Programme Quality and Compliance Manager - CARE Kenya

CARE International in Kenya is looking for a suitable candidate to fill the position of Programme Quality and Compliance Manager. The position is based in the Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Province.

Job Summary:
Reporting to the Senior Programme Manager ERO, the Programme Quality and Compliance Manager is responsible for
the establishment and management of a functional and dynamic Programme Quality and compliance unit.
She/he will be responsible for ensuring efficiency in the monitoring and evaluation system, ensure programme quality and compliance to donor requirements as well as contribute to the overall programme development within ERO sectors.
In addition the position will maintain contacts and build a strong working relationship with other partners, relevant Government of Kenya (GoK) ministries and various donors.

Responsibilities and Tasks:
  • Review Sector concepts and develop high quality proposals that meet individual donor requirements and lead the review and formulation of programme monitoring tools and systems to facilitate effective assessment.
  • Facilitate cross learning and staff capacity developement in the use of M&E and ensure timely documentation and sharing of lessons learnt and successful approaches adopted by the project with various stakeholders.
  • Ensure project data and information collected are analysed and made accessible to the management in a form usable for decision making.
  • Serve as the focal point for donor and other stakeholders liaison in case collaboration with senior management.
  • Participate in quarterly sector review and planning meetings which include development, adherence and monitoring of workplans
  • Contribute to the development and monitoring of programme indicators and ensure suitability to Dadaab programme as well as the CARE national proramme.
  • Provide routine guidance to program staff on the use of new monitoring tools as they are developed and refine them for the projects and program use.
Qualifications and Competencies
  • Advanced degree in Development studies, demography, social science or have an equivalent qualification with a bias towards statistics.
  • At least 5 years relevant experience in an International NGO in development work.
  • Strong analytical, quantitative and qualitative research skills with practical hands on experience in community research.
  • Should possess good skills in strategic planning and implementation at both micro and macro levels
  • Excellent knowledge of Ms- Office computer packages.
  • Good interpersonal skills with ability to engage diverse range of employees
  • Excellent presentation and communications skills both written and verbal.
  • Experience in developing and delivering learning events and workshops including a range of facilitation methods and styles to optimize learning.
  • Ability to work in a team and coordinate team initiatives
  • Proven knowledge on programme design, programme management implementation, monitoring and evaluation.
