KEY RESULT AREAS
1. Work with lab focal person to assess in detail all labs in the Health facilities in Districts supported by Baylor- Uganda including QA/QC, infrastructure, equipment, safety, data management, SOPs, roles and training needs of staff and systems for the collection and referral of samples,
2.Develop detailed plans to rectify shortcomings of labs, lab staff, and lab systems, in conjunction with other Partners and project and District lab focal person and in keeping with National strategy and initiatives; such as Ministry of Health (MOH) quality assurance initiatives
3. Oversee the implementation of the agreed plans including establishment of QA/QC processes and skills monitoring.
4. Support districts to ensure that their lab focal person Implement the World Health Organization (WHO) five step laboratory accreditation systems.
5. Contribute to lab training activities and ongoing mentorship.

Specifications
The successful candidate should have;
1. A bachelor's degree in Biomedical laboratory Technology
2. Additional qualifications in Laboratory Management is an added advan¬tage.
3. At least 2-3 years experience in Lab planning, Management and QA/QC
4. Experience in Good Laboratory practice (GLP)
5. Experience in design, development, and implementation of lab systems at different levels in the Health services especially working within the District Health systems.
6. Experience in analysis and reporting of data for programme decision making.
7. Good interpersonal skills, ability to interact productively and accurately with other team members.
8. Self motivated, innovative and capable of meeting deadlines.
9. Registration with the Allied Health Professional Council is required.

The Ministry of Gender, Labour and Social Development (MGLSD), with support from the UK Department tor International Development and Irish Aid, is implementing the Expanding Social Protection Programme (ESPP) in Uganda.

The ESPP is a five year programme which is coordinated by the Social Protection Secretariat within the MGLSD and includes a pilot cash transfer scheme, the Social Assistance Grants for Empowerment (SAGE) Programme. SAGE will provide regular cash transfers to vulnerable families living in chronic poverty. SAGE will work initially in fourteen districts, reaching 15% of households, in target districts, with the aim of subsequent national scale-up.

Main Purpose of the Job

The Garage/ Transport Manager will be responsible for managing fleet and drivers to ensure efficiency in all logistical and mechanical processes.

Purpose/Basic Function of the Position

The Grants Manager designs and oversees the entire portfolio of sub-grants provided under the Kenya country program. Ensures compliance of sub-granting process and sub-grants with Pact and donor regulations.

Specific Duties and Responsibilities:

I. Pre-Award

a) Work with Pact Country Director and senior managers to select grantees for award under various projects. This will include the conduct of pre-award assessments to determine the responsibility of prospective grantees using Pact’s MCAT.

b) Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified, including the development of special award conditions.

c) In addition to pre-award assessments, the Grants Manager will also be responsible for the following pre-award tasks:

  • Selection of the proper award instrument
  • Cost analysis and budget negotiations
  • Preparation of negotiation memoranda
  • Complete submission of award documents for approval by the Director, G&C.

II. Post-Award

a) Provide technical assistance to staff and grantees on administrative policies and procedures for grants management. Technical assistance on the following topics will be provided in conjunction with other initiatives of regional grant advisors:

b) Verify obligated funding available and data reported in the subgrant matrix for each project.

  • Other deliverables (programmatic and financial) of grantees

g) Routinely monitor the maintenance and control of the archive of grants.

III. Procurement Under Grants

a) Prepare and/or review documentation (selection, choice of instrument) of purchase orders and contracts financed under grants.

b) Verify obligated funding available for purchase orders and contracts.

c) Verify completion and payment of final invoice.

IV. Training and Other Technical Assistance

a) Contribute to the development and delivery of training in grants management in the field.

b) Contribute to substantive discussions in the Grants Community of Practice.

Qualifications:

  • Demonstrated solid knowledge of donor regulations applicable to grants administration.
  • Strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.
  • Effective written and oral communications skills that are essential to building relationships with donors, host country counterparts, and partner organizations.
  • Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks.
  • Highly organized and able to develop and streamline systems for efficient conduct of day-to-day tasks.

