GJLOS Reforms Programme is a Government of Kenya led initiative that has been implemented since year 2004, through a sectorwide, cross-institutional approach. It has engaged the participation of over 30 Ministerial Departmental Agencies on the one hand and Non-State Actors, while drawing support from 15 International Development Partners.
GJLOS reforms have been pursued through a Medium Term Strategy framework which expired in September 2009. To keep reforming institutions together and to maintain momentum going forward, a short term Bridging and Coordination Mechanism (BCM) is currently under implementation.
The BCM prioritizes agenda-4 reforms, as well as activities supporting the designing process of the next medium term strategy.
Under the first medium term strategy (MTS), the first phase of GJLOS reforms were undertaken without a clear articulation of overarching principles underlying reforms. The lack of an overarching policy instrument meant that coordinating, monitoring and evaluating sector policy reforms was less effective.
Recognizing this weakness, the Fifth Joint Review (JRM-V) recommended for a prioritization of the sector-wide policy framework paper (PFP). Besides, stakeholders also considered the importance of sector policies to link up closely with the principles of national policies and priorities such as documented under Vision 2030 and the Medium Term Plan, and by the envisaged new constitution.
In pursuit of designing a new medium term strategy for implementing reforms, and guided by the GJLOS sector vision, MoJNCCA in collaboration with UNDP-Kenya, is seeking to implement JRM-V recommendations for prioritizing for formulation of an overarching framework by recruiting a consultancy that will develop GJLOS Sector PFP that is to be mainly informed by:
  • An assessment of existing policy framework vertically and horizontally right across the GJLOS sector;
  • The Vision 2030 and therefore the Medium Term Plan (MTP);
  • National Dialogue and Reconciliation Accord (NARA);
  • Various sector wide policy instruments including the MTEF; and
  • Envisaged new constitutional dispensation.
The consultancy is to undertake a comprehensive policy assessment covering institutions and Ministerial Departmental Agencies that are currently under the GJLOS Sector, and from the findings and conclusions therein, advice roundtable dialogue process that brings together GJLOS sector stakeholder, for their further contributions to PFP development.
The consultant will then develop the final Policy Framework Paper that is ready for submission to cabinet, and, which will mainly detail policy guidelines and especially policy engagement mechanism for the next phase of reforms programme. A supplementary objective of this assignment is to provide specific recommendations to each implementing agents on policy priorities, while seeking to optimize harmonization vertically and horizontally – within and beyond the sector – with a view to building a dynamic and coherent policy-engagement mechanism for GJLOS reforms.

  • In collaboration with other PMU technical staff, he/she will be responsible for guiding the integration of project activities in government planning, Budgeting and policy framework;

  • Any other duty (related to the project’s activities) as may be assigned by the Project Manager.
Minimum Requirements
The applicant must have the following qualifications:-
  • Be a holder of Degree in either Natural Sciences or Social Sciences from a recognized University
  • A certificate in Project Planning and Management/M&E from a recognized training institution
  • Have a minimum of 3 years working experience in the field of Monitoring and Evaluation in a multi-sectoral development programme/project
  • Excellent report writing skills
  • Be computer literate (demonstrated experience in spreadsheets, SPSS or any other statistical tools)

The Role

As Field Director, you will be responsible for the management and development of field operations.
  1. Manage all levels of field staff: coordinate and supervise all aspects of our field operations from social marketing to planting and maintenance with a current staff of 60. Troubleshoot day-to-day operational challenges.
  2. Design systems to enable KOMAZA operations: work closely with both headquarters and field staff to design and implement procedures, processes and tools that will ensure smooth-running operations that can grow.
  3. Capture “on-the-ground” needs and best practices: understand field challenges and bottlenecks and communicate those needs to headquarters in order to improve the effectiveness and efficiency of our field systems.
This role will be based out of the Kilifi town office, but will be relocated to Ganze toward the end of 2011 (1 hour from Kilifi town).

This position will require significant amounts of field work (2-5 days per week) under difficult conditions and will require spending several nights per week in Ganze.

While there will be some office and desk work, this role will only be suitable for people with experience and who enjoy the outdoors.

Qualifications
  • Fluent in Kiswahili and English: complete verbal and written mastery of both languages
  • Education: top performer with a degree in forestry, agriculture, natural resource management or related areas

Save the Children UK has developed ambitious plans to grow income from grants and contracts in the 9 countries where we operate in East and Southern Africa region – including Angola, Ethiopia, Kenya, Mozambique, Somalia, South Africa, South Sudan, Tanzania, and Zimbabwe.

This role will support the development of new proposals and business opportunities for countries in East and Southern Africa in order to help the organisation raise sufficient funding to meet its aspiration to be the world’s leading independent children’s charity.

Specifically, the role will focus on the programme funding requirements of countries in the Horn of Africa (Ethiopia, Somalia, South Sudan and Kenya).

The Business Development Manager will work with country programmes in identifying donor opportunities; facilitating donor engagement at country and regional levels; assisting in the development of country fundraising strategies; and coordinating proposal development for large and strategic funding opportunities.

The role is intended to strengthen the capacities of country programmes to raise restricted funding primarily from institutional donors.

The Business Development Manager will be a member of the Regional Management Team and will be located in Nairobi, Kenya. The role works closely with Country Programme teams (Country Directors, Programme Directors, and Finance Directors), Regional Programme team (including the Regional Programme Manager, Regional Finance Manager, and various thematic technical advisors), the Business Development Manager (Southern Africa), and the Government Partnerships team based in London.

The role has an external orientation and requires engagement with donors and other members of Save the Children International who provide programme funding. The position requires regular travel to countries in the Horn of Africa.
