VACANCY ANNOUNCEMENT
The Lutheran World Federation/Department for World Service is operating in Southern Sudan. LWF/DWS has its head office in Torit, Eastern Equatorial State. It has field offices in Ikotos, Eastern Equatorial State, Panyagor in Jonglei State and Kurmuk in Blue Nile State. LWF/DWS is seeking to recruit for the position of Procurement Officer to be based in Juba, Central Equatoria State. The position is renewable annually depending on availability of funds. The incumbent may be required to move to other LWF/DWS locations upon request. The salary shall be according to LWF/DWS Sudan Program Personnel Policy Manual.
Major Duties:
- Negotiate & Maintain all contract and supplier agreements for purchasing of commodities, maintenance parts & labor and services
- Locate and qualify global vendors for commodities, equipment or supplies using a documented standardized process
- Develop and implement qualification standards and metrics
- Develop strategic supplier partnership programs that measure and monitor supplier performance, improve quality, increase inventory turns and reduce costs
- Managing, mentoring and coordinating staff by setting expectations and monitoring performance
- Collaborate with other departments to implement SCM system
- Direct and manage all purchasing activities in accordance with the LWF and partners guidelines
- Establish key performance metrics and benchmark supply chain activities, measuring plan vs. actual against stated goals and present status on a regular basis
- Manage all logistics activities and contracts, ensure process meet (LWF and partners) requirements
Planning
- Direct the process which includes the planning of procurement, inventory control, logistics and distribution.
- Ensure that every step of the process is functioning effectively to avoid costly delays and lost of opportunities.
- Secure design and maintenance of a cost-effective supply chain
Communication
- Communicate the needs and objectives to line managers and key personnel in procurement, development, logistics and distribution
- Help the entire team understand the timing required and individual input necessary to make the process run smoothly
- Avoid miscommunication of expectations that could generate costly delays.
Cost Reduction and Process Improvement
- Lead cost reduction and process improvement for the supply chain.
- Find ways of procurement of a service or commodities that can be purchased cheaper from a new supplier, without jeopardizing quality, then the change should be made.
- Seeks the ways for a process improvement or sped up, and productivity increased.
Vendor Management
- Mange the relationships between different vendors and information technology systems.
- Keep the materials or services flowing smoothly the supply chain.
- Ensure the manager have the cooperation of the company's vendors.
- Build vendors’ relationship and maintain high level of service and quality.
- Take responsibility for the logistics of returns as well.
Team Building
- Train, develop, mentor and assist staff in all of the departments that fall within the supply chain process.
- Ensure that the various components of the team function effectively.
- Conduct constant process and employee review to ensure that the process stays cost effective.
- Make the processes of procurement, development, logistics and distribution as cost effective as possible.
- Conduct non-stop evaluations of the LWF procedures in order to produce better techniques, cheaper materials and faster processes.
Required Skills
- Demonstrated knowledge and successful management a global supply chain under (EU, DCA and LWF) guidelines.
- Education or training in procurement, logistics, business, law, economics, finance, public administration, or related field
- Extensive knowledge of international best practices in supply chain project administration, contract procedures and project follow-up.
- Excellent communication skills and experience in working with high level government officials and business executives.
- Demonstrated management skills, including the ability to train and develop staff in multi-cultural teams, manage project budgets, and develop strong relationships
- Exceptional negotiation and contract development skills.
- Ability to maintain strong vendor relations.
- Excellent leadership and communication skills.
- Excellent knowledge of English, second language Arabic is an advantage
Experience required
- Minimum of 7 years international Supply Chain Management experience in the NGO and developing countries
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems
