Finance Assistant with The Carter Center - Health program

Job Title Assistant Finance Manager (AFM) Duty station Juba, South
Sudan
Organizational Overview
The Carter Center (TCC) supports the Ministry of Health - Government
of Southern Sudan by providing technical and operational support to
two of its health programs: the Guinea Worm Eradication and Trachoma
Control Programs.

Job Purpose:

- Under the overall supervision of Resident Technical Advisor and
direct supervision of the Finance Manager, the incumbent will provide
and facilitate a broad range of finance tasks which ensure the
efficient functioning of The Carter Center Southern Sudan. As a member
of The Carter Center South Sudan team, the AFM will be responsible for
the following functions: Processing payroll, Closing of monthly
accounts, updating staff personal files and following staff leaves,
handling transfer of program budgets and following their proper
utilization, reconciling accounts, handling check payments, financial
record keeping and routinely interacting with external parties (banks,
tax offices, suppliers, etc).

Tasks and Responsibilities
Financial Management:
- Preparing and maintaining TCC books of accounts on QuickBooks
Finance System.
- Make advances for field activity and staff travel, ensuring correct
documentation and settlement of advances in a timely manner. .

Payroll Management:
- Processing monthly payroll, handling staff salary transfers and
distributing pay sheets to field staff.
- Communicating with Banks on staff salary transfers.

Personnel management:
- Tracking and updating personnel files and following up staff leave
records

Check and Cash Management and payments:
- Prepare checks and make payments.
- Follow up fund transfers
- Control cash payments, make cash count and prepare reconciliation.
- Processing all bank transactions and reconcile all bank accounts;
- Any other assigned duties by the immediate supervisor or the RTA.
Required Skills and Experience
Educational and Work Experience Requirements

- Bachelor’s Degree in Accounting from accredited university/college.
- Must have at least 3 – 5 years related experience in Finance and
Payroll management
- Excellent references from at least two previous employers.
- Excellent computing skills.
- Superior written and oral communication skills.
- Exemplary organizational and time management skills.
- Demonstrated ability to work independently and as a member of a
team.
- Able to maintain confidentiality of information.
Computer Proficiency
- Must have a working knowledge of Microsoft Office for Windows
including Word, Excel, Outlook and PowerPoint. Accounting Software
experience, preferably QuickBooks.
Expected human Quality
- Honest
- Detail oriented
- Willing to learn, work with team
Guidelines and supervision an employee receives in order to do this
job.
- The AFM reports to the Finance Manager.
