Programme Coordinator

Background
In 2009 the Federation of Red Cross and Red Crescent Societies adopted a new global strategy (Strategy 2020) which articulates the federation’s direction for the next 10 years. Specifically the strategy lays out three strategic aims:
1) Save lives, protect livelihoods and strengthen recovery from disasters and crises.
2) Enable healthy and safe living.
3) Promote social inclusion and a culture of non-violence and peace.
The East Africa Regional Office of IFRC has interpreted these aims into a strategic approach for IFRC Technical Support in the region. The Community Risk Management (CRM) approach encompasses much of the work of the former departments of Disaster Management, Health and Water/Sanitation but focuses it more coherently on outcomes at community level which build community resilience and safety.
In order to further develop the new technical support approach the IFRC Regional Office intends to recruit a Programme Coordinator to oversee the Technical Support department.
Purpose
The role of the Programme Coordinator is the coordination of all aspects of the programme and the direct supervision of the technical teams in health, water & sanitation and operations management. 
The Programme Coordinator should be able to provide technical advice on Disaster Risk Reduction (DRR) as well as guiding the strategic direction of the programme. The coordinator will be accountable for the funding to the programme and will ensure delivery of outputs and reports. The coordinator will also be required to link with relevant external actors and coordination forums to make sure that latest thinking and best practice are brought into the CRM programme and IFRC work is promoted outside the movement.

 
Key responsibilities:
    Programme Strategic Direction and Guidance  
  1. Develop integrated work plans for CRM programme together with technical advisors and NS
  2. Ensure programme activities are in line with strategy 2020 and respond to needs of National Societies and communities
  3. Guide development of new projects and interventions in specific sectors and ensure that results contribute to overall goals of CRM programme and NS strategic plans.
  4. Liaise with key coordinators in the Zone Office (ZO) to ensure coherence and compatibility with Zone strategy and plans
Performance Accountability and fundraising 
  1. Work with technical advisors and Resource Mobilisation officer to negotiate  new funding with interested donors (internal and external)
  2. Supervise Performance and accountability work to ensure programme can demonstrate results and base future plans on evidence of positive outcomes at community level
  3. Supervise key capacity building staff (RDRT manager and local capacity building officer) to strengthen capacity at all levels in selected NS according to programme objectives
  4. Take responsibility for overall management of programme finances and ensure timely reporting to donors.
 
 
    External Relations and Coordination 
  1. Maintain regular information flow to partners and stakeholders
  2. Work with communications team (Regional and Zonal) to produce materials (using a range of media) to communicate key messages from the programme
  3. Participate in relevant regional coordination fora.to ensure sharing of best practice within the wider humanitarian community
  4. Chair Emergency Task force and support operations manager in coordination of disaster response in the region
 
Required Qualifications
General
The position requires an experienced generalist with experience in both humanitarian and development work and strong project management skills. 
Education:
University degree or extensive professional experience in related field
Experience:
  1. 5 years of relevant international working experience in coordinating and managing community based programmes,
  2. Good understanding of the common global humanitarian environment, strong analytical skills and capacity to translate analysis into strategy and planning
  3. Good understanding of NS relations, strong NS Development and capacity building
  4. Familiarity with disaster risk reduction concepts and practice
  5. At least 3 years of work experience with Red Cross/Red Crescent.
