Request for Expressions of Interest (EoI) for Consultancy Services on Environmental Management and Safeguards
Contract No. CWSB/WaSSlP/CS/TA-5/2010
This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 715 of 30″ November, 2007.
The Government of Kenya has received a Credit from the International Development Association (IDA) and intends to apply part of the proceeds of this Credit to payments under the contract for Consultancy Services on Environmental Management and Safeguards
Contract No. CWSB/WaSSIP/CS/TA-5/2010
The services required include:
  • Strengthen the capacity and skills of focal persons (Environmental Committee/Unit) in the CWSB and WSPs on environmental management and issues on resettlement/compensation and mechanisms for dispute resolution Design and deliver an environmental and social safeguards capacity building program for the staff of CWSB. The program will include formal training sessions as well as on-the-job coaching. The intention is to strengthen the capacity of the Water Services Board to effectively implement environmental and social safeguard programs within the context of larger infrastructure investments. Training is an integral part of the Consultant’s assignment.
  • Support the Board by ensuring successful implementation of Environmental Management Plans (EMPs) and Resettlement Action Plans (RAPs) to ensure compliance with World Bank operational policies OP 4.01 (Environmental Assessment) and OP 4.12 (involuntary Resettlement).
  • Conduct regular performance monitoring to establish effectiveness of recommended measures in EMPs and RAPs and recommend appropriate actions where applicable to ensure successful execution of the projects.
  • Submit quarterly progress detailing success and challenges of implementing RAPS and EMPs and recommending appropriate actions to enhance effectiveness of the process.
  • Undertake periodic supervision of resettlement activities to ensure they are successfully completed and that Project Affected Persons (PAPs) are compensated before the civil works commence.
  • Develop and implement an internal administrative tracking system in order to monitor the progress of sub-project investments in terms of meeting environmental and social safeguard requirements. The system will include the planning assessment, approval, implementation and monitoring phases of sub-project investments. The system will be computer-based (e.g. using a spreadsheet) and designed for easy data entry and report generation. Reports generated by the system should be simple to produce showing progress of a specific investment or a portfolio of investments and highlighting critical items such as pending or overdue actions.
  • Enhance, strengthen and reinforce the effective participation of key stakeholders, sector players and influential opinion leaders in the environmental management system.
  • Support the CWSB to establish organizational Environmental policy
  • Support the CWSB to initiate the process of achieving the Environmental Management System ISO certificate (ISO 14001)
The contract period required for the provision of the services is envisaged to be two (2) year with a possibility of extension as and when the services are required. However, project outputs will be time based preferably on quarterly basis.
The Coast Water Services Board (CWSB), a state corporation under the Ministry of Water and Irrigation (MW&I), now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (Revised October 1, 2006)
Interested consultants may obtain further information at the address below from 0745 to 1630 hours from Monday to Friday excluding lunch hour (1230 to 1400 hours) and public holidays.
Packages containing expression of interest should be clearly marked with the following statements “Expression of Interest for Consultancy Services on Environmental Management and Safeguards” must be delivered to the address below not later than 28th September, 2010 at 1200 hours local time.