Position Summary:

The Internal Audit Manager role assists the organization achieve its objectives by promoting accountability and decisionmaking.

reliable, and operational objectives are accomplished.

The role is part of the global audit team. S/he will conduct audits of five offices of the IRC DRC program, evaluate risks

Summary of Responsibilities and Functions:

  • Plan and conduct internal audit reviews, special reviews and other related audit assignments in the DRC country office and provincial offices in Kinshasa, Goma and Lubumbashi.
  • Exercise judgment in anticipating the need for and identifying audit procedures where guidance is not currently available, by identifying risks, thinking through the implications and determining cost effective control options and audit tests;

  • Monitor progress on correction of deficiencies and implementation of agreed action plans and provide feedback for continuous improvement of the audit process.

  • Take ownership for the assurance process to ensure that all work delivered, including working papers meets the standards required and supports the audit findings, conclusions and recommendations.

VSF Suisse is an International NGO, supporting humanitarian and development interventions
in the Greater Horn of Africa since 1995. The organization’s main activities focus on
improving animal health, production and marketing, providing alternatives to food security,
rehabilitation and development, and supporting resettlement of returnees, IDPs and persons
formerly associated with armed forces and groups. VSF-Suisse programmes in Southern
Sudan cover the three states of Warrap (Twic County), Northern Bhar el Ghazal (Aweil East,
Aweil West and Aweil North Counties) and Unity State (9 counties).

equipment) to enhance the delivery of animal health services to the livestock keeping
communities in Unity State,

Key expected outcomes of the project will be enhanced delivery of animal health services and
efficiently functional and responsive state and county veterinary services that embraces public-
private partnership model. A measure of satisfaction with the services delivery system and
mechanisms by the targeted beneficiary livestock keeping communities will be the key
indicator to the success of the program.
The Project Contract Agreement (LFDP/NGO/2009/06) between VSF-Suisse as the Consultant
and MARF as the Client was signed on the 5
th
of February 2010 at Juba, signalling the
commencement of the project implementation that was initially scheduled for six months
period. After the inception phase, approval for no-cost extension, alongside amended project
documents- budgets, work outputs and work plans was obtained and the project will now end
on the 31
st
of October 2010. The project starting date was back-dated to the 1
st
February 2010.
2. Objective of the Evaluation
The final evaluation of the project is intended to assess the overall performance of the project,
its impact and make recommendations on how the model of service delivery can be scaled up
to meet the needs of livestock keepers in the long term.
The general objective of the evaluation of the project is to compare achievements versus
targets as set out in the project implementation schedule as per log frames over the period and
assess the impact of the interventions on livestock health and productivity.
Specifically, the evaluation will:
Assess the relevance, effectiveness, efficiency, impact and sustainability of the project in
addressing the needs of the agro-pastoralists communities in Unity State. The consultant
should also undertake a cost-benefit analysis of the intervention
Evaluate the existing structure of the community based animal healthcare system and its
suitability as a model for the delivery of animal healthcare services and recommend
strategies for improvement or scaling it up.
Assess the existing opportunities and linkages operational in the project area that are
necessary for the development of sustainable animal health service delivery through public-
private-partnership. This includes but not limited to assessing the viability, effectiveness
and sustainability of private veterinary pharmacies and veterinary teams approaches as
possible as public-private partnerships and their linkages to CAH networks as models in
services delivery.
Assess the effectiveness of the mechanisms of collaboration between the SDARF, VSF-
Suisse and other collaborating partners in the delivery of services in the animal resources
sector versus the attendant capabilities of the various actors.
Evaluate the systems of monitoring, reporting and information management used in the
project and make recommendations on how to strengthen them.
Document successes, lessons learnt and shortcomings/challenges and give recommendation
for future interventions
Assess mainstreaming of crosscutting issues such as gender, environment and participation
of the local community.
3. Qualifications of the consultant
The consultant should:
Have up to five years experience in conducting evaluations of the same nature
Have sound knowledge of agro-pastoralist and pastoralist production systems in the Greater
Horn of Africa, including Southern Sudan

