The Government of Southern Sudan (GoSS) with assistance from the Low Income Countries Under Stress (LICUS) Trust Fund, under the Rapid Impact Public Finance Management Project (RIPFM) of the Ministry of Finance and Economic Planning (MoFEP), is implementing a programme for strengthening public financial management in the government.
Part of this programme is aimed at strengthening capacity in the Directorate of Accounts to undertake its functions. This among other initiatives involves building capacity in terms of skills acquisition for the staff in the Directorate.
The Ministry of Finance and Economic Planning is now inviting applications from suitably qualified Sudanese graduates to fill positions of trainee accountants in the Directorate of Accounts.
Successful candidates will study part-time towards an internationally accredited accountancy qualification while working part-time at MoFEP. Upon completion of the training, the trained accountants may be posted to work with MoFEP or any other Ministry/Agency of the Government of Southern Sudan.

Job Description
Successful candidates for this position will be expected to pursue a career in accountancy with the government with opportunities for future promotion depending on performance.
Successful applicants will be engaged in transaction processing, record keeping, preparation of financial reports and the safe custody of financial documents as per laid down rules and regulations enshrined in the Laws of Southern Sudan.
Duties of successful candidates will include but not be limited to:
  • Capturing financial transactions of government into the  Financial Management Information System
  • Preparation of bank reconciliation statements for bank accounts maintained by the Ministry/Government Agency.
  • Maintenance of ledgers and other accounting records as will be required by the regulations and procedures of government
  • Reconciliation of the ledgers to primary records
  • Preparation of expenditure reports to the spending agencies.
  • Liaison with Internal and External Auditors during performance of their functions.
  • Performance of other related duties as assigned from time to time.
Knowledge, Abilities and Skills

  • Good working knowledge of Microsoft Word and Microsoft Excel software.

Title: Recruitment of Individual Consultant for Framework for Adopting a Capital Charge for Market Risk in Rwanda
Background
The Government of Rwanda has secured funds from the African Development Bank through the Competi-tiveness and Enterprise Development Project, phase II.
It is intended that part of the proceeds of the funds be applied to eligible payments under the contract for Consultancy Services for training of Bank Examiners on Capital Charge for Market Risks.
1. Purpose of the consultancy activity
The individual consultant will assist NBR in develop-ing a framework for adopting a capital charge for market risk.
She/he will work with the Banking Super-vision Department (BSD) to develop a policy paper on market risk, a survey on market risk exposures to be circulated to financial institutions and a draft amend-ment to the existing capital adequacy legal framework.
2. The main issues to be addressed are as follows
The assignment is aimed at equipping bank examiners with the technical capacity necessary for ensuring compliance with the requirements of the 1996 amendment to the Basel I Capital Accord to accommodate market risk, in an appropriate manner, given the characteristics of Rwanda’s financial sector and the capacity of the Banking Supervision Department.
3. Qualification requirements
The consultant should be an expert in framework for adopting Capital Charge for Market Risk.
He /She should have:
  • Masters degree in finance, banking, accounting or relevant field.
  • At least 10 years of experience in banking supervision and specific expertise in setting up a capital charge for market risk in at least 3 underdeveloped countries including the EAC countries
  • Should be able to speak and write English, knowledge of French is an added advantage.
4. Duration and cost
The duration of the consultancy service is 66 working days effective from the date of contract signature.

1. Background:
The Government of Rwanda has negotiated a 4.5 Million US$ grant from the Global Environmental Facility Trust Fund (World Bank/GEF) for the Rwanda Sustainable Energy Development Project and intends to apply this fund in payments for the consultancy services whose scope is provided below:
2. Scope of Work:
The Consultant will work closely with the Ministry of Infrastructure as well as other key stakeholders. Although key outputs are strategy studies and action plans, it is imperative that the process enables the inclusion of various views on how to diffuse RETs in a sustainable manner.
The assignment is planned to start on 15th August 2010 and be finally reported to MINIFRA within 6 months from commencement. The main scope is to present a detailed strategy document that specifies program designs and work plans for supporting enhanced diffusion of solar energy technologies, micro-hydro and wind energy in Rwanda. And it will be done in phases below:
2.1. Inception phase
The methodologies and the Consultant’s approach must be agreed upon mostly on the following: Collection of relevant reference data on the renewable energy sectors.
  • Identification and meeting with relevant national stakeholders.
  • Identifying the relevant stakeholders in the respective value chain.
  • Holding a kick-off meeting with MININFRA and other key stakeholders.
  • Drawing up a list committee of relevant representatives from Energy sector stakeholders.
  • Formulating terms of reference of the committee, including duties and frequency of meetings.
2.2 Phase 1: Sector Overviews
The following data collection instruments should be considered:
  • Use existing data to verify current and past demand for the renewable energy subject to study.
  • Additional data will be collected to supplement missing secondary data.
  • End-user interviews /distribution of questionnaires to understand barriers for rapid diffusion.
2.3 Phase 2: Preparation of National Renewable Energy strategy
Findings of the Country Status Report with key stakeholders will be discussed in the areas below:

Public responsibilities versus Private responsibilities. The potential for PPP and needed regulatory framework. The role of financial markets to promote such investments

