Job Vancancies: Int'l HIV/AIDS Alliance South Sudan

Employment Opportunities, based in Juba, South Sudan
A competitive salary package commensurate with qualifications and
experience will be offered to the successful candidate
(One-year contract, with possibility of renewable).

The International HIV/AIDS Alliance in South Sudan is seeking
qualified candidates to fill 3 positions for an anticipated new
project for HIV/AIDS prevention, care and treatment services in
Eastern and Central Equatoria in South Sudan.

1) Team Leader-HIV/AIDS Specialist (TL/SUD/101) will provide technical
leadership, strategic oversight and lead in the development,
implementation, monitoring and evaluation and overall management of
the HIV/AIDS project. S/he will work closely with the Alliance South
Sudan Country Director to manage the project as well as with the South
Sudan AIDS Commission (SSAC) at national and state levels to achieve a
coordinated HIV/AIDS response. The Team leader will ensure inter-
agency collaboration with key stakeholders including SSAC, government
officials at national and state levels and other NGOs working on
similar programme areas. Supervises and coordinates work of technical
advisors and project staff, including coaching staff, and coordinating
and prioritizing technical assistance assignments. S/he will work
closely with project staff to develop, implement, and evaluate project
activities in close collaboration with the project partnership
organizations, government, NGOs and civil society representatives.
Supervise and provide technical guidance to project technical staff in
a range of HIV and AIDS interventions, identify and provide staff
development and training when necessary, ensure synchrony and
collaboration between technical staff from the various partner
organizations, and work with them to bring their ideas, findings, and
lessons learned to project leadership and the donor agency.

Qualifications: (i) advanced degree in Medicine and/or Public Health
and management; (ii) minimum 7 years of overall experience in the
development of health service delivery and the management of health
systems,; (iii) at least 3 years of experience in program management
position with responsibility for improving the results of public
health services; and (iv) demonstrated ability to work with ministries
of health, local health staff, and local officials to implement
improvements in health care. Knowledge of and experience in South
Sudan is required.

2) Deputy Team Leader/Training and Community Outreach/Mobilization
Specialist (DTL/SUD/102)
will provide leadership and technical
assistance in conducting training activities and community
mobilization initiatives to achieve increased HIV and AIDS awareness
levels and increased demand and utilization of HIV and AIDS services.
The Specialist will work closely with Ministry of Health officials and
other stakeholders in carrying out all project training activities and
in the identification of community partners and the development and
maintenance of an active network of community-based and other local
organizations with whom the project can partner to increase demand and
utilization of quality HIV/AIDS services.

Qualifications: (i) recognized degree in health (medicine, nursing)
and advanced training in public health, community health, human
resource development or a related discipline desired; (ii) minimum 5
years of overall experience improving primary health care delivery,
increasing community participation in the management of services, and
establishing mechanisms to strengthen outreach services; (iii) at
least 3 years of experience in a program management position with
responsibility for establishing effective in-service training systems;
and (iv) proven ability to encourage health staff and motivate
communities to contribute to improved health results. Knowledge of
and experience in South Sudan is required.

3) Administration and Logistical Specialist (ALS/SUD/103) will be
responsible for all project administrative and logistics issues and
ensure all logistics and administrative activities including
procurement are carried out in compliance with set-out donor
guidelines and procedures. S/he will ensure timely procurement and
delivery of goods and services for the project as well as play a key
role during the sub-granting and sub- contracting process for the
implementing partners. The Specialist will ensure proper and
efficient transportation, handling, storage, utilization and disposal
of project assets in accordance with donor guidelines and procedures.
S/he will ensure up-to-date inventory of project assets, provide
logistic and administrative support and supervision to the
implementing partners and compile and report administrative and
logistic activities and challenges to the team leader.

Qualifications: (i) recognized degree in Management, Business, or a
related discipline; (ii) minimum 5 years of overall project management
experience in developing countries, preferably in the health sector;
(iii) at least 3 years of experience in a position with responsibility
for preparing procurement plans and organizing procurement systems
(ideally using World Bank procedures) for works, goods, and services;
and (iv) proven ability to organize supply and distribution systems
and find innovative solutions to complex problems under difficult
conditions. Knowledge of and experience in South Sudan is required.
