CMAC Background & Mission:
The Capital Market Advisory Council [CMAC] was established by the Prime Minister’s decree of March 2007, to guide in the development of a capital market in Rwanda. CMAC under the supervision and support of Ministry of Finance and Economic Planning was established with the mandate to set up capital market operations in Rwanda.
The Rwanda OTC Market has been operating since January 2008. CMAC’s mission is to nurture wealth by facilitating the development of an orderly, fair, transparent and efficient capital market in Rwanda.
1. Financial Analyst
Duty: CMAC is looking for a financial analyst whose main duty will be economic and financial analysis of markets and products. Produce economic and financial reports.

Keys responsibilities:
  • Conduct research, and undertake studies on economies and markets
  • Evaluate markets and companies in different industries in Rwanda and the region.
  • Interpret data affecting investment programs and projects
  • Work with Government institutions and agencies to provide and gather information.
  • Produce market reports.
  • Provide policy guidance and recommendations   for business develop¬ment
Qualifications:
  • University degree in Business Administration, Finance, or Economics
  • Minimum of 3 years experience in investment industry or in an investment bank.
  • Advanced knowledge of Microsoft Office (emphasis on Excel & Access).
  • Strong initiative and ability to manage multiple projects as well as strong follow through skills.
  • Excellent command in spoken and written English
  • Be able to work independently and have a good presentation and analytical skills
  • Good interpersonal and communication skills
2. Legal and Compliance Officer
Duty: CMAC is looking for a compliance officer who will be responsible for regulation and compliance duties of a capital market regulator.
Keys responsibilities:
  • Guide and assist the management on compliance matters
  • In collaboration with management oversee, initiate and assist in all licensing activities of regulated persons, including investigating all matters related to non-compliance of the law, giving legal advice and opinion on licence applications received, permits and licence exemption orders;
  • Providing legal advice on compliance matters relating to capital market industry
  • Review and monitor updates and changes in laws, rules and regulatory requirements
  • Drafting and review of legal documentation, including licensing regulations, business, account opening and transaction documents
  • Providing advice with respect to existing and potential new business activities and products, including the review of prospectus, marketing materials and presentations
  • Handling of legal claims, and client disputes
  • Assist in reviewing and updating internal policies and procedures to ensure that CMAC’s activities are in compliance with all relevant laws and internal codes and policies
  • Implement comprehensive compliance monitoring programs to ensure all key aspects of the business operations are covered
  • Organize and conduct periodic compliance reviews to ensure compliance of securities market regulations and internal requirements
  • Act as liaison and point of contact with the Rwanda regulatory bodies and other Government and Private entities
Requirements or Qualifications
  • University Degree holder in law. A postgraduate qualification will be an added advantage.
  • 5 years experience with minimum of 1 year’s post-qualification experience in law preferably in securities, banking, corporate or commercial law
  • 1 year of compliance experience in similar capacity in the financial industry, preferably in a stock broking environment or with a securities exchange or regulator
  • Previous working experience with a regulatory body or in the financial services industry will be an advantage
  • Excellent command in spoken and written English
  • Be able to work independently and have a good legal drafting, negotiation, presentation and analytical skills
  • Good interpersonal and communication skills
