and complete records relating to loans, including authorized signatories, list of goods and services, declaration dates of the loan effectiveness etc are maintained;
  3. Liaise actively with operations department, country offices and borrowers on the disbursement related problems to ensure their timely resolution and support on time disbursement;
  4. Provide information on projected or expected disbursement to the Treasury Manager to facilitate liquidity management and cashflow planning;
  5. Prepare documentation to support the reimbursement of disbursed funds from financing sources;
  6. Enforce approved procedures and guidelines for billing and collections and recommend improvement where appropriate;.
  7. Ensure that borrowers are fully appraised of billing and repayment regulations;
  8. Ensure that billing statements are prepared and dispatched on time and track the repayment of amounts due for principal, interest, commitment fees
  9. Ensure that all loan transactions including cancellation, disbursements and repayment are recorded accurately and in a timely manner;
  10. Prepare monthly projections of loans and interest income receivables;
  11. Maintain communication with the operations department and portfolio management departments including country offices and ensure that they are promptly advised on missed payments;
  12. Prepare periodic reports on disbursement activities and disbursement projections for management and the Board ;
  13. Proactively liaise with other departments in the development of new products or services to ensure that all the details concerning implementation of the new products are properly considered;.
  14. Assume leadership role, supervise the work of team members, providing guidance and monitoring performance.; and
  15. Any other duties as assigned from time to time.
Minimum Qualifications and Experience.
  • Bachelor of Commerce or Finance degree from a leading University;
  • Relevant postgraduate degree in Finance with Professional Accounting qualification such as CPA or ACCA;
  • Must have over seven years hands on experience at senior level managing loans and credits and/or Account Receivables within a busy commercial environment or international organization;
  • Must have a proven track record of having developed innovative processes and the ability to work in a highly dynamic environment;
  • Hands on experience with use of financial processing systems such as Oracle Financials and a loans processing tool;
  • Diligent and ability to work with minimum supervision in a multinational and multicultural environment;
  • Good report writing and communication skills.
  • Age 32-40 years

Financial Accountant: East African Development Bank (EADB)

Reporting to the Finance Manager, the Financial Accountant will be responsible for the maintenance of the accurate accounting records, processing accounting transactions in a timely and accurate manner and generating monthly and quarterly accounts and forecasts.

Principal Duties and Responsibilities
  1. Accurate and timely booking of entries into the accounting system;
  2. Maintenance of general ledger, sub-ledgers and other books of accounts;
  3. Processing all payments accurately, and in line with the Bank’s payment policies;
  4. Follow up of all receivables including rents for the bank premises;
  5. Preparing monthly and quarterly management accounts;
  6. Preparation of monthly payroll in a timely and accurate manner;
  7. Preparing funds utilization reports in line with donor/lender requirements to support the submission of the donors/lender reports as specified;
  8. Preparing reimbursement requests for submission to donors and following up to ensure that such reimbursements are received as expected; this responsibility is sitting with the Loans Accountant.
  9. Addressing client and donor queries relating to payments, funds utilization reporting and reimbursement requests adequately and comprehensively; and
  10. Preparing ad-hoc financial reports as requested by management.
  11. Consolidate accurately and on timely basis the annual budget and quarterly reforecast
  12. Accurate (monthly) Capex forecast, accounting and capitalization
  13. Budget performance reports monthly.
  14. Coordinate preparation of schedules to support the work of Internal and external audit
  15. Prepare monthly creditor variance analysis reports. Ensure they are reviewed and filed.
  16. All statutory obligations are paid up including VAT, Withholding Tax
  17. Handling supplier queries and ongoing maintenance of aged creditors listing.
  18. Completing month and year end process (Accruals, Prepayments, Fixed Asset Register, Depreciation, Budget, variance analysis and commitment schedule).
  19. Responsible for monthly aged creditor report – ensuring invoices are paid within their payment terms and handle vendors queries.
  20. Responsible for Creditors reconciliations including clearance of FX balances in creditor ledgers.
  21. Key Interface with Country Offices and inter related parties regarding invoice processing as well as administration of invoice logistics.
  22. Prepare and monitor commitment schedules for all liabilities payable
  23. Travels and per diem disbursements.
Minimum Qualifications and Experience

Background:

The International Strategy for Disaster Reduction (ISDR) is a multi-disciplinary and multistakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human and economic and social risk and losses.

