Monitoring and Evaluation Officer (M&E) – International Centre for Tropical Agriculture (CIAT)

The International Centre for Tropical Agriculture (CIAT) is seeking applications for the position of Monitoring and Evaluation Officer (M&E). The position will seek to strengthen the efforts in implementing the new phase of the Pan African Research Alliance (PABRA), an alliance founded in 1996 as a consortium of African-owned regional networks, consisting of National Agricultural Research Systems (NARS) in a total of 24 countries in Sub- Saharan Africa, an nternational research organisation (dAT) and a number of donor organisations.

Terms of Employment

The position is Regionally recruited and will report to the M&E Specialist. The contract will initially be for a 2-year period, renewable subject to assessment of performance. Job Summary

The M&E Officer will assist the development of study designs and oversee implementation of data collection instruments. S/he will manage online data capture, and needs assessment for online usability of electronic data capture. The position will require the management of information databases and indicator databases for agriculture, nutrition, markets, knowledge management and policy.

S/he will oversee analysis and integration of potentially conflicting numerical, verbal and other data from various sources. S/he will compile reports to inform program decision-making in real time and utilize innovative methods to share lessons learned with a diverse pan African audience.

S/he will act as liaison and provide support to national partners in order to promote the technical quality of the M&E plans and the integration of M&E activities into programmatic objectives.
A key component will be testing innovative monitoring, evaluation, and information feedback approaches and methods applicable in the research for development sector. S/he will contribute to program development and develop project proposals in program thematic areas for Crop research, Nutrition, Markets, Reaching end users, and knowledge management.


Competence of successful candidate
  • Will include ability to translate strategic direction into plans, objectives, indicators, measures
  • Demonstrates and shares detailed technical knowledge and expertise
  • Demonstrates experience in assessing multifaceted Crop research, nutrition, markets, Reaching end users, and Knowledge management programs.
Qualification and experience
  • Three to five years of professional experience with a clear focus on evaluation at programme or policy level, and preferably in a sub regional /regional context;
  • Master’s degree in Applied Economics, International development, Public Management, Social sciences, Biosciences, or in any other related field;
  • Proficient in the use of databases and spread sheets;
  • Demonstrated skills in quantitative and qualitative analysis and data management;
  • Proficient with statistical and other software packages for both qualitative and quantitative analysis (STATA, Ucinet) strong analytical skills and experience in analysing complex programmes or policies;
  • Significant experience working on multifaceted research for development projects that link agriculture, nutrition, markets, and policy across several developing countries;
  • Extensive experience in organizing and implementing training activities
  • Strong conceptual ability;
  • Strong writing skills in English and a working knowledge of French
