Background

The United Nations Office for Project Services (UNOPS) has a well-established Sudan Operations Center (SDOC). Current SDOC operations are largely focused on assisting partners with the implementation of physical infrastructure projects including designing, constructing and rehabilitating roads and bridges, schools, clinics and Government and Ministry offices. SDOC also procures goods and services for a number of partners and provides logistics and operational support to institutions in Sudan with the overall objective to build peace and to promote the implementation of the CPA. 
UNOPS – SDOC works with various United Nations partners including the Food and Agriculture Organization (FAO), the Multi-Donor Trust Fund (MDTF), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), The United States Agency for International Development (USAID) and the World Bank.

UNOPS – SDOC is in the process of negotiating with donors on a number of new projects both in the North (including Darfur) and South Sudan.

Duties and Responsibilities

Under the direct supervision of Finance Officer, the incumbent of the post is required to perform the following specific duties and responsibilities:
  • Assist in posting of periodic accounting records by recording receipts and disbursements (ledgers, cash books, vouchers, etc) and reconciling data for recurring or special reports.
  • Maintains contacts with local banks for verifying accounts status, collecting bank statements, verifying currency exchange rates and similar direct transactions.
  • When authorized, makes disbursements from petty cash fund, maintain records of these disbursements and balances accounts as required.
  • Assist in clearance of projects operations advances
  • Maintain financial records for all projects and other office accounts for which responsibility is assigned.
  • Assist in monthly local bank account reconciliations 
  • Assist in processing staff and vendor payments by raising payment vouchers and checks
  • Receive and stamp payment requests from other departments in readiness for processing
  • Arrange and maintain proper filing system in the Finance unit and archives
  • Scanning and copying of financial documents as and when required.
  • Perform any other relevant duties as required.

Required Selection Criteria

Competencies 
  • Knowledge of UN financial rules and regulations will be considered as asset.
  • Computer literate, thorough knowledge of MS Office and other computer packages.
  • Ability to establish priorities, to plan and be able to deliver to timelines.
  • Ability to work long hours when required.
  • Ability to work in a team environment.

Education/Experience/Language

  • Secondary education is a must.
  • Specialized certification is a must.
  • Minimum 3 – 5 years of general experience, some of which has been in accounting clerical activities.  
  • University degree is desirable.
  • Knowledge of computer and other office equipment is a must.
  • Fluency in written and spoken English and local languages.
