Background
HelpAge International is looking for an external Evaluator or Institution, backed by a multi-disciplinary team of professionals, to submit an expression of interest and interpretation of the Terms of Reference for undertaking a mid-term evaluation of a 5-year portfolio of projects (May 2008 - April 2013) entitled: Preventing HIV and AIDS and Alleviating Its Impact in Multigenerational Households.
The portfolio comprises of 9 individual projects; 5 at the national level implemented in Kenya, Uganda, South Africa, Ethiopia and Tanzania; and 3 that cut across the portfolio and involve four countries (Ethiopia, Kenya, Tanzania and Uganda). Two of these are advocacy focused and tackle issues of mainstreaming ageing into HIV and AIDS responses and data disaggregation.
The third is focused on HIV prevention for older people. The ninth project is coordinated in the UK but implemented in all five countries and is focused on generating and sharing learning across the portfolio.

The purpose of the Mid- Term Evaluation
The purpose of the mid-term evaluation is to assess the effects of the portfolio on the target population and policies, and analyse the individual project coherence and contribution towards the portfolio’s set objectives. Recommendations emerging from the mid-term evaluation will inform and guide in the remaining portfolio implementation period.
The main objectives of the mid-term evaluation are to:
1.Assess the extent to which the portfolio outcomes have been met through the individual projects including:-
The purpose of the mid-term evaluation is to assess the effects of the portfolio on the target population and policies, and analyse the individual project coherence and contribution towards the portfolio’s set objectives. Recommendations emerging from the mid-term evaluation will inform and guide in the remaining portfolio implementation period.

1.Assess the extent to which the portfolio outcomes have been met through the individual projects including:-
- Reviewing the effectiveness of behaviour change interventions and changes in knowledge, attitude and practices (contribution to prevention)
- Reviewing the mitigation strategies of the portfolio and analysing the extent to which they supported community’s to mitigate and cope with the impact of HIV and AIDS
- Reviewing the relevance of the portfolio outcomes in view of the changing scenarios, community needs as well as individual country HIV and AIDS Strategic Plans
- Assessing the extent to which the project activities resulted in any unintended/unplanned results and outcomes
2.Establish how gender issues are being addressed by the portfolio and the effects of the portfolio on men and women;
3.Assess the effectiveness of the organisational set-up/management systems in the delivery of the portfolio and to what extent the HelpAge management systems and processes contribute to, or inhibit the delivery of, the portfolio outcomes including:-

- Reviewing the accuracy of data being generated by the portfolio’s M&E system - including its ability to capture the total numbers reached with HIV and AIDS messages by the portfolio through all the interventions as well as enhancing learning within the portfolio
- Identifying exit mechanisms being put in place to ensure the sustainability of the portfolio’s activities, including involvement of target communities
- The extent to which the partners capacity was improved (institutional and technical)
4.Identify emerging good examples, practices or models in the portfolio that can be documented and showcased for learning, scale up and replication. Establish how the information and evidence generated within the portfolio is being used by the partners to improve programming and change the Organisation’s way of implementing programmes (knowledge management and sharing);
5.Assess the effectiveness of the portfolio advocacy strategy to mainstream ageing in HIV and AIDS and data disaggregation with regional, national and local structures in the attainment of set outcomes including reviewing the extent to which the portfolio is influencing other key actors in the HIV and AIDS response.

Expression of Interest and Expected Results
All interested consultants/firms are requested to write an expression of interest by:
- Interpreting the TOR
- Explaining in detail the methodology to be used in carrying out the assignment
- Providing a detailed professional budget in British Sterling Pounds (indicating daily professional rates)
- Explaining their competences to meet the requirements of the assignment
- Attaching brief technical biographical data of the core team-members
- Providing the duration of the assignment and when ready to undertake the assignment.
- Providing evidence of similar work undertaken in the recent past (not more than 3 years), including contact details of references
