Catholic Relief Services-Sudan program is seeking to recruit a qualified Sudanese national for the following vacant position.
Position Title: Security and communication Officer - CRS South Sudan
Reports To: Management Quality Coordinator

JOB SUMMARY/BACKGROUND:
The Security Officer is responsible for overseeing staff safety as well as safeguarding agency assets in the CRS South Sudan Country Program in close collaboration with the Management Quality Coordinator and the Deputy Country Representative. The Security Officer conducts security assessments of CRS office and residential locations to directly support CRS South Sudan efforts in threatening environments and to build staff and partner capacity in security management. The Security Officer actively promotes a community of practice among all staff engaged in staff safety and security management issues, and facilitates the use of knowledge management tools to support learning and management of security issues. The Security Officer is responsible for timely and accurate accident and incident reporting as well as the appropriate dissemination and flow of relevant security information. The Security Officer will collaborate with international and national NGOs, departments of the United Nations and other GOSS security and military groups. The security officer will work with Security service providers to ensure that quality of service is reviewed on a regular basis, appraised and recommendations made as appropriate
JOB RESPONSIBILITIES:
1. Monitor and maintain staff safety and security policies, procedures and guidelines, which are implemented through existing organizational structures.
2. Prepare, review and revise CRS Field Security Plan, Constant Companion, Phone Tree, Visitors Orientation and Evacuation Plan.
3. Provide leadership and direction in all areas of security preparedness, including training, orientation, technical assistance, and advise on specific security situations.
4. In close collaboration with the Management Quality Coordinator monitor the development of security hotspots, and synthesize and analyze it efficiently for communication to the CRS South Sudan Senior Management Team and provide advice to them on staff safety decisions.
5. Oversee the security incident and accident reporting system that informs country program security plans and investments.
6. Serves as Content Manager for safety and security information for the CRS South Sudan Share point site.
7. Provide basic security training and orientation to CRS staff and visitors.
8. Report to the Director of Staff Safety and Security on Security Risk issues as requested.
9. Assesses field travel to high security risk destinations and make go/no go recommendations.
10. In collaboration with Human Resources, ensure access to relevant external and internal development opportunities in the area of staff safety and staff care.
11. Coordinate with the NGO secretariat Security Focal Point to ensure that staff access security training opportunities provided by UNDSS.
12. Coordinate with the NGO Secretariat Security Focal point to communicate and receive security information for dissemination to staff and partners as necessary.
13. Coordinate radio communications, phone tree i, staff movement tracking and provide advisory on travel and vehicle movement.
14. Close coordination with UNDSS to advice on security incidents in different locations and provide the necessary advisory and communication with staff and management.
15. Security management of all CRS facilities including offices, storage area, guesthouses and other residential quarters including regular checks on guards, alarm systems and other security processes.
16. Conduct Security briefings and orientation to new staff and visitors.
17. Implement all security related recommendations from CRS audits, Security technical advisory and management.
18. In times of security emergencies, serves as the point person (24/7) to support the CRS South Sudan Senior Management Team, by obtaining rapid and frequent communication from the field and by making recommendations for necessary action.
19. Maintain an active network of external contacts (including HQ and EARO staff) who can be called upon in case of a security-related emergency.
20. Ensure that CRS’ HQ Crisis Management Plan continues to be a living document, organizing simulations to practice incident response on a regular basis.
21. Support the development and implementation of internal systems to support a more effective and efficient security crisis response, based on the HQ Crisis Management Planning process.
22. Represent CRS at security meetings, contributing to close collaboration with peer agencies and United Nations Security Organs around common safety and security management priorities.
23. Remain aware of trends, analysis, studies and evaluations outside of CRS that might inform our understanding of security threats that we are facing, or effective policies and practices that might enhance staff security.
24. In conjunction with the MQC and Operations Officer, engage in discussions with and management of Security Contractors for the safeguarding of CRS assets and staff in SS.
25. Coordinate the revisions of the field security plans and dissemination to all staff.
26. Monthly generation of security reports for SM and regular security updates to staff.

Qualifications:
1. Bachelor’s Degree in a field relevant to CRS’s field operations.
2. 5 or more years of experience working in the operations, logistics and security management
3. Specific and detailed knowledge of security and communications requirements as they relate to international humanitarian assistance agencies
4. Familiarity with emerging technologies that relate to security management and communication a plus
5. Experience in hostile and stressful environments
6. Demonstrated ability to take a collaborative and team-oriented approach
7. Excellent communication skills, verbal and written
8. Attention to detail
9. Willingness and ability to respond at all hours to security issues
