Job opportunity for a Finance Magager with The Carter Center - Health

Title: Finance Manager – Southern Sudan
Duty Station: Juba, Southern Sudan with regular field visits
Duration: One-year renewable service contract (after 3-month
probationary period)
Closing Date: May 30, 2010

Position Description
The Finance Manager, under the overall supervision of the Resident
Technical Advisor (RTA), will manage and supervise the Finance
Department with responsibility for effective and efficient
organizational management. Specific responsibilities will include but
are not limited to the following:

I. Human Resource & Supervision
a. Along with the RTA, ensure at all times that all staff adhere to
established TCC Financial Guidelines.
b. Daily supervision of finance staff.
c. Serve as primary contact and resource for field financial issues.
II. Reporting
a. Report weekly to the RTA on organization’s financial standing
including on outstanding advances, bank balances, budget vs. actual
spending.
b. Report monthly to headquarters using financial accounting software.
c. Reconcile and report on bank statement reconciliation to
headquarters.
III. Payroll & Budgeting
a. Process monthly payroll and manage electronic payroll management
system.
b. Ensure all field operational budgets are processed in an efficient
and accurate manner and ensure rectification is done in a timely
manner following all TCC financial guidelines.
c. Ensure all field office have the funds necessary to carry-out field
activities when they need them.
IV. Capacity & Systems Building
a. Recommend to the RTA methods for financial reporting and management
improvement.
b. Train field accountants and field staff on recognized financial
reporting principles, TCC guidelines, and finance management systems
and tools.
Qualifications:
Minimum –
• Six (6) years of progressive experience in managing finance systems
and staff
• Degree from an accredited University/College
• Demonstrated ability to use QuickBooks financial software
• Possesses valid passport
• Ability to maintain confidentiality of information
• Fluency in English
• Preferred - Sudanese National and ability to speak Arabic
