Background
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile.
The NBI seeks to develop the river basin resources in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security.
Within the framework of the NBI, the Governments of Burundi, Rwanda and Tanzania have received financial support from various donors for preparation of the Rusumo Falls Hydro-Electric and Multipurpose Project (RRFP), conceived as part of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP).
RRFP is a key project part of an overall Kagera Basin Integrated Development Framework. The Regional Rusumo Falls Hydroelectric and Multipurpose Project is a multi-purpose hydrop ower project under joint development by Burundi, Rwanda and Tanzania.
In March 2006, Ministers of Energy of the three countries signed in Kigali a Joint Project Development Agreement, reconfirming their commitment to jointly develop the RRFP.
The agreed project preparat ion management arrangements consist of a Council of Ministers responsible for electricity in those countries; a Project Implementation Committee (PlC) consisting of the Managing Director/Director General of the Electricity Utility, Director General /Commissioner/ Director of Energy in each country; and a Project Manager at NELSAP-CU. NBI/NELSAP-CU has fiduciary responsibility and oversees donor grants to the project.
Brief Project Description
Feasibility studies are ongoing to evaluate the two major components of the Regional Rusumo Falls Hydroelectric Project.
The first of these studies, being undertaken by the consulting firm SNC-Lavalin International, focuses on the feasibility and design of the generation plant and related project area.
The second, being prepared by Fichtner-RSWI, focuses on the electricity transmission lines linked to the Rusumo Falls Hydroelectric generating plant.
Both of these ongoing studies are to produce detailed feasibility assessments--including technical, financial, economic, environmental, and social aspects—and are to be conducted concurrently so as to produce consistent results.
In addition to these two ongoing studies, there will be an independent review and synthesis focusing on the overall environmental and social impacts of both the power generation and transmission components of the Regional Rusumo Falls Project.
Position: Social Development Expert
A Social Development Expert (SDE) position within NELSAP-CU, Regional Rusumo Falls Project, to support the day to day activities related to the preparation of the Resettlement Action Plan (RAP), Local Area Development Plan (LADP) and Public Consultation and Disclosure Plan (PCDP).
The position is funded through the Rusumo Falls preparation grant, through the Nile Basin Trust Fund (NBTF).
The Expert will play a key role in the coordination and day to day follow up of Rusumo RAP related activities and his! her primary duties include the following:
a. Providing the leadership and technical guidance to achieve the targets and outputs for the timely completion of the RAP, LADP and PCDP for the Project.
b. Collaborate with the Project Manager of Regional Rusumo Falls Hydroelectric Project and the NELSAP Social Development Specialist and other Projects specialists at NELSAP, to ensure project integration/coordination and achievement of overall Rusumo project objectives related to both the RAP and LADP.
c. Ensure effective day to day liaison and communication with SNC Lavalin and NELSAP-CU regarding the delivery of the agreed on outputs.
Duration and Nature of Appointment
The appointment of the SDE will be for a period of one year, with a six-month probation period, and subject to renewal/extension, as needed.
The Social Development Expert will be based at the NELSAP-CU Headquarters in Kigali, Rwanda, and will travel within the project area, which includes Rwanda, Burundi and Tanzania. Priority will be given to nationals originating from the three countries.