A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations.

The implementation of the ISDR is supported by a secretariat led by the Special Representative of the Secretary-General for Disaster Risk Reduction. The secretariat’s main functions are policy coordination, advocacy and information management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socio-economic and humanitarian fields.

In January 2005, the World Conference on Disaster Reduction adopted the Hyogo Declaration and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters.

The Hyogo Framework constitutes the essential guide for implementation of the International Strategy for Disaster Reduction and represents the key policy framework for reducing risk and to strengthen community resilience. The Global Platform for Disaster Risk Reduction established by the UN General Assembly in 2006, the main global policy forum for disaster risk reduction, and is complemented by a system of regional, thematic and national platforms, which
bring together all relevant stakeholders.

To minimize negative impacts of natural hazards on the achievement of the Millennium Development Goals (MDGs) in Africa, the African Union and the Regional Economic Commissions (RECs) are emphasizing integration of disaster risk reduction and management into the sub-regional poverty reduction, security, and sustainable development agenda to help create safer and resilient communities in social, economic and environmental terms.

Consequently, to expand and strengthen actions at all levels to reduce disaster risks and build the resilience of nations and communities to disasters, the African Union and the Secretariat of the New Partnership for Africa’s Development (NEPAD), with the support of UNISDR and in partnership with UNDP, UNEP and African Development Bank (ADB), led a process of regional actions to strengthen national capacities for DRR in Africa, beginning with the development of the Africa Regional Strategy for Disaster Risk Reduction.

The strategy aims to contribute to the attainment of sustainable development and poverty eradication by facilitating the integration of disaster risk reduction into development. The Programme of Action for the Implementation of the Africa Strategy 2006-2010 which was developed in compliance with a request by the 2004 Africa Union Summit, endorsed by the 2005 African Ministerial Meeting on Disaster Risk Reduction, and adopted by the Eight Ordinary Session of the Executive Council of the African Union (2006), provides the operational framework for disaster risk reduction interventions in the region.

The extension and enforcement of the Programme of Action to cover the period until 2015 was discussed and agreed at the 2nd Regional Platform Consultative Meeting for DRR in May 2009, and formal adoption of the extended Programme by African Ministers in charge of DRR is awaited in 2010.

Organizational Setting and Reporting Relationships:

Under the overall authority of the Chairperson of the African Union Commission (AUC), the guidance of the Commissioner for Rural Economy and Agriculture and direct supervision of and reporting to the Head of Division for Environment and Natural Resources, and in coordination with the Head of UNISDR Regional Office for Africa, the DRR Advisor shall provide overall support to the AUC in the implementation of the Programme of Action for the Implementation of the Africa Regional Strategy on Disaster Risk Reduction (DRR) in line with the Hyogo Framework for Action 2005-2015.

