General Description of Programme:
GOAL began to support humanitarian and development initiatives in Kenya in 1992.
- GOAL's current programme of support for vulnerable children and youth comprises four broad interrelated components; a Rescue Centre for sexually children, a Community Children's Education Project (Non-formal education), health and HIV/AIDS projects. Its overall objective is to empower vulnerable children and youth in difficult circumstances to enjoy their rights and fulfil their potential for sustainable well-being.
- GOAL also works with local partners in the area of urban water and sanitation in Nairobi in the construction of bio-latrine community centres.
- The current programme is also implementing emergency initiatives such as transitional shelter in South Rift (Nakuru), Livelihoods in North Rift (Eldoret) and a food security response in Eastern Province (Diocese of Kitui).
General Description of the Role:
The main purpose of this position is to oversee all financial operations for GOAL Kenya.
Key Duties:
Finance:
- Report directly to Country Director and to the Chief Financial Officer in Dublin;
- Line manage and build the capacity of the GOAL Kenya finance team including the Partnership Controls Officer in monitoring the systems and controls of all GOAL Kenya partners;
- Ensure compliance with accounting procedures and policies and actively monitor internal controls to minimize risk to the organisation. In particular ensure appropriate cash management procedures are in place and operating effectively ;
- Monitor and ensure project and administrative spending are all in line with agreed budgets, identify potential project under or over-spends and liaise with Dublin HQ as to the required action needed (e.g. no-cost extensions, budget re-allocations, etc);
- Responsible for cash management and control of cash flow, liaison with banks;
- Maintain and improve information systems – develop the accounts/financial information maintained on the field's accounting package and field financial manuals;
- Review GOAL annual and rolling budgets to Head Office;
- Financial reporting to donors; to include the financial review of donor proposals and donor budgets; Ensure cost allocations basis among donors are reasonable;
- Conduct a high level, detailed review of monthly Management Accounts and Donor Status Reports;
- Support and facilitate the annual external audit;
- Support donor audits, GOAL internal audits, and revenue audits (with overall responsibility for ensuring preparedness for same);
- Ensure all donor requirements are complied with;
- Provide support to GOAL Regional Logistics office where necessary
With assistance of the Logistics Coordinator and the Assistant Financial Controller:
- Ensure that all GOAL Kenya purchasing and procurement activities are in line with donor and GOAL guidelines as outlined in the GOAL logistics manual;
- Review all purchasing and procurement activities for GOAL Kenya and reporting to GOAL Head Office Logistics;
- Review the control systems in relation to purchasing and procurement;
- Review all transport systems (taxis/GOAL vehicles/flights, etc.);
Human Resources and Administration:
- Provide support to the HR Manager on personnel and staff issues which have financial/legal implications;
- Work closely with the HR Manager to oversee all legal issues and contracts. For any legal issues/or cases, liaise with GOAL Kenya's advocates and GOAL Dublin;
- In charge of induction for all GOAL Kenya visitors and new expatriate staff.
- Ensure compliance with Government and other statutory body requirements and deadlines.
Other:
- Visit the GOAL Kenya projects for financial review and evaluation of project activities;
- Provide any other financial programme support needed;
- Provide financial training and monitoring as needed.
Reporting To: Country Director (GOAL Kenya) and CFO (GOAL Head Office)
Requirements
- Qualified accountant;
- A degree in Accounting, Finance or related field an advantage;
- Membership to an accountant regulatory body an advantage;
- At least one year's previous overseas experience in a developing country;
- Working knowledge of Sage an advantage;
- At least one year's previous experience of preparing donor budgets and reporting, including Irish Aid. Experience of other donors also an advantage;
- Strong management skills;
- Excellent spreadsheet and analysis skills;
- Highly motivated/hard-working/self-starter;
- Good communicator and team leader.
