Qualification and skills
- University degree in social sciences, economics, actuarial sciences, public administration, law, business administration or in a related field
- Education at advanced degree would be an asset.
- Minimum 15 years of working experience in relevant fields.
Specific professional experience and knowledge
- Substantial practical experience with implementation of pension system development in contexts similar to Southern Sudan;
- Experience as a team leader in pension system development projects.
- Experience in contexts similar to Southern Sudan
- Experience working with, providing training to, and mentoring senior levels of Government;
- Experience in managing politically-sensitive dossiers;
- Substantial knowledge of key policy issues in the field of pension reform in developing countries
- Knowledge of pension system development in a context similar to Southern Sudan;
- Proven ability to produce high-quality reports;
- Demonstrated application of knowledge of Project Cycle Management (PCM) and Logical Framework Approaches.

- University degree in social sciences or law or in field closely related to the scope of the assignment;
- Education at advanced degree would be an asset.
- Minimum 10 years of working experience in the relevant field.
Specific professional experience and knowledge
- Practical experience in pension policy development and drafting of pension legislation in contexts similar in Southern Sudan
- Experience in the implementation of pension system development projects;
- Experience in working with a variety of stakeholders to develop consensus in pension policy development/legislation
- Experience working with, providing training to, and mentoring senior levels of Government
- Substantial knowledge of key policy issues in the field of pension reform in development countries
- Knowledge of pension policy development in a context similar to Southern Sudan is considered a strong asset;
- Proven ability to produce high-quality reports.

- Experience with implementation of pension system development projects
- Experience in the design and/or implementation of training programs related to pension fund administration
- Experience in mentoring Government counterparts
- Substantial knowledge in the field of pension system administration in developing countries
- Knowledge of pension system administration in a context similar to Southern Sudan is considered a strong asset
- Proven ability to produce high-quality reports.