The responsibilities, duties and tasks described below will be fulfilled in line with the agreed workplan for the Global Facility for Disaster Reduction of the World Bank for 2010. Strong linkage should be also sought between the tasks under this TOR and UNISDR’s four Strategic Objectives for its work planning for 2010-2011:
  1. Concretise strategic linkages between DRR and climate change adaptation;
  2. Catalyse partnerships for increased investment in DRR;
  3. Increase commitment to and accountability for safer schools and hospitals;
  4. Strengthen the UNISDR secretariat. This position is located at the Headquarters of the African Union Commission in Addis Ababa, Ethiopia.
Duties and Responsibilities
  1. Provide liaison between the AUC and the UNISDR in Nairobi.
  2. Promote mainstreaming of DRR into relevant programmes and agendas of the AUC.
  3. Provide support to the AUC in implementing the Africa Regional Strategy and the Programme of Action for DRR in line with the HFA and on behalf of the ISDR secretariat.
  4. Support fund raising activities, approach donor community and draft project proposals.
  5. Support the implementation of the regional deliverables of the Global Facility for Disaster Reduction and Recovery (GFDRR).
  6. Prepare project proposals for the implementation of priority objectives of the Africa Programme of Action for DRR including, as relevant, preparation of policy documents and proposals for ministerial consideration.
  7. Provide substantive backstopping to, among others, negotiations, consultative and other meetings and conferences, in particular facilitate the Africa Working Group and Africa Advisory Group Consultations, Regional Platform Consultations as well as Ministerial Conferences on DRR.
  8. Facilitate the country DRR initiatives and national programmes and strengthen national platforms as required in cooperation with relevant sub-regional organizations in coordination with the UNISDR Regional Office for Africa.
  9. In liaison with International Financial Institutions, support activities related to cost-benefit and other economic indicators and/or aspects of DRR strategies and policies.
  10. Assist in promoting economic indicators and cost benefits of disaster reduction both through UNISDR, the AUC and partner organizations to target audiences (e.g. governments and reinsurance industries)
  11. Facilitate capacity building on DRR at regional, sub-regional and national levels. of regional and national resource centres and academic institutions for the collection and analysis of regional data on hazards, vulnerabilities and disaster risk reduction measures including progress in implementing the Africa Strategy and Programme of Action in line with HFA
  12. Facilitate information sharing, exchange of experience and practices on DRR through establishment of regional knowledge networks for exchange of good practices and experiences through Africa regional forums, platform and the Global Platform and information to promote knowledge exchange on DRR among the Member States of the African Union.
  13. Support the Regional Economic Communities (RECs) to develop policies, programmes and project proposals in DRR in particular for reducing droughts and floods through regional cooperation
  14. Strengthen or establish where necessary strong links with international, regional and subregional organizations and support inter-governmental and interagency processes to establish effective working relationships with international, regional and sub-regional organizations working in disaster preparedness, humanitarian and disaster relief,
  15. Organize and prepare written reports and outputs, e.g. reports, analysing and monitoring progress of the Africa Strategy and Programme of Action; draft background papers, analysis, sections of reports and studies, inputs to publications.
  16. Lead and/or participate in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  17. Perform any other related work proposed by the AUC and UNISDR Africa.
  18. Conduct mapping and capacity assessment of selected existing major training centres and regional and sub-regional specialized institutions working on DRR and climate change under the aegis of the AUC
  19. After the above-mentioned mapping and assessment, produce a detailed analytical report as to which centres exist and which areas of training are offered as well as a small publication/brochure for dissemination for summarizing these key results.
  20. Ensure inclusion of DRR activities in the 2010-2011 programmes and projects of AUC with specific focus on linking climate change and DRR.
  21. In consultation with the AUC and major regional partners including the Economic Commission for Africa to explore possible areas for promoting DRR with major climate change initiatives (such as ClimDev programme) for Africa.
Results expected:
  1. Inclusion of DRR activities in the related 2010-2011 programmes and projects of AU and AUC with specific focus on linking climate change and DRR.
  2. Specific conference documents produced for the 2nd Ministerial Conference on DRR.
  3. Report on the mapping of and capacity assessments of existing major training centres that can offer capacity-building programmes on DRR and climate change, as well as mapping and capacity assessment of specialized institutions in the Africa Region in consultation with Regional Economic Communities (RECs).
  4. Substantive monthly progress report (A4, MS Word format in English by 20th of every month) to be submitted to the head of UNISDR Africa Regional Office with a copy to the Head of Division for Environment and Natural Resources of the AUC describing specific achievements within this assignment.

Languages

Objectives

The core objectives of the Division are to contribute to the elaboration of health sector projects/programs in support of Regional Member Countries’ (RMCs) development strategies; to supervise the implementation of and provide technical assistance to health projects/programs financed by the Bank Group; and to participate in the coordination of Bank Group activities in health sector with other international and bilateral agencies.

