Background



The Comprehensive Peace Agreement (CPA) between the North and South Sudan requires that adequate governmental infrastructure be established. UNOPS has the lead in the sector and is seeking qualified staff to implement its' projects.
Through the Sudan Operations Centre (SDOC) based in Juba, UNOPS is managing a number of building projects that require continuous services of a Project Architect.   The projects involve design, construction and rehabilitation of facilities for the Government of Southern Sudan (GoSS) Police and Prisons Services. The Project Architect's role in a broad sense will be to assist the Project Manager to develop architectural designs and documentation for the buildings and to provide technical advice during design as well as the construction phase.
Duties and Responsibilities



Under the supervision of the Project Engineer, the incumbent of the post is required to perform the following specific duties and responsibilities for UNOPS implemented projects:
  • Assist in the preparation of the designs, specifications, bill of quantities and cost estimates for the construction and rehabilitation of various physical infrastructure
  • Take part in the bid evaluation process through the analysis of the bids and detailed assessment of the bidders capacity 
  • Supervise day to day construction works of the building sites to make sure the design specifications and quality standards are followed.
  • Review the project progress and advise the Contractor on the need of resources increase to meet the agreed delivery schedule.
  • Keep the records of the work completed and certify quantities for progress claims by the Contractor.
  • Monitor quality of work and test the construction materials and certify the suitability for construction works.
  • Prepare daily/weekly progress reports, and submit to the Project Engineer.
  • Prepare site instructions on variations and design changes for the Project Engineer’s review and approval.
  • Represent UNOPS to the local authorities and the State government as required.
Required Selection Criteria



Competencies
  • Highly motivated with a positive attitude and problem-solving approach.
  • Ability to understand the design drawings and specifications.
  • Familiarity with the UN/UNDP/UNOPS regulations, rules, policies, procedures, and practices is an added advantage.
  • Ability to travel and work in remote areas of South Sudan with limited facilities and difficult working conditions.


Education/Experience/Language


  • Secondary education is must.
  • Minimum of 3 – 5 years of relevant experience.
  • Specialized certification in the relevant field is must.
  • University degree in the relevant field is desirable.
  • Computer skills in application of basic software package.
  • Experience in engineering drafting software packages is an added advantage.
  • Fluency in oral and written English, and communication / report writing skills.