Be experienced in the use of participatory methodologies
Be experienced in community based animal health delivery system.
Have the ability to manage the task with the available time and resources.
Have good command of the English Language (translators for interviews in English-Nuer,
Nuer –English ; and English-Dinka/Dinka-English will be provided if need be)
Have first hand knowledge of the socio-cultural, economic, political situation in Southern
Sudan will be an added advantage
Be independent from the parties involved.
4. Sources and methods
To accomplish his/her task, the evaluator will use information gathered from the Program
Coordinator, South Sudan; the VSF-CH Regional Monitoring & Evaluation Advisor, Project
technical staff, aid beneficiaries, counterparts, local authorities, SDARF, MARF, SSRRC and
other relevant stakeholders. Information will be also be gained from available project
documents and periodic reports.
The following methodology is proposed:
Desk study of relevant operation related documents (proposals, baseline survey and project
inception reports, previous evaluation reports and other relevant literature)
Briefings from the Program Coordinator, Field Programs Supervisor, the Project Manager
and other technical field staff.
Interviews with project staff, counterparts, partner NGO representatives, local facilitators,
agro-pastoralists, local authorities, owners of veterinary pharmacies, and other
stakeholders.
Quantitative analysis of the various components of the project as proposed and discussed
with the consultant and appropriate to impact assessment relevant to each of the program
components.
Short consideration of cross-cutting issues such as participation, gender equity, HIV/AIDS
and environment per component.
5. Work plan
The evaluation will last no more than 20 days (i.e. presentation of approach, desk review, field
work, final presentation and reporting). It will be implemented within a contractual period that
will begin with the date of signature of the contract and that will end by 15th of November
2010, with the acceptance of the final report. Itinerary details will be worked out with selected
consultant(s).
6. Reporting
The consultant will submit a draft report for review and comments by VFS-S within 5 days
after completion of the field work and an acceptable final report within seven days after
receiving feedback from VSF-S. Two hard copies of the final report including a soft copy of
the report in a CD should be submitted to VSF-CH.

7. Budget/Responsibilities
VSF Suisse will meet food, accommodation, travel costs and related expenditures from, to and
within South Sudan as well as the required travel permit for the selected consultant. The
consultant is in charge of providing his/her passport and 2 passport photographs for the travel
permit and must ensure that s/he has all necessary vaccinations (especially yellow fever and
meningitis).

The role

The Group Chief Finance Officer will have overall responsibility for leading, implementing and executing the company’s major strategic objectives and initiatives.

Description: Specifically, the successful candidate will be responsible for:

* Coordinating the development and implementation of a value maximizing corporate strategy for UAP Holdings. This will include leading the implementation of major investment projects geared to achieving profitable growth;
* Leading the development and execution of the Group’s annual budgets and coordinating the annual planning process of the Subsidiaries to ensure that annual business plans are developed on time and are aligned to the corporate strategy;
* Leading and providing direction in the planning and execution of major company transactions such as mergers and/or acquisitions and other significant investment projects and playing a key role in the execution of all major financial transactions, including borrowing and major investments;
* Setting up and overseeing the operations of the UAP Shared Service Center with the objective of delivering high quality services that maximizes on cost effectiveness;
* Ensuring the effective and efficient management of UAP Group financial operations including ensuring that all external reporting and compliance obligations are fulfilled on a timely basis, preparing and presenting regular reports to the Board of the Group on the performance of the Company and its Subsidiaries; and
* In collaboration with subsidiary CEOs, developing an enterprise wide investment strategy and investment policies for the respective companies and monitoring the implementation of the strategy to ensure the highest risk adjusted returns.

Requirements:

The person

The Group Chief Finance Officer will possess a minimum of an undergraduate degree from a recognized university with professional qualifications in accounting or finance such as CPA-K, ACCA or CFA. A Masters degree in Business Administration or related field will be an added advantage. S/he will have a minimum of ten years management experience, three of which should be at a senior management level in finance.