Duties and responsibilities

Under the supervision of the Division Manager, the Chief Health Human Resource Analyst is responsible to:
  • Initiate and conduct missions in conjunction with the Division in charge of high education, science and technology to identify, prepare, appraise and launch health projects/programs to address human resources development issues in Regional Member States;
  • Conduct technical studies and analysis on health human resources in Regional Member States and propose ways to address the crisis of shortages of key health workers;
  • Provide support and guidance to Regional Member States on policy orientations to be followed in order to improve the supply and utilization of quality human resources for health;
  • Conducting technical supervision of on-going health projects/programs by:
  1. Reviewing technical/design documents and supervising the work of consultants/contractors;
  2. Reviewing and monitoring portfolio performance reports; and
  3. Assessing the results achieved by on-going health projects/programs.
  • Contribute to generating and sharing knowledge on human resources for health issues;
  • Formulate and propose the Bank’s Country Assistance Strategy for the health sector by:
  1. Analyzing health human resource development policies and strategies of member countries, and recommending health workforce studies/projects/programs; and
  2. Initiating and maintaining a high level dialogue with Beneficiary Countries and other agencies involved in addressing the health workforce crisis in Africa.
  • Coordinate loan administration activities related to health projects/programs by:
  1. Organizing loan negotiations and signing of loan agreements, and ensuring that loan conditions are fully complied with; and
  2. Providing assistance to the loan administration department on disbursement related issues.
  • Contribute to building a partnership between the Bank and other bilateral/multilateral institutions involved in health development, especially on issues related to human resources for health; and Represent the Bank Group at international conferences/meetings, and maintain dialogue with other agencies involved in health sector.

Selection Criteria

Including desirable skills, knowledge and experience
  • At least a Master’s or equivalent university degree in public health with concentration in human resource management and/or relevant disciplines;
  • Preferably a minimum of 7 years of relevant professional experience in the design, implementation or management of health sector reform programs at national, regional or international level;
  • Highly competent in using economic/planning tools in the analysis of human resources for health interventions.
  • Excellent communication and interpersonal skills; ability to work in teams and independently, client and result-oriented, strong organizational skills;
  • Competence in the use of standard Microsoft applications (Word, Excel, Access and Power Point);
  • Ability to communicate and write effectively in English and/or French, with a working knowledge of the other language.

