HEALTH Officers (4) - Kapoeta Southern Sudan

BROAD DESCRIPTION OF THE ROLE:

The Health Supervisor is a mid-level management position and will directly be supervising a team of health officers (2-3 persons) and works under the supervision and guidance of a health manager. He/She will liase with key implementing partners -County Health Departments (CHDs), Kapoeta Development Initiative (KDI), Communication for Life Change Program (CLCP).
The candidate will be responsible to develop detail implementation plans and closely monitor the performance of the core implementation team including the Community Based Organizations (CBOs) and take corrective action to enable achieve the program objectives. He/ She will be responsible for the proper utilization of resources allocated for program activities and will closely be working on compiling reports and data along with  the health manager when he/ she is away.

KEY DUTIES/RESPONSIBILITIES:

 Technical Support ,program Implementation and Monitoring
·         Responsible for the technical supervision of health officers and ensuring proper implementation of planned health activities for the county.
·         Develop detail implementation and performance monitoring plan and coordinate the activities of health officers.
·         Lead Development of IEC/BCC materials
·         Identify gaps for CHD, Facility and Community level and  coordinate with health coordinator and officers to systematically address the gaps within the planned scope of the project
·         Regular supervision to health facilities and the work of facility and community level based staff and undertake corrective and timely action.
·         Estimate the supply needs for the supported facilities and quarterly ordering, storage and monthly distribution of health program supplies with the Primary Health Care Coordinator, and other health program staff.
·         Monitoring monthly drug supplies to the PHCUs/PHCCs
·         Play active coordination role in selection and training of Community Health Volunteers and Mother and child Health Workers, in collaboration with the CHD
·         Coordinates with the Health Manager on assessments and identification of unmet needs.
·         Identify and flag CHWs’ program needs and flag to the appropriate level for action.
·         Prepare a narrative monthly report of Primary Health Care activities for and submit regularly to the health manager.
Management
·         Ensure the program has the appropriate workforce to implement planned activities
·         Directly manage health officer’s , undertake regular performance appraisal and coach  the team through various means
·         Help health officers in planning and organizing their activity
·         Monitor the burn –rate of planned budget for activities implementation and flag necessary actions to be taken
·          Initiate the procurement, track and  oversee the proper management of all expendable and non-expendable items falling under the health program and located in the counties

Coordination and Representation
·         Liaises with the County Health Department regarding community health needs, including but not limited to the training and supervision of Community Health Volunteers/peer educators, CHWs, CHE, and other health staffs in the supported health facilities
·         Performs any other duties as assigned by the Supervisor or health coordinator.

QUALIFICATIONS:

·         University Graduate or equivalent. Registered Nurse-Midwife or Clinical Officer; Training and Project Management experience is desirable
·         Must have minimum professional qualifications
·         Must have previous academic and work experience in the Primary Health Care
·         Must have previous experience in community based health care program in complex emergency situations, including refugee, displaced and/or war affected populations
·         Previous experience in developing and conducting KAP Health Surveys
·         Excellent communication skills – written, verbal and oral – English is required;
·         Working knowledge of Arabic, Bari, or Madi is an advantage
·         Must be willing to live under difficult physical and security conditions and the necessary restrictions that this entails
·         Work experience with an NGO is an advantage
·         Computer literate in word processing is desirable
·         Must be willing to live under difficult physical and security conditions and willingness to walk long distance as the work requires