  • How to create incentives for investment in renewable energy

  • How to support upcoming entrepreneurs in renewable energy sector
2.3.3 Market Regulation
  • The supervision of commercial markets .
  • Operation and Maintenance Framework and Regulation of independent Energy operations Propose and discuss the applicability of various models for O&M of RET installations.
2.3.4 Technology
  • Assessment of the various RE Technology Suitability for meeting Rwanda’s energy needs. Cost/Benefit analysis of various Technology options. Spatial plan of RE Technology suitability for Rural and Urban Energy supply.
  • New technology development and Innovation in Rwanda. The role of Academia in supporting market formation and innovation.
2.3.5 Output Phase 2: Draft
  • Renewable Energy strategy
  • The draft strategy must reflect findings and stakeholders’ perspective in a balanced and representative way and comprises the platform for a detailed work plan.

The team would require two renewable energy specialists (Solar&Hydro) complemented with one Energy Economist.

DFID K&S is part of the British High Commission in Nairobi, working closely with colleagues from the Foreign and Commonwealth Office and other government departments on both policy and management services. We have approximately 50 staff, organised into three teams (Kenya, Somalia, and Corporate Services), of whom about three-quarters are appointed locally (majority Kenyan, a few British) and about a quarter are UK diplomats. DFID K&S is undertaking a Fundamental Staffing Review in the 4th quarter of 2010, to ensure its staffing is aligned with its objectives and workload under new business plans to be prepared as part of the new Government’s review of the bilateral aid programme, and with the Government’s ambition for more joined-up working overseas.
A vacancy has arisen for a post as temporary Deputy Head of Corporate Services based in our Nairobi office. The appointment will be under local terms and conditions and is subject to security clearance. This is a temporary post for 6-8 months duration, pending decisions on the longer-term structure of the team.
The ideal start date would be in September.
The objective of the post is to work with the Head of Corporate Services and Change Management to maintain and improve the quality of corporate services provided to the DFID Kenya and Somalia office, during a transitional period when the structure of the Corporate Services team is being reviewed as part of a Fundamental Staffing Review, and a move towards greater shared services with the rest of the British High Commission.
The jobholder will report to the Head of the Corporate Services team, and will manage several staff in the team (exact details to be confirmed). She/he will work with staff across the DFID office, as well as with other British High Commission corporate services staff, DFID colleagues in the UK and other African offices, and a range of external stakeholders.
The current head of the Corporate Services team is leaving in September. He is being replaced on 1 September by a new more senior Head of Corporate Services and Change Management, who will lead on the Fundamental Staffing Review, and oversee the work of the Corporate Services team, and by this post, which will be responsible for the day to day running of the team pending decisions on the longer-term structure of the team.
The team is responsible for a range of corporate services functions: finance, human resources, estates and office management, IT, transport, procurement, procedural compliance. Coaching staff to build capacity, and quality control, are key parts of the job.
The exact division of labour and reporting arrangements within the team of 12 will be decided by the new Head of the team during September.
Duties of this post may include:
  • Supervising the office’s accounts; checking the work of the accountants to ensure full procedural compliance and clear and timely monthly accounts.
  • With the Head of Corporate Services, coordinating the management of the office’s administration cost budget, ensuring a rigorous needs-based annual budgeting process, transparency and clarity on the availability of resources, value for money on all expenditure, in-year monitoring and reallocation where necessary.

General Functions:

  1. Design, manage, and disseminate new and ongoing research activities, including management of consultants and subcontracted research organizations, in line with national and regional priorities.
  2. Provide substantial support in the development of IOM research strategies, guidelines, and ethical review structures at the regional and global levels.

Merlin is the only specialist UK charity which responds worldwide with vital health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse. Each year, Merlin helps more than 15 million people in up to 20 countries.
Context and Background
Merlin has been working in Kenya since 1998 and Somalia since 2004. Managed from an office in Nairobi, Merlin works in two project areas in Kenya and three in Somalia. Each project area has a Project Coordinator who is directly responsible for delivering the project with support from the coordination team.
In Kenya, Merlin work in Nyanza and Turkana. The Nyanza project is managed from an office in Kisii and deals mainly with prevention and treatment of malaria and HIV/AIDs. The Turkana project is run from an office in Lodwar and works on nutrition and primary health care projects with the vulnerable pastoralist communities of the region.
In Somalia, Merlin runs projects in Somaliland, Puntland and South Central. Main purpose of the position

This position is responsible for selling alarm systems and security monitoring products/
services to homeowners and business owners by performing the following duties.
  • Call on prospective home/business customers provided by company-generated leads and various types of self-generated leads
  • Identify prospective customers by following leads from existing customers, door knocking, calling, participating in organizations and clubs, and attending home shows
  • Provide presentation/demonstration of alarm systems and security monitoring products and services
  • Examine prospective customer's home or business and analyze customer's requirements
  • Answer customers' questions about products, prices, product uses, and credit/payment requirements.
  • Design and recommend security system to meet customer's needs
  • Schedule customers for installation of equipment, complete all necessary contractual paperwork and provide post-installation follow-up communication
  • Meet individual and contribute toward departmental sales goals and minimum standards
  • Present a professional image of the Company to current and potential customers
  • Other duties as assigned by management