Duties and responsibilities

Under the general supervision of the Division Manager, Division of Social Protection and Poverty Reduction (OSHD.1), the incumbent will carry out the following duties and responsibilities:
  • Lead the bi-annual preparation of the lending and technical assistance programs (including co-financing arrangements with the Bank’s partners) for programs and projects in social development, social protection, and poverty reduction in the Bank’s Regional Member Countries (RMCs);
  • Oversee administrative and technical responses involving social protection and poverty reduction- related questions/correspondence within the Bank and outside;
  • Task-manage a selected set of poverty reduction/social protection specific projects and the preparation of poverty, social protection, and MDG-related documents as requested by Senior Management (e.g. to facilitate African Development Fund replenishments) for the Boards for information and approval, especially as it relates to the ongoing efforts to mitigate the adverse impact of the financial, food, and climate change crisis on the welfare of the poor and vulnerable groups;
  • Supervise on-going projects in social protection and poverty reduction to monitor procurement of goods and services; review tender documents; evaluate the work of consultants and contractors; and contribute to the preparation of project completion reports and portfolio performance documents;
  • Coordinate loan administration, disbursement, procurement, portfolio performance-related activities for social protection and poverty reduction projects ;
  • Advise Country Teams engaged in the preparation of Country Strategy Papers (CSPs); Economic and Sector Work, applied research, and the identification, preparation, implementation, and supervision of programs, projects, and capacity building initiatives to articulate poverty reduction and social protection issues in favour of the achievement of the MDGs;
  • Facilitate the implementation of the Bank’s policy on poverty reduction and strategy on social protection and guide OSHD’s support for the poverty and social protection dimensions of guidelines to inform the preparation of Sector Policy Papers; Results-based CSP; and the design, implementation, and evaluation of Bank interventions such as budget and sector wide approach programs and projects in the Bank’s priority sectors;
  • Champion/promote work on poverty reduction and social protection including the preparation of poverty profiles, poverty assessments, vulnerability analysis, and economic and sector work involving social protection/safety nets on the basis of comprehensive household surveys with information on household characteristics and information on socio-economic activities involving agriculture, education, employment, health, infrastructure, water supply, etc in collaboration with African countries and their development partners to strengthen Bank support for Poverty Reduction Strategy Papers (PRSPs); the poverty aspects of applied microeconomic research and economic and sector; the global development effectiveness, harmonization, and the MDG agenda; and the development of viable, coherent, and sustainable monitoring and evaluation systems;
  • Organize events for the dissemination of operationally-relevant analytical tools for poverty reduction and social protection (e.g. on poverty measurement, pro-poor growth, and pro-poor public expenditures, poverty and social impact analysis--PSIAs, ESW on social protection, etc) through conferences, workshops, and seminars to strengthen the analytical capacity of Bank staff in supporting the PRSP process, development of strategies for social protection, and the achievement of the MDGs;
  • Synthesize and adopt new knowledge in poverty and vulnerability analysis obtained from the Bank and a global network of poverty reduction/social protection involving multilateral and bilateral institutions such as the AU, DFID, ECA, ILO, the IMF, the UNDP, UNICEF, the World Bank, etc to inform the poverty and vulnerability aspects of Bank’s interventions;
  • Develop and organize training sessions for Bank staff and their counterparts in African countries in the analysis of the various dimensions of poverty, vulnerability and social protection to facilitate the implement the Bank’s policy on poverty reduction;
  • Represent the Bank at poverty reduction and social protection-related conferences, workshops, and seminars organized by its development partners;
  • Mobilise financial resources from bilateral agencies to support non-lending dimensions of work on poverty reduction and social protection including organization of conferences and seminars; economic and sector work, poverty and vulnerability- related studies, and dissemination of best practices;
  • Collaborate with multilateral organizations, bilateral agencies, the UN system, and regional entities such as the AU, the ECA, NEPAD, SADC, ECOWAS, etc in the preparation of national, regional, and continental reports on poverty, vulnerability, social protection and the MDGs;
  • Mentor new staff in OSHD in general and OSHD.1 in particular to enhance the poverty aspects of their programs, projects, and capacity building efforts in order to increase the Bank’s contributions to the results agenda;
  • Undertake any other duties as may be assigned by the Division Manager and/or the senior management.
Selection Criteria

  • At least a Master’s degree or equivalent, in Economics, Social Sciences, or related disciplines;
  • Preferably a minimum of seven (7) years of relevant experience in the identification, preparation, supervision, and evaluation of social development projects in general and those dealing with social protection and poverty reduction in particular;
  • Considerable experience in support for Poverty Reduction Strategy Papers (PRSPs), related development programs of African countries, and the national as well global MDG agenda; experiences with work on multilateral institutions will be an advantage;
  • Proven leadership and team leading skills; results oriented and ability to work in multi-cultural environment;
  • Demonstrable understanding of regional social issues, analysis and policy formulation; knowledge of the practices of major bilateral and multilateral partner development agencies in African countries is an added advantage.

Duties and responsibilities

Under the general supervision of the Division Manager, OSAN.2 and working in collaboration with Task Managers, the incumbent will contribute technical inputs to Bank Group’s operational activities relating to agriculture and rural development, through the review of the technical design and institutional arrangements for agricultural projects/programmes proposed for Bank’s funding and assessing their feasibility from the perspective of present and future benefits impact by:

Having a significant part of that experience devoted to internal audit would be an advantage. Having additional line experience within organizations in financial, administrative, technology, project management, quality system, regulatory compliance or corporate governance positions would also be an advantage.

