VSF Suisse is an International NGO, supporting humanitarian and development interventions
in the Greater Horn of Africa since 1995. The organization’s main activities focus on
improving animal health, production and marketing, providing alternatives to food security,
rehabilitation and development, and supporting resettlement of returnees, IDPs and persons
formerly associated with armed forces and groups. VSF-Suisse programmes in Southern
Sudan cover the three states of Warrap (Twic County), Northern Bhar el Ghazal (Aweil East,
Aweil West and Aweil North Counties) and Unity State (9 counties).
In 2010, VSF Suisse was contracted by MARF

The overall goal of the LFDP is to facilitate the rapid recovery and restoration of livestock
based rural livelihoods of Southern Sudanese agro-pastoralists through improved animal health
services delivery system via the public and private sectors. The objectives of the project are:
a) To provide the required quantities of veterinary service inputs ( drugs, vaccines,
equipment) to enhance the delivery of animal health services to the livestock keeping
communities in Unity State,
b) To strengthen the community based animal healthcare system through training and
sustainable linkages to the emerging private sector,
c) To strengthen the institutional and human resource capacities of the state and county
veterinary authorities through managerial, organizational and technical training and
equipment support, and
d) To document lessons learnt and support the preparation of a detailed strategy for the
sustainable use of the community based animal healthcare system in the delivery of animal
health services.

Key expected outcomes of the project will be enhanced delivery of animal health services and
efficiently functional and responsive state and county veterinary services that embraces public-
private partnership model. A measure of satisfaction with the services delivery system and
mechanisms by the targeted beneficiary livestock keeping communities will be the key
indicator to the success of the program.
The Project Contract Agreement (LFDP/NGO/2009/06) between VSF-Suisse as the Consultant
and MARF as the Client was signed on the 5
th
of February 2010 at Juba, signalling the
commencement of the project implementation that was initially scheduled for six months
period. After the inception phase, approval for no-cost extension, alongside amended project
documents- budgets, work outputs and work plans was obtained and the project will now end
on the 31
st
of October 2010. The project starting date was back-dated to the 1
st
February 2010.
2. Objective of the Evaluation
The final evaluation of the project is intended to assess the overall performance of the project,
its impact and make recommendations on how the model of service delivery can be scaled up
to meet the needs of livestock keepers in the long term.
The general objective of the evaluation of the project is to compare achievements versus
targets as set out in the project implementation schedule as per log frames over the period and
assess the impact of the interventions on livestock health and productivity.
Specifically, the evaluation will:
Assess the relevance, effectiveness, efficiency, impact and sustainability of the project in
addressing the needs of the agro-pastoralists communities in Unity State. The consultant
should also undertake a cost-benefit analysis of the intervention
Evaluate the existing structure of the community based animal healthcare system and its
suitability as a model for the delivery of animal healthcare services and recommend
strategies for improvement or scaling it up.
Assess the existing opportunities and linkages operational in the project area that are
necessary for the development of sustainable animal health service delivery through public-
private-partnership. This includes but not limited to assessing the viability, effectiveness
and sustainability of private veterinary pharmacies and veterinary teams approaches as
possible as public-private partnerships and their linkages to CAH networks as models in
services delivery.
Assess the effectiveness of the mechanisms of collaboration between the SDARF, VSF-
Suisse and other collaborating partners in the delivery of services in the animal resources
sector versus the attendant capabilities of the various actors.
Evaluate the systems of monitoring, reporting and information management used in the
project and make recommendations on how to strengthen them.
Document successes, lessons learnt and shortcomings/challenges and give recommendation
for future interventions
Assess mainstreaming of crosscutting issues such as gender, environment and participation
of the local community.
3. Qualifications of the consultant
The consultant should:
Have up to five years experience in conducting evaluations of the same nature
Have sound knowledge of agro-pastoralist and pastoralist production systems in the Greater
Horn of Africa, including Southern Sudan

Be experienced in the use of participatory methodologies
Be experienced in community based animal health delivery system.
Have the ability to manage the task with the available time and resources.
Have good command of the English Language (translators for interviews in English-Nuer,
Nuer –English ; and English-Dinka/Dinka-English will be provided if need be)
Have first hand knowledge of the socio-cultural, economic, political situation in Southern
Sudan will be an added advantage
Be independent from the parties involved.
4. Sources and methods
To accomplish his/her task, the evaluator will use information gathered from the Program
Coordinator, South Sudan; the VSF-CH Regional Monitoring & Evaluation Advisor, Project
technical staff, aid beneficiaries, counterparts, local authorities, SDARF, MARF, SSRRC and
other relevant stakeholders. Information will be also be gained from available project
documents and periodic reports.
The following methodology is proposed:
Desk study of relevant operation related documents (proposals, baseline survey and project
inception reports, previous evaluation reports and other relevant literature)
Briefings from the Program Coordinator, Field Programs Supervisor, the Project Manager
and other technical field staff.
Interviews with project staff, counterparts, partner NGO representatives, local facilitators,
agro-pastoralists, local authorities, owners of veterinary pharmacies, and other
stakeholders.
Quantitative analysis of the various components of the project as proposed and discussed
with the consultant and appropriate to impact assessment relevant to each of the program
components.
Short consideration of cross-cutting issues such as participation, gender equity, HIV/AIDS
and environment per component.
5. Work plan
The evaluation will last no more than 20 days (i.e. presentation of approach, desk review, field
work, final presentation and reporting). It will be implemented within a contractual period that
will begin with the date of signature of the contract and that will end by 15th of November
2010, with the acceptance of the final report. Itinerary details will be worked out with selected
consultant(s).
6. Reporting
The consultant will submit a draft report for review and comments by VFS-S within 5 days
after completion of the field work and an acceptable final report within seven days after
receiving feedback from VSF-S. Two hard copies of the final report including a soft copy of
the report in a CD should be submitted to VSF-CH.

as realistic, operational and pragmatic as possible taking careful account of the
circumstances currently prevailing in the context of the operation and the resources
available.
e) Main body of the report, max 20 pages
It will contain a brief background description for each component, methodology/ies used
for analysis, a concise description of the results/findings and their discussion considering
also but not only crosscutting issues and the conclusions (lessons learnt) and
recommendations.

7. Budget/Responsibilities
VSF Suisse will meet food, accommodation, travel costs and related expenditures from, to and
within South Sudan as well as the required travel permit for the selected consultant. The
consultant is in charge of providing his/her passport and 2 passport photographs for the travel
permit and must ensure that s/he has all necessary vaccinations (especially yellow fever and
meningitis).
Interested consultants should prepare and submit to VSF-Suisse both technical and financial
proposal for the assignment by 15
