EXTERNAL AGRICULTURE POLICY COORDINATION
Sudan FARM Project
Abt Associates is implementing the USAID funded and GOSS sponsored program entitled Sudan Food Agribusiness and Rural Markets Program (FARM) in Southern Sudan. We are currently recruiting for a Special Advisor position based in Juba with travel to State field offices in Yambio, Yei and Torit. 1. Roles and Responsibilities:
- Position physically located in the Ministry of Agriculture and Forestry (MAF) for 75% time and FARM office 25% of time with travel to states as required.
- Coordinates and facilitates policy agenda between MAF, GOSS ministries, state offices, Sudan FARM, USAID, International Donors, and NGO’s.
- Reports to the Sudan FARM Chief of Party (COP), the Agricultural Strategy/Policy Expert and the GOSS Minister of Agriculture and Forestry (designated focal point).
- Submits monthly technical reports to Sudan FARM COP.
- Responsible for integration of FARM policy goals and objectives with GOSS and MAF senior officials
- Effectively communicate policy plans to all stakeholders in policy implementation process.
- Organize semi-annual agriculture policy discussions at national level to ensure convergent, cost-effective utilization of resources and to build synergistic interventions in the agriculture sector in southern Sudan.
- Establish quarterly project coordination committee meetings at state level to ensure coordination of project interventions at state level.
- Oversee Country Coordination Committee meeting process to ensure that each county is holding these meeting on a quarterly basis.
- Assist the Agricultural Strategy Expert in the development of the GOSS Comprehensive African Agricultural Development Plan (CAADP).
- Ph.D. in Public Policy, Agriculture Economic, or similar field with 15 years of high-level policy coordination experience at national level.
- Sudanese National with legal work authorization for Sudan.
- Excellent communication and facilitation skills with a demonstrated background in coordination of policy between host government, technical experts, and international donor organizations.
- Excellent written and oral language skills with ability to communicate in local languages specific to southern Sudan.
- Ability to represent Sudan FARM Project and southern Sudan policy agenda to the international community.
- Ability to influence policy agenda in a positive and collaborative direction.
