FIELD FINANCE & ADMINISTRATION OFFICER

Background:
VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.

With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

PROJECT – IMPROVED COMMUNITY RESPONSE TO DROUGHT (ICRD)
VSF G has combined their 12 year experience in the dry lands of Northern Kenya and the border regions of neighboring countries to implement the Improved Community Response to Drought (ICRD) project.

ICRD is a cross-border drought preparedness project, funded under ECHO's Regional Drought Decision. Its overall objective is to contribute to the improved livelihood security of pastoralists in Karamoja, Oromiya and Somali ecosystems in Uganda, Kenya, Ethiopia and Somalia through the development and dissemination of a model to empower communities to proactively address their own needs. VSF Germany is embarking on implementation of the third phase of ICRD (ICRD III).

We are looking for a motivated and committed person to fill the above position in this project. This is a field based position in Ileret, Northern Kenya with visits within the surrounding project area.

Key Responsibilities:-
• Provide financial, logistical and administrative & human resource support to the projects.
• Implement donor financial regulations in funds management at the field level.
• Manage the projects finance and over all local procurement ensuring that donor and organization’s policies are adhered to.
• Manage the project petty cash, keeping records of all field financial transacts.
• Submit monthly returns to the regional office.
• Prepare and manage cash flow projections.
• Support Project Manager and field staff in drafting budgets, preparing field documentation, and submission of field returns.
• Manage contracts with 3rd parties and supervise services rendered to the projects.
• Posting of transactions into the computerized accounting system (Navision).
• Supervise junior staff as appropriate.
• Any other job related duty as may be assigned by the Line Manager.

Qualifications, Experience & Skills required.

• University Degree in Finance or Business studies and CPA Part II.
• Excellent computer skills and knowledge of financial packages especially Navision will be an added advantage.
• 3 years previous experience in development work with good knowledge of donor regulations.
• Good communication both oral and written.
• A team player with good organization & planning skills.
