Project/Proposal Summary:
MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary: MSI is seeking an experienced and highly-qualified professional to serve as Health Advisor for the development and implementation of selected projects of USAID/Sudan’s health portfolio. The Advisor will need to play a significant role in helping to ensure program performance in a large number of locations in the South and the Three Areas. The Advisor will work closely with the Government of South Sudan (GoSS) Ministry of Health (MoH), UN technical agencies, implementing partners, non-governmental organizations, sub-national government health departments, and civil-society organizations.
The Advisor will report directly to the Health Team Leader, and the Health Team Leader will write the Advisor’s performance evaluation. The Advisor will be expected to work with the Health Team four program and technical specialists (MCH/FP, infectious diseases, HIV/AIDS, and water and sanitation) with a special emphasis on MCH/FP. The Advisor will also provide direct support to the HIV/AIDS Strategic Information Officer, if requested by the Health Team Leader. All M&E-related tasks will be undertaken in close collaboration with the Program Office M&E Officer following ADS 203 and complying with relevant Mission Orders on M&E.

Responsibilities: Tasks to be performed include, but not limited to the following:
1. Review documentation on USAID, GoSS/MoH, and relevant development assistance partner health policies, strategies, and guidelines; review documentation on USAID projects in the health sector.
2. Draft technical narratives and performance reports for multiple audiences, as requested by USAID/Sudan, the Office of the Global AIDS Coordinator, or AFR/SP.
3. Provide support to health sector’s flagship program, the Sudan Health Transformation Program (SHTP2), including participation in CORE team and partner meetings, tracking activity and indicator performance, reviewing financial pipelines, analyzing monitoring and evaluation data, and reviewing performance and financial quarterly reports.
4. (a) Review site visit plans for health team projects, particularly SHTP2 and BRIDGE, and seek participation from other USAID/Sudan teams and offices, MoH, and other key stakeholders and interested parties in site visits. (b) Undertake a minimum of monthly monitoring and supervision visits to Health Team project sites. (c) Collect and share information from all monitoring and supervision visits and develop an analysis of conditions and plans of action for recommended next steps and feedback following site visits. (d) Develop methodologies for tracking implementation of plans of action and completion of recommended actions by implementing managers and partners.
5. Examine how the indicators, established baselines, and targets of health partners contribute to the results framework and ensure that they are accurately represented in the health PMP. This would include (a) updating the health (including HIV/AIDS) PMP; (b) ensuring that targets are appropriate from technical and resource investment perspectives; (c) make recommendations on adding or deleting indicators to minimize reporting burdens, maximize impact, and ensure compliance with MOH indictors and data collection protocols; and (d) assist in the consolidation of performance measurement data for portfolio reviews (if held during the contract period or shortly after the end of the contract period).
6. Develop plans to resolve partner data quality issues identified during the MSI data systems review and/or recent data quality assessments.
7. Work in close collaboration with the Health Team Leader and the USAID/Sudan Documents Outreach and Communications Officer (DOC) to ensure that health briefing materials are current and well-crafted.
8. Develop Scopes of Work and management of any health team assessments or evaluations during the contract period.
9. Enhance gender integration in compliance with revised ADS 200 series.
10. Other activities requested by the Health Team Leader.

Qualifications:
• Masters Degree in Public Health, International Affairs, Public Administration or a related field
• At least two years of experience working in international settings
• At least three years working with NGOs
• Prior experience working in Southern Sudan
• Excellent verbal, writing, and communications skills
• Demonstrated ability to work in teams
• Fluency in English
