Title : Human Resources ManagerUnit/Dept : Human Resources
Reporting to : Associate Country Director
To Supervise : Human Resource Officer
Purpose of position:
To implement the employment and staffing policies and procedures of ADRA Sudan-Southern Sector, and contribute to their further development; to collect, maintain and safe-keep required employment records; to support staff and management in HR related matters.
Key Responsibilities:
Recruitment
- Manage the ADRA Sudan-Southern Sector employment policy and procedures; place advertisements for positions; collect applications/resumes and lead in the short listing, selection and communicate with applicants, carry out and document reference checks, arrange interviews and make hiring recommendations.
- Develop and administer employee letters of appointment or employment contracts.
- In liaison with Department Heads, monitor the validity of employment contracts and ensure proper renewal or termination within mandated timeframe.
- Develop, standardize and manage the employee orientation program;
Staff Management
- Manage the ADRA staff grievance procedure; receive staff grievances, discuss problems with staff and respective supervisors; bring personnel issues to the attention of the management and advise on appropriate legalities and actions,
- Manage all staff benefit schemes including: medical insurance scheme, Group Personal Accident insurance, and Employers’ Liability insurance,
- Conduct salary and benefit surveys; coordinate with appropriate ADRA Sudan-Southern Sector personnel, and also with the finance department to research and administer staff benefit schemes. Ensure that each change in staff benefit schemes are promptly circulated to all staff in writing and the appropriate changes posted in the Human Resources Manual.
- Oversee the ADRA Performance Management System (PMS),
- Manage the staff development program, and taking into account agency and program strategic framework, as well as needs brought out by the PMS,
- Ensure complete documentation and updating of all staff employment records;
- Ensure all relevant employees personal records are collected and updated as necessary. These include: Employee Record Card, other documents relating to Provident Fund, Medical scheme, , Drivers License, National Identity Card, passports, photographs, map to residence etc.,
- Facilitate accurate reflection of employee records with statutory bodies
- Oversee management of employee leave, R&R and employee time record processes, and reconcile the same with salary payments,
- Initiate appropriate action to demonstrate solidarity with staff during periods of joy or sadness,
- Manage the exit process of departing staff. Issue termination letters, ensure clearance forms are filled in, retrieve staff I/D cards and issue certificate of service, etc.
Policy & Procedure
Review and familiarize with ADRA Overseas Operations Manual (OOM) and updates thereof,
Lead the process of aligning HR related policies and procedures as stated in the in human Resources Manual for ADRA Sudan-Southern Sector, with the law of Sudan as well as ADRA worldwide policies and procedures as from time to time amended,
Immigration
- Manage immigration issues for ADRA International Staff entering Sudan for employment with ADRA Sudan-Southern Sector to ensure compliance with Law and with ADRA status in Sudan.
- Contact prospective expatriates well in advance of expected arrival to Southern Sudan, provide them with necessary forms, and facilitate timely and accurate applications in the standardized format.
Qualifications:
- University degree in Business Management/ Administration –Major in Human Resources
- Minimum of 3- 5 years professional experience, with supervisory responsibility of Human Resource department
- Demonstrated thorough and in-depth knowledge of HR issues, Sudan Law, Staff benefits administration, Insurance and Taxation issues.
- Ability to analyze problems and provide systematic solutions in line with established policies/procedures
- Excellent communication, coaching and facilitation skills
- Willingness to work as member of team and to undertake a wide variety of responsibilities according to program needs.
- Experience working with government departments and ability to work both as motivating member and leader of a diverse team
