Senior Program Manager

Reports to:  Country Director, AIHA Representative Office in Tanzania

General Purpose: To provide guidance and coordination of programmatic activities associated with implementation of the AIHA Twinning Center program in Tanzania.

Tasks:
  1. Works closely with AIHA/DC Twinning Center program staff, CDC and other USG-Tanzania entities, Tanzanian and US counterparts on development and implementation of program strategies, workplans and M&E plans.
  2. Provides technical guidance and oversight to AIHA/Tanzania program staff in planning and implementing program activities in Tanzania.
  3. Provides technical guidance to Tanzanian twinning partners and institutions involved in AIHA supported programs in planning and implementing program activities in Tanzania.
  4. Coordinates monitoring and evaluation of the Tanzania program to ensure that programmatic goals and objectives are properly designed, met and measured.  This includes but is not limited to: collaborating with responsible CDC staff to ensure appropriate M&E strategies are designed for each AIHA/Tanzania program; communicating with Tanzanian twinning partners to collect data on program implementation and dissemination; analysis of common areas for twinning partnership collaborations with a purpose of further overall programmatic development and dissemination; attendance and M&E presentation at USG or AIHA technical meetings.
  5. Advises the AIHA/Tanzania Office Director and staff on new program opportunities, trends and developments in the health sector.
  6. Coordinates development of program related documentation such as quarterly progress reports and other relevant documents.
  7. Corresponds with CDC and other USG/Tanzania, Tanzania and US twinning partner institutions, government agencies and other organizations on programmatic matters.
  8. Attends meetings with CDC and other USG/Tanzania staff, local and MOH health officials, non-governmental organizations and donors ensuring cooperation, collaboration, and coordination of AIHA/Tanzania activities.
  9. Liaises with program staff at AIHA/DC office on program related issues; facilitates communications between AIHA offices, US and Tanzanian twinning partners.
  10. Serves as Deputy to the Director of the Representative Office in Tanzania and represents the office in the absence of the Director.

Qualifications:

Demonstrated ability to coordinate sensitive policy issues, organize and handle multiple tasks, communicate effectively orally and in writing, and detail oriented.  Previous supervisory experience desirable. Over five years working with HIV/AIDS issues required. Experience in M&E and/or epidemiology desirable.  Experience working with USG, International Donor or UN Agencies required. Experience working with PEPFAR funded development projects desirable.  Medical or Nursing degree or Masters in Public Health required.  English proficiency required.  Kiswahili language proficiency desirable.
