WATER AND SANITATION PROJECT MANAGER

This project is a humanitarian response on Water, Sanitation and Hygiene for households in Bor, Duk and Twic East counties, Jonglei state, Sudan. It’s overall objective is: To reduce mortality and morbidity among highly vulnerable returnee and resident populations in Jonglei, South Sudan. Project activities include: drilling and rehabilitation of boreholes, construction of private and public pit latrines, hygiene promotion and training of different committees/structures involved in water supply management and hygiene promotion.
Position:
The Project Manager’s position is a secondment by DanChurchAid (DCA) to its implementing partner, Church and Development (C&D) to manage the ECHO funded project - Improved Access to Safe Water, Sanitation and Hygiene Promotion project in Bor, Twic East and Duk Counties, Jonglei State, South Sudan.
Position Description:
Job Purpose: Overall planning, implementation, monitoring, reporting and administration of the above mentioned project in Bor, Twic East and Duk Counties in accordance with the project description and budget provision contained in the approved proposal documents.
Key Responsibilities:
WATSAN Programming:
- Identifying, with respective communities & Local Government Authorities, specific locations for construction of WATSAN structures, sites for drilling new boreholes and boreholes for rehabilitation.
- Supervision of drilling and rehabilitation of boreholes.
- Designing WATSAN structures.
- Supervision of rehabilitation and construction of approved WATSAN structures.
- Creation and training of water pump mechanics, water caretakers, water users committees and hygiene promoters.
- Organizing events for raising awareness on hygiene and sanitation within schools and the community at large.
- Developing monitoring and evaluation framework/plans for all project interventions and monitoring project progress using the same.
- Conducting baseline surveys in the participating schools, in order to evaluate hygiene practices and identify current water and sanitation concerns.
- Compile and submit regular monitoring reports on all project activities and final inspection reports on all construction work.
- Identify, together with the Procurement officer, contractors for civil works and suppliers of materials and services required by the project and provide technical inputs to contracts.
- Participate in sector integrated coordination and networking forums related to WATSAN in the state.
- Develop community emergency response capacity in WATSAN.
- Undertake any other duties as may be assigned by the DCA Program Coordinator and/or C&D Programme Coordinator.
Finance
- Manage the project budget in close consultation with the C&D Programme Coordinator and DCA Finance Officer and secure timely release of funds for project activities as per plan.
- Monitor closely the project expenditures against the approved budget, including the application of adequate internal control procedures and methods, purchases and payments authorization for satisfactory accountability of all project expenditures in line with C&D regulations and donor obligations
- Supervise the WATSAN Officer and all the other project staff;
- Ensure staff appraisals are conducted and together with the C&D Programme Coordinator, identify staff training needs and follow up for appropriate action with the DCA Program Coordinator and relevant Programme Officer, with recommendations for training and other capacity building measures.
- Certify in conjunction with the Procurement Committee all requests for procurement and quotations, and also ensure that procurement of goods and services for project implementation are done in accordance with the established DCA policies/ guidelines as well as those of the project donor.
- Manage all program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper project asset register.
- Bachelors Degree in Water Engineering with minimum three years experience or a Diploma and at least five years experience in water and sanitation programming in a humanitarian context.
- Strong understanding of rural water supplies, usage and sanitation issues.
- Understanding of budget management and working to meet grant objectives/indicators.
- Previous working experience in Southern Sudan
- Good command of both written/oral English and at least working Arabic
- High computer literacy and functional proficiency in Microsoft Office is required.
- Added advantage: Previous experience with ECHO funded projects and familiarity with social factors impacting on behavior and community mobilization in the Sudan context and Jonglei in particular.
Project Manager will work under the direct supervision of C&D Programme Coordinator through whom he/she reports to the C&D Executive Director. He/She will report to DCA Regional Representative (RR) on all human resource matters related to his or her employment contract and work in close collaboration with DCA Programme Officer.
Contract Duration: | Twelve months (1st June 2010 – 31 May 2011) starting as soon as possible |
Duty Station: | Bor, Twic East and Duk Counties, Jonglei State, Southern Sudan, with visits to Juba (S. Sudan) and/or Nairobi (Kenya) |
Salary and terms: | According to project budget and DCA agreement. |