The Role

The post holder will provide regional analysis and updates on the evolving food security situation in the HECA region. In times of acute crisis, the role provides direct advice and support to countries in order to ensure appropriate and timely emergency response.

The Person

Proposal/Programme Development for EU Water Facility in Ethiopia or Kenya

Purpose:
  • To help Save the Children UK develop a successful proposal for the EU Water Facility call in Ethiopia or Kenya.

Background:

Save the Children UK is looking to develop its WASH programme in Ethiopia and Kenya to help address its organisational mandate in child survival and development. Through ongoing assessments, Save the Children UK has recognised that WASH is a priority need of families in its programme areas, and a key gap in its current programme portfolio.

Save the Children UK sees the EU Water Facility call as an opportunity to develop a programme which addresses the underlying causes of child poverty and morbidity, whilst at the same time, strengthening the impacts of its existing multi-sectoral programme.

Save the Children UK is seeking a consultant to work with its country team in Ethiopia or Kenya (consultant will be assigned a country) to develop a WASH programme plan, and then translate this into a strong EU Water Facility proposal. Currently it is envisaged that this will be a 3-year 2.5 million EURO proposal, as per the donor guidelines.

Requirement:

Specifically the consultancy will focus on the following tasks:

A) Understanding key requirements of EU Water Facility

The consultant will start reviewing EU Water Facility Call for Proposals Guidelines.
  1. Review EU Water Facility Guidelines and have an understanding of objectives, purpose and other key requirements including compliance rules.
  2. Review EU Water Facility application formats including logical framework analysis and budget, and have a clear understanding of information required for a strong proposal.
B) Literature Review & Stakeholder Analysis (2 – 3 days)

The consultant will then review and condense relevant information on the WASH sector at global, regional and country level. This will include:
  1. Reviewing and referencing key current developments and debates in the global WASH sector, including but not limited to: MDGs, Joint Monitoring Programme, Water Supply & Sanitation Collaborative Council (WSSCC), Wateraid, Netwas (Network for Water and Sanitation International), IRC – Africa Water Network (AWN), ANEW (Africa Civil Society Network on Water and Sanitation).
  2. Reviewing and referencing key regional WASH bodies, roles, responsibilities and current initiatives.
  3. Carrying out a stakeholder analysis at national level of key government, non-government, and private sector involved in the WASH sector.
  4. Reviewing relevant literature of key stakeholders at the national level, including but not limited to: National, Provincial and/or District level government WASH laws, policies, standards and/or strategic plans; Donor strategies for the WASH sector; WASH Coordination Bodies ToRs, Strategies and/or current initiatives; NGO WASH sector strategies.
C) WASH Programme Development (10 – 14 days)

Having carried out a literature review and stakeholder analysis, the consultant will:
  1. Discuss the role of WASH in delivering country strategy and child survival objectives with Save the Children UK country team. Review ToR, expectations and key milestones and adjust as required.
  2. Meet with key national level external stakeholders as identified in the stakeholder analysis.
  3. Travel to the programme target areas (TBC) to carry out field visits, meet with key provincial/district level stakeholders, and participatory exercises with target communities.
  4. Carry out consultations with children in particular to incorporate their needs into the proposed activity.
  5. Hold participatory programme development sessions with key Save the Children UK staff and other key stakeholders at district/provincial and national level.
  6. Submit a WASH 3-year programme plan to Save the Children UK country team for feedback. Format will be further defined but will include context analysis, assessment information, detailed programme plan, logframe, activity plan and budget.
Save the Children UK would expect the following key WASH development issues to be addressed during consultations and programme development:
  • To identify the role of the private sector, NGOs and CSOs, which should be in the delivery of water and sanitation services.
  • To look at the role of community participation in: the planning delivery of water and sanitation services: their role in holding institutions and their governments to account for the delivery of services.
  • To identify the obstacles and problems poor people have – with a specific focus on children – in accessing clean water and sanitation as a result of current water and sanitation policy environment, strategies and approaches of the various water and sanitation stakeholders (governments, IFIs, INGOs etc.).
  • To identify opportunities for the integration of WASH into Save the Children’s other key sectors including food security, nutrition, livelihoods, health (including HIV & AIDS) and education.
  • To ensure sustainability and replicability (going to scale). The intention of this programme would be to identify models that could be adopted by service providers in Ethiopia/Kenya.
D) EU Water Facility Proposal Development (5 – 7 days)

