Logistics and Security Coordinator

Title: Logistics and Security Coordinator

Location: Dar es Salaam Office



The purpose of this position is to provide leadership to the logistics, transport, security operations and general administrative support. Ensure that logistics and security operations are well managed and provided to the CRS staff, programs and partners, as appropriate. To closely work with other staff in all the departments to ensure that tasks are well planned and coordinated in short, medium and long terms.



1. CP Security;

Provides leadership and oversight on all matters relating to security and staff safety in the CP.

Ensures CP compliance with CRS' security and staff safety policies and procedures.

Serve as the Security officer for CRS Tanzania.

Provide training and technical assistance to CP on security management decisions and processes, including supporting securit) assessments and workshops with staff to update field security planning documents.

Review and comment on country-level program Field Security Plans for MQC and CR s final approval.

Provide analysis on at least bi-annual basis of safety and security incidents in CP order to inform MQC and CR and regional investment decisions in training, equipment purchases/transfers, and other budget items related to security management.

Monitor open sources and cultivate personal sources of news and analysis around safety and security trends in the CP; share rele\'ant informational items Senior Leadership.

Monitor the on-going security environment in CP to assist Administration Manager, develop proactive and responsive policies and practices to protect staff, assets and programs in the field, including input to the regular revision of Field Security Plans. Ensure that all staff have access to and have read and fully understood FSPs. Carry out regular assessments to review and monitor compliance

Identify training needs and conduct security awareness training for CRS staff.

Provide security and staff safety briefings to new staff and visitors. Ensure that visitor briefing papers are up-to-date.

Maintain regular contact with security and safety focal point staff in at EARO.

Represents CRS/Tanzania at other NGO forums for security.



2. Supervise Vehicle Management System (VMS)

Review all reports for VMS from Field offices and Dar es Salaam staff. Ensure VMS database is updated, and ensuring integrity of database Prepare monthly reports to distribute to management and Finance Supervise filing of all inputs into database and reports.

Analyze monthly operational reports: fuel consumption efficiency, personal mileage, fuel and maintenance co ts, etc



3. Inventory Management

To ensure property management responsibilities for CP are carried out efficiently. Review inventory reports prepared by GSO ensure they reconcile to SUN

Liaise with Finance in coordinating inventory counts and reconciliations.

Initiate adjustnlents for inventory report for approval by Administration manager



4. Administration Support services

Make recommendations to Administration Manager for renewal of hotel contracts, ticketing agent contracts and taxis

Review LPO for hotel accommodation, training and ticketing Supervise consumable and stationery stores

To supervise bills for utilities ensuring that they are received, verified at CRS and paid in good time.

To oversee the timely repairs and upgrading of CRS residential and office buildings, compound, sewer and water drainage systems.

To ensure that staffs are cost-conscious in their use of office facilities like ACs, vehicles, computers, fans, copiers, electricity, water, kitchen stuff, etc



5. Staff supervision:

On the job training for the GSO, Administration Assistant and the Transport officer ensuring that the general support services required for Dar es Salaam office are satisfactory. To administer the delivery of the required services by ensuring that demands are met at the right time and in compliance with the CRS policies and procedures. Coaching, performance planning and performance appraisal for reports.



Qualifications and Experience

1. Degree/Higher Diploma/ in Administration, General Management or equivalent Professional qualification from a recognized college.

2. Excellent knowledge and understanding of logistics planning.

3. Hands on experience as a Security Officer, and experience working in emergency situations .

4. Fluent written and spoken English

5. Solid working knowledge of computers and the following software:

Windows, Outlook, MS Excel, MS Word; ability with MS Access desired

6. Ability to use databases - input and reporting

7. Five (5) years experience in similar position, preferably in an international organization

9. Proven experience in planning, security management, organization, staff management and staff development

10. Self-starter with ability to operate efficiently and be successful under difficult conditions. Creativity and flexibility are paramount

11. Strong analytical and creative problem solving skills

12. Demonstrated ability to prioritize, manage multiple tasks, delegate responsibilities and ensure follow-up

13. Proven planning and organizational abilities Mode of Application
