Accountant

A.           Background
The Government of Southern Sudan (of Goss) Ministry of Agriculture and Forestry has received funding from the Government Southern Sudan, the International Fund for Agriculture Development (IFAD) and the Embassy of the Kingdom of the Netherlands (EKN) to a tune of $ 25.9 million for (6) years. The project aims to enhance food security and incomes of poor rural populations in six Counties through increased agricultural productivity, development of farm and off-farm income generating activities and improved access to water and markets.
Currently, the project covers three Counties of Southern Sudan: Bor (in Jonglei State), Terekeka (in Central Equatoria State) and Magwi (in Eastern Equatoria State) and it plans to expand to three additional Counties in 2011.

The project consists of three main components;

Component 1: Community Development; covering provision of training (technical and business) and inputs as demanded by the community groups.

Component 2: Enabling Services and Improved Marketing Infrastructure; pertaining to roads and market rehabilitation and water point development. Support to conflict resolution through mapping of natural resources. Development of the County Authorities and the County Coordination Units (CCUs) to identify and supervise projects implementation.

Component 3: Project Management. A Project Management Unit based in the Ministry of Agriculture and Forestry, Juba to oversee project implementation.

The project thus, intends to use portion of this grant for recruitment of a suitable Sudanese citizen to fill a vacant post of an accountant.   

B.         Objectives of Assignment
 
The overall objective of this assignment is to ensure transparent and smooth   implementation of SSLDP financial systems and procedures as stipulated in the grant agreement and the project implementation manual.







C.        Scope of the Services


  • Maintaining and keeping up-to-date project’s accounts by daily entry of transactions, review payment documents and make cash and bank reconciliation using computerized accounting systems.
  • Maintaining the system of financial control of contractors, including register of contracts, payments, collation of contractor financial returns and approval against contractor performance.
  • Reconciling the accounts held by the County Coordination Units, and the timely preparation of of all routine financial statements and statements of expenditures and replenishment applications for submission to finance manager
  • The timely payment of staff salaries and wages, and allowance, and disbursement of funds to the County Coordination Units.
  • Assisting the Financial Manager with the preparation of Budgets for Annual Work Plans..
  • Do any other assignment requested by Southern Sudan Livelihoods Development Project Management.

D.        Reporting

·         She/he reports to and is answerable to the Financial Manager.

E.         Duration of the Assignment

·         The accountant is contracted under a Specail Services Agreement for one (1) year renewable upon satisfactory performance of the incumbent. The accountant may be removed or transferred by the Project Steering Committee after consultation with and no objection from IFAD.
      

F.       Duty Station

The duty station will be in Juba with significant travel in the project area for the duration of the assignment with the project.
                                                           

G.        Qualifications & Experience

  • The accountant must have professional accountancy qualifications at least at the polytechnic diploma in Accounts.
  • S/He must have at least (4) years of relevant experience with multiple cost centre and cash flow procedures.
  • S/He must be computer literate in application of accounting software packages such as Excel, QuickBooks etc.
  • The Accountant must demonstrate the capabilities required for organizing and maintaining financial records archiving system required for the superior transparency and full accountability required by international financing institutions.
  • The accountant must be fluent in both spoken and written English.
  • Arabic Language is an added advantage.