Having developed a generic WASH programme plan and budget for Save the Children UK. The consultant will then be expected to translate this into an EU Water Facility proposal including developing a budget in compliance with donor requirements.
  1. Review of EU Water Facility proposal guidelines.
  2. Coordination of input from key stakeholders in country.
  3. Coordination of input from key stakeholders in London.
  4. Development and finalisation of a proposal (concept note, full proposal, logframe, and budget)
The consultant will focus on the technical components of the proposal, and will receive wider proposal development support from Save the Children UK’s Programme Funding Unit.

Key Outputs:
  • WASH 3-Year Programme Plan for Ethiopia or Kenya (as assigned)
  • Presentation of Programme Plan for key stakeholders
  • EU Water Facility Proposal (concept note, full proposal, a logical framework analysis, and budget as per the guidelines for the EU Water Facility Call for Proposals)

The deadline for EU Water Facility proposal submission is 2nd of June. The country-level work should be completed by mid-May to allow for final review and submission.

Senior Health Economist & HRH Policy Advisor - InterHealth

Capacity Kenya is a USAID funded project implemented by IntraHealth International Inc. and partners. The goal of the program is to strengthen human resources for health systems of the public, faith-based and private sectors to ensure improved delivery of primary health care (PHC) and, ultimately, to improve health outcomes for the Kenyan people.

Key Responsibilities
  • Provide technical assistance to the ministries of health on the interpretation and implementation of HRH strategic plan, and supporting them to align it to the broader public sector HR reforms.

  • Working from the national HR IS to project workforce requirements, costing for different staffing ratios and identify pre-service training requirements based on attrition.
  • Offer ongoing technical assistance to the secretariat for the National HRH Inter-agency Coordination Committee to improve its oversight role on HRH Planning and Policy.
Qualification and Experience
  • Post-graduate degree in health economics and/or health policy.
  • Knowledge of the functioning and dynamics of the government of Kenya with specific emphasis to policy making process.
  • At least 10 years combined experience and competencies in HR system management, health financing and/or health policy and management.
  • Experience in providing advice on health systems and health related policies.
  • Ability to work in teams and cross organizational boundaries.

Human Settlements Officer, P/3: United Nations Human Settlements Program (UN-HABITAT)

Responsibilities

Within delegated authority, the Human Settlements Officer (HSO) will be responsible for the following duties:
  • Coordinate the implementation of the UN-HABITAT Opportunities Fund for Urban Youth-led Development, including the preparation of budgets and work plans for the fund, promotion of the fund, processing of applications, training of beneficiaries, disbursement of grants, monitoring of projects, documentation of best practises, mobilization of resources to the fund and reporting on progress to the Steering Committee, Advisory Committee, donors and the UN-HABITAT Governing Council;
  • Formulation and implementation of the Youth Unit’s programmes and policies aimed at engaging with and improving the livelihoods of marginalized urban youth, including assisting in the compilation of information material, assist in the drawing of Agreements of Cooperation and associated documents, assist in the development of effective indicators for youth programmes and assist in the development of effective tools for monitoring and documenting programme impact at different levels;
  • Preparation, implementation and follow-up of UN-HABITAT local, regional and global meetings, workshops and conferences on youth issues, including the UN-HABITAT Governing Council Youth Program and the World Urban Youth Assembly, and participate in regular consultative meetings with partners;
  • Contribute to the development and dissemination of publications, policy papers and briefing notes on critical issues related to urban youth-led development and empowerment.
  • Participate in the development of work plans and budgets for the Branch and the preparation of regular reports to donors and the UN-HABITAT Governing Council;
  • Perform other duties as required.
  • Work implies frequent interaction with the following:
  • Counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies, representatives and officials in national governments, international organizations and consultants.
Results expected:

A complete evaluation of the progress, implementation, budgeting, and lessons learned from the UN-HABATAT Opportunities Fund, reinforced with factual evidence. Provides thorough, well reasoned written contributions e.g. background papers, analysis, reports and inputs to publications. Develops and maintains effective working relationships. Adherence to policies and efficient use of resources.

