DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
ARC has been operating in Darfur since 2004 and works to meet the immediate humanitarian needs, in the areas of health care, water and sanitation and agriculture, of an estimated 450,000 IDPs and other conflict-affected populations in camps as well as host communities within the Nyala-Gereida and Nyala-Tulus corridors in South Darfur. ARC’s most comprehensive sector is Health with programming focusing on providing basic primary health care services, nutrition and reproductive health services. ARC also focuses efforts on capacity building of staff to ensure that the highest quality of services are provided at ARC supported sites. 

PRIMARY PURPOSE OF THE POSITION
Under the guidance of the Senior Health Coordinator, the Public Health Coordinator serves as an integral member of the health team, accountable for the development of high quality programs, overseeing the implementation of health activities, and contributing to the development and implementation of new programs and services. The Public Health Coordinator will also be responsible for training and providing technical support to the public health staff and will work to improve the systems for routine data collection and analysis. 

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
• Ensure the availability and utilization of effective systems for Primary Health Care program planning, implementation and evaluation. Areas of specialization include primary health care support, nutrition and MCH (maternal child health) care activities working with the managers of each area.
• Conduct outbreak investigations and develop appropriate response in line with Ministry of Health (MoH)/WHO and other health agencies’ guidelines. Attend outbreak/task force meetings and advise the Sr. Health Coordinator on the prevailing outbreak situations.
• In cooperation with the national counterpart, supervise clinical practice of all staff at all ARC supported health facilities and ensure that standard procedures and protocols are practiced. Implement and monitor case management based on existing MoH/WHO guidelines and protocols.
• In collaboration with the national counterpart, prepare quantitative and qualitative reports of all health activities for ARC according to donor report guidelines.
• Facilitate regular trainings for health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
• Ensure that facilities have constant supply of essential medicines and equipment. Follow up drug consumption in comparison with reported cases managed.
• Travel frequently to ARC supported sites for supervisory visits. 
• In coordination with Sr. Health Coordinator, represent ARC and actively participate in health related forums and meetings, liaise and coordinate activities in the field with MoH, UN agencies and other INGOs and NGOs. 
• Conduct health assessments, and in collaboration with the Sr. Health Coordinator, plan and implement appropriate response based on findings.
• Performs any other duties assigned by the Senior Health Coordinator.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Health professional with MPH degree.
• Minimum of 2 years of staff management experience.
• Minimum of 2 years in the provision of preventative and curative health care services in complex emergency settings.
• Strong proposal and report writing skills with proven organizational/multitasking skills. 
• Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members. 
• Demonstrated knowledge of Health Information Systems, and Primary Health Care concepts.
• Experience in project management and managing budgets.
• Familiarity in EPI info and/or SPSS.
• Must be fluent in English, knowledge of Arabic a plus.

• Highly motivated self-starter who takes direction well, but also works independently.
• Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities.
• Prior experience working in Africa desirable.
• Extremely flexible with the ability to cope with stressful situations
• Willingness to travel and live in remote and security difficult situation.
• Cultural sensitivity essential.
