BACKGROUND: The Baylor College of Medicine Children’s Foundation– Uganda (Baylor -Uganda) headquartered at Mulago hospital, is a comprehensive HIV care and treatment organization that supports the care and treatment of HIV-infected children and their families in Uganda.
Baylor-Uganda is in receipt of PEPFAR grant through CDC, and is looking for knowledgeable, enthusiastic and compassionate individuals to become part of its comprehensive care and treatment team. In response to the increasing workload, these positions are available.
Role Title: Director Finance (1 position)
Reports to: Executive Director
Duty station: COE, Mulago hospital.
Role definition: To develop, implement and monitor systems, policies
and working procedures for managing Finance and Accounting activities
in line with the Organization’s mission and objectives.
Key Result Areas
1. Develop, review and monitor the implementation of Financial control systems, policies and procedures to maintain financial policies and regulations of the Organization.
2. Initiate, monitor and review timely preparation and submission of management Accounts and financial statements and forecasts in line with International Financial standards and donor requirements.
3. Prepare organization’s annual budgets and monitor the implementation of approved Departmental budgets by Management and Board of Directors in line with the Strategic plan and Annual work plans.
4. Facilitate and implement quarterly and annual internal, external and donor audit findings related to the financial management of the organization and in line with the audit rules and guidelines.
5. Appraise and evaluate staff’s performance in the Finance and Accounting departments, continuously assess their knowledge and skill levels and provide relevant guidance, coaching and training in line with the Human Resources guidelines
6. Periodically monitor the financial performance of the Organization against approved revenue and expenditure estimates and prepare regular reports to advise Management and the Board on budgetary control measures within agreed reporting deadlines.
7. Review and approve documents/reports regarding procurement, distribution, allocation and appropriate use of assets, facilities, materials, staff salaries and all other expenditures in line with the organization’s financial policies and procedures.
Qualifications & Person Specifications:
The successful candidate will have;
1. A Bachelor’s (honors) degree in Commerce, Accounting or Finance
2. Masters degree in Finance, Accounting or an MBA with accounting option from a reputable university.
3. Membership of ACCA, CPA.
4. Strong understanding of Finance and accounting softwares, knowledge of Navision.
5. Prior experience of auditing with a reputable Auditing firm is a must.
6. The successful candidate needs to be a team player with excellent communication skills (both oral and written) and with strong management and analytical skills.
7. The candidate must have at least seven (7) years working experience, with four (4) years In Finance at senior management level in a reputable organization.
8. The candidate must be 34-45 years of age.
Role Title: Pharmacist COE (1 position)
Reports to: Coordinator Pharmacy
Duty Station: COE – Mulago hospital
Role definition: Review and monitor the implementation of systems and guidelines for providing Pharmaceutical services at COE, and manage the performance of COE staff in line with the pharmacy mission and Baylor-Uganda medical & psychosocial guidelines.
Key Result Areas
Develop and monitor the implementation of annual COE plan for the pharmaceutical services and manage the budget in line with pharmacy mission and financial guidelines
Review and implement the capacity building plan (in terms of training, mentorship and coaching) at COE in line with the pharmacy mission and Baylor Uganda capacity building guidelines
Develop procurement plans for COE and provide technical support in procurement evaluation of bids and importation of drugs and medical equipment then monitor the supplies system for the pharmaceutical products in line with the procurement guidelines.
Develop pharmacy staff rotation schedule and appraise, support and maintain a competent & motivated pharmacy team at the COE through giving constructive feedback, coaching and mentoring in line with the Human resources manual.
Review and analyze the prescriptions data reports from COE to detect, verify root causes of errors and make Pharmaceutical recommendations to medical and professional staff on drug treatment in line with pharmacy guidelines.
Review and monitor the implementation of pharmacy targets for COE and write and submit quarterly reports to the coordinator pharmacy services in regard to the performance of the pharmacy at COE in line with Baylor Uganda-pharmacy’s mission
Organize the quarterly and monthly audits of pharmacy drug stocks at COE and monitor implementation of the recommendations from the auditors in line with financial and audit guidelines
Carry out operational research on pharmacovigilance surveillance issues at COE and prepare reports to National Drug Authority in line with the medical guidelines
Together with the coordinator of Pharmacy, build the capacity of Pharmacy staff in all supported Health Units basing on both the supported Health Unit needs in line with the Pharmacy mission and Baylor Uganda capacity building guidelines.

Role Title: Receptionist (1 position)
Reports to: Manager Human Resources
Duty Station: COE – Mulago hospital
Role Definition: To provide reception, Secretarial and office support services to Baylor Uganda in accordance with the Baylor Uganda’s mission
Key Result Areas:
Receive incoming calls in time, visitors/clients/suppliers and provide them with information on inquiries and existing Baylor Uganda’s services, and organize and confirm their appointments in line with Baylor Uganda’s office management guidelines.
Receive all incoming calls, mail (postal and faxes) and direct them to the relevant officers in accordance with Baylor Uganda’s office management guidelines.
Type and fi le correspondences, transfer letters for patients and reports from written manuscripts for different officers in line with Baylor Uganda’s mission.
Register participants at internal meetings, workshops and conferences organized by Baylor Uganda and re-confirm their air tickets, and document & circulate minutes in line with the Baylor Uganda’s office guidelines.
Photocopy or scan where necessary the identified relevant articles to Baylor Uganda from the new papers/ internet and file the articles while monitor the maintenance of the photocopier in
accordance with the Baylor Uganda policies
Monitor the cleanliness of the reception area and operate the switchboard in line with Baylor Uganda office procedure
Qualification and Person Specifications:
• A University degree in Secretarial Studies or Office and Information Management, from a reputable Institution
• Training in public relations and customer care
• Five years experience in an administrative assistant position in a
high profile institute