Professionalism: Knowledge and understanding of concepts and approaches relevant to human settlements issues and youth-led development. Ability to conduct independent analysis, identify issues, formulate options and make recommendations. Conscientious and efficient in meeting commitments, observing deadlines and achieving results.

Teamwork: Excellent interpersonal skills and ability to operate effectively across organizational boundaries and with staff at all levels; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity; ability to work with internal and external partners.

Planning and Organizing: Able to work with a high degree of responsibility and with minimum supervision; able to identify priority activities/assignments and adjusts priorities as required; allocates appropriate amount of time and resources for completing work; monitors and adjusts plans and actions as necessary. Qualifications:

Education: Advanced university degree (Master’s degree or equivalent) in Development Studies, Social Studies, International Relations or related discipline. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of 5 years relevant professional working experience, of which some at the international level, involving programme coordination and/or management of grant-schemes. Experience in the area of youth empowerment and urban youth-led development from developing countries will be considered an advantage.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other UN languages, particularly French and Spanish, is desirable.

Other skills: Full proficiency in the use of personal computers including word processing, spread sheets, presentation software and internet applications.

The MAG Regional Office Africa, based in Nairobi, offers crucial support services to our programmes in the Democratic Republic of Congo, Burundi, Somalia and Sudan.

Reporting to the Procurement Officer, the postholder will be assisting in all steps of the procurement process and be responsible for other logistics related tasks.

Experience in procurement and administration is essential. The successful candidate should also be able to demonstrate experience in working under tight deadlines, negotiating and in a service orientated approach to work. Good working knowledge of MS Access databases is desirable.

Previous experience of working within the Humanitarian Mine Action sector, and at field locations is preferred.

Administrative Specialist: United Nations Children's Fund (UNICEF)

Purpose of the Position

Under the general supervision of the Operations Officer, you will be responsible for providing timely, efficient and appropriate delivery of day to day administrative services of the Consolidated Operations Support Service (COSS)in both Kenya Country Office and Regional Office, ESARO including Zonal-Offices.

Key Expected Results
  1. Provides advice, direction and management control on all administrative matters to the Kenya Country Office and the Regional Office.
  2. Certifies and confirms all administrative transactions through the interpretation and determination of applicable policies, procedures, rules and regulations, e.g. disbursements within authorized limits, contractual agreements, purchases of supplies and equipment. Sets up and monitors control procedures and advises and makes recommendations to the Operations Officer when deviations from rules and regulations may be required and suggests alternative solutions to meet office objectives.
  3. Ensures efficient and effective services are provided to the Office in the areas of travel, communications (telephone, facsimile, mail and pouch operations), office building maintenance, security, inventory, and Office supplies. Supervises all administrative arrangements for meetings, workshops, seminars and visitors by coordinating transportation, hotel accommodation, conference rooms’ reservations and audio-visual equipment, as required.
Qualifications of Successful Candidate
  • Advanced university degree in Business Administration, Management or a related field.
  • Five years of progressively responsible professional work experience in office administration, some of which should be at the international level.
  • Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer of knowledge and skills.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Ability to supervise professional and support staff.
  • Proven skills in management and administration.
  • Proven ability to plan, manage and monitor the effective use and safekeeping of fixed assets and financial resources.
  • Very good analytical and negotiating skills.
  • Ability to organize and implement training.
  • Computer skills, including internet navigation, and various office applications.
  • Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
