Background / General description
The World Bank together with 10 Development Partners is providing budget support to the Government of Uganda under a Joint Budget Support Framework. In partnership with the Government of Uganda, the JBSF Development Partners are committed to providing budget support on an annual basis against a jointly-agreed Joint Performance Assessment Framework (JAF).
To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners. This unit will be staffed with internationally recruited and locally recruited staff with a mix of general management and technical skills.
The unit will provide high quality technical/research analysis, which will lay the basis for informed policy design, as well as providing administrative and logistical support to the JBSF Technical and Policy Dialogue Taskforce. It will also coordinate and where appropriate, commission studies as part of the substantial analytical work needed to inform the assessment of performance under the JAF and establishment of policy frameworks for subsequent years.
The Senior Program Coordinator will provide the day-to-day management of the TASU, which will contain the following staff positions: 2 Economists, 2 Research Analysts, a Communications Operations Officer, and a Budget/Administrative officer.

Duties and Accountabilities
- The Senior Program Coordinator will work closely with the Uganda JBSF multi-donor team, under the management of the World Bank Country Manager for Uganda and the AFTP2 Sector Manager in the Bank's matrix arrangement, and day-to-day supervision by the Senior Country Economist responsible for JBSF.
- Overall daily management of the TASU by supervising the work of consultants, economists and other TASU staff members to ensure consistency and conformity to Bank standards and compliance with the semi-annual workplan as approved by the JBSF Technical and Policy Dialogue Taskforce.
- Proposes additional research and other related activities to the JBSF Technical and Policy Dialogue Taskforce for consideration.
- Evaluates assigned work program and related economic policy design documentation.
- Reports to the JBSF Technical and Policy Dialogue Taskforce for TASU outputs by coordinating and producing major/complex economic, research and economic policy design reports
- Accountable to the permanent co-chair of the JBSF Technical and Policy Dialogue Taskforce (trust fund manager) for TASU outputs by coordinating and producing major/complex economic, research and economic policy design reports.
- Leads the overall support to the whole JBSF cycle, and supervises major TASU projects/programs.
- Reports on the status of work requested by the JBSF Technical and Policy Dialogue Taskforce. Organizes and manages analytical work that provides input into policy design discussions and the evaluation work of donor compliance with JBSF principles.
- Sets research agenda (public expenditure analysis, impact evaluations, policy notes) in consultation with and with approval from co-chairs of the JBSF Technical and Policy Dialogue Taskforce
- Participates regularly in the JBSF Technical and Policy Dialogue Taskforce meetings.
Selection Criteria
- Advanced degree (Master’s or Ph.D.) in a social science, public administration or other relevant field;
- Minimum of 10 years of direct relevant experience in development and management;
- Working experience in developing countries, preferably in Africa;
- Knowledge of donor budget support processes, preferably including knowledge of World Bank processes;
- A proven track record of timely and quality delivery of outputs;
- Proven ability to proficiently address issues at broader level
- Outstanding planning and organizational skills and ability to handle multiple tasks under tight deadlines; ability to adapt to shifting priorities and work pressure;
- Leadership ability in all phases of project/research cycleProven strong analytical and problem solving skills; ability to diagnose problems and propose solutions;
- Proven ability to conceptualize, design, implement and monitor major tasks of economic analysis.
- Excellent client orientation;
