Logistics and Construction Officer

Purpose of the position: 

The Logistics and Construction Officer’s main responsibility is to provide engineering, technical and logistical support to the Malakal Field Office team headed by the Field Coordinator. He/she shall be reporting directly to the ARC Malakal Field Coordinator for all construction program related matters but he/she also has technical reporting responsibility to the expatriate Logistics and Security Manager with regards to logistics, procurement, reporting and audit compliance matters.  
 
Key Duties/Responsibilities: 
  • Technical supervision of all construction works undertaken by contractors, ensuring strict adherence to approved designs and specifications and according to minimum standards set forth by the government’s building code.
  • Day-to-day management of all logistics tasks, including supervision of driver, guards and cleaners.
  • Compliance to all of ARC’s policy standards including the Logistics Manual, the Security Manual and the Procurement Policy by all ARC Malakal staff.
  • Liaison with the local government and other international NGOs with regards to coordination of logistics and other construction-related matters. This includes attending logistics and construction-related meetings.
  • Proper upkeep, inventory management and updates of all ARC’s assets and warehouses.
  • Proper upkeep and maintenance of all desktops, laptops, internet facility and other related computer peripherals.
 Construction Management :  
  • Supervision of all ARC construction sites, ensuring strict adherence to approved plans and budgets as well as to the building and construction principles.
  • Ensure that all materials used by the contractor in the construction are of acceptable and of standard quality and specifications.
  • Ensure that the contractors strictly adhere to agreed timelines with regards to the overall construction phase and that any delays should be justified in writing.
  • Prepare and submit weekly progress updates/reports for all construction projects.
  • Develop standard plans, designs, along with construction estimates for clinics, etc. along with its standard BoQs for use in future project proposals to be written.
  • Review all requests for payments made by contractors ensuring that all such requests are within the reasonable construction accomplishment timeline and budget costs. Thereafter, recommend for payment processing with Finance and obtain Program Manager’s approval.
  • Verify accuracy of all data/information provided for by the ARC’s contractors.
  • Maintain a list of credible/trusted suppliers and contractors for easy reference and for audit purposes.
  • Recommend improvements/innovations in construction projects being implemented by ARC.
 
 Logistics Management: 
  • Responsible for the implementation and strict compliance of ARC's policies and procedures with regards to logistics as per the latest Logistics Manual issue.
  • Ensure proper functioning and maintenance of ARC’s generator set used in the Office/GH.
  • Ensure proper utilization of fuel (diesel) being used for vehicle and generator set by regular verification of vehicle odometer and generator instrument panel.
  • Maintain and regularly update the "Assets Register" database and ensure that an updated report can be generated and submitted to HQ (after the LSM review) monthly.
  • Work closely with field warehouse officer to ensure on-time submission of all required warehousing and stock reports. Those are submitted monthly to Juba office.
  • Assist the Logistics and Security Manager in reviewing all the required logistics monthly reports submitted by all the field offices and make observations in consultation with the LSM to ensure accuracy and correctness of each report.
  • Ensure that all logistics records and reports are accomplished and complied with by the field offices.
  • Ensure that all Field offices maintain a good filing system and keeping all records filed chronologically and are intact.
  • Review previous audit report findings and ensure that all negative audit findings related to transport, assets, warehousing and generator use are rectified and corrective steps have been taken.
  • Any other tasks/activities that either his/her direct and technical supervisors instructed him/her to do in relation to ARC’s activities. 
 Requirements:
  • A degree in civil engineering, structural engineering, architecture or related courses.
  • Minimum of 3 years’ experience with INGOs and supervision of similar construction work 
  • Computer literate in Word, Excel, ArchCAD and AutoCAD. 
  • Very good understanding of spoken & written English language 
  • Well organized and systematic work planner. 
  • Flexibility to work as part of a diverse team. 
  • A team player with a "get it done" attitude. 
  • Flexibility, adaptability, willing to travel. 
  • Good knowledge and experience of computer software and hardware packages. 
  • Ability to trouble-shoot IT-related problems, including the repair and maintenance work of desktops and laptops, or arrange for the repair and maintenance of those. 
  • Flexible to comply with any other logistics-related tasks as the Logistics and Security Manager may assign to him from time to time.
