II. Organizational Context


UNDP Somalia is dedicated to supporting the people of Somalia in regaining security and stability and in establishing transparent, accountable governance mechanisms supported by the public. The prospects of gaining sustained access to Central South Somalia and in particular Mogadishu with the ongoing relocation of the Transitional Federal Government of Somalia (TFG) from Baidoa to Mogadishu means critical opportunities for providing humanitarian and development assistance and laying the foundation to restore peace and stability. However, the challenges to human development are extreme and obstacles to international assistance remain significant with emerging Government Institutions (GI) of the TFG whose capacities need to be strengthened.

Letters of Agreement (LOA) whereby UNDP provides funds to GIs to undertake agreed activities have proved to be a valuable tool to help Somali people and contribute to capacity building of the GIs. However delays in the implementation of the agreed activities have occurred and it is therefore necessary to enhance the cooperation between UNDP and the TFG defined in the LOAs by increasing UNDP presence in Mogadishu. This applies as well to some extent to partnerships between UNDP and NGOs.

In this context and as part of a decentralization and delegation of authority process from its headquarters in Nairobi to its sub-offices in Somalia, UNDP Somalia wishes to beef up its operations in the areas of procurement, finance and human resources in its office in Mogadishu.

It is expected that these additional operational resources will increase the delivery rate and impact of UNDP projects, contribute to capacity building of the TFG and ensure the proper and efficient use of the funds provided.








III. Functions / Key Results Expected

Summary of key functions:

Under the direct supervision of the Operations Manager, the HR Analyst ensures effective delivery of HR services. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.

The HR Analyst works in close collaboration with UNDP Somalia headquarters in Nairobi and in particular with the HR unit and the project managers to ensure a timely recruitment of personnel in compliance with UNDP recruitment rules and regulations.

The HR Analyst works as well in close collaboration with TFG Institutions and NGOs undertaking activities with UNDP funds to ensure the proper use of the funds provided. In particular the HR Analyst ensures that any recruitment undertaken leads to hire competent personnel through a selection based on merit which is competitive, transparent and fair. By working on a daily basis with government counterparts, the HR Analyst has a capacity building role vis-à-vis the TFG in the area of HR.


More specifically the HR Analyst ensures:

q Full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control, analysis of parameters in support of proper design and functioning of the HR management system.
q Proper recruitment processes undertaken by UNDP or government counterparts with UNDP funds, including job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels.
q Preparation of documentation for submission to committee approving new hires.
q Prepare contracts in and outside Atlas.
q Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
q Develops and manages rosters with quality indicators.
q Participates in the Country Office learning team.
q Organization of trainings on HR for TFG and NGOs staff.

Education:

Experience:

Good knowledge in the usage of computers and office software packages (MS Word, Excel, etc) and web based management systems.
Language requirements:
Fluency in Somali and English
Others:

He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach.

The Procurement Analyst works in close collaboration with UNDP Somalia headquarters in Nairobi and in particular with the Procurement and Contracting unit and the project managers to ensure a timely delivery of the goods, services and civil works to be procured, in compliance with UNDP procurement rules and regulations.

The Procurement Analyst works as well in close collaboration with TFG Institutions and NGOs undertaking activities with UNDP funds to ensure the proper use of the funds provided. In particular the Procurement Analyst ensures that any procurement undertaken leads to the best value for money and is competitive, fair and transparent. By working on a daily basis with government counterparts, the Procurement Analyst has a capacity building role vis-à-vis the TFG in the area of procurement of goods, services and civil works.



More specifically the Procurement Analyst ensures:

q Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
q Development of a sourcing strategy, supplier selection and evaluation, quality management, customer relationship management.
q Proper organisation of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
q Preparation of documentation for submission to the Contract, Assets and Procurement Committee (CAP).
q Purchase orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
q Implementation of harmonized procurement services, analysis of requirements and elaboration of proposals on common services and joint procurement for the UN Agencies in line with the UN reform.
q Development of rosters of suppliers with quality and performance indicators.
q Introduction of e-procurement module.
q Organization of trainings on procurement for TFG and NGOs.
q Synthesis of lessons learned and best practices in procurement.
q Proper maintenance and use of assets and physical verification of inventory, including UNDP assets in the custody of the TFG and NGOs.

2. Ensure effective oversight of the Governance Programme, in particular Monitoring and Evaluation and Reporting focusing on quality control in every step from formulation to closure of projects in the Governance portfolio, in close coordination with the Sub-Office programme and project teams
q Ensure quality assurance of project management through the review of relevant project documents, draft annual and quarterly workplans, tracking of progress of Governance Programme activities
q Design and manage an Outcome monitoring system for Governance in collaboration with Programme Management Support Team, and record monitoring in Atlas.
q Ensure proper recording of risks in Atlas, in line with the UNDP Results Management Guide and Prince2 guidelines
q Prepare, or coordinate the preparation of, proper reports to donors on programme implementation, review project reporting and report on the progress towards outcomes and impact, ensuring quality control and accurate reporting on results as well as constraints, particularly through efficient and regular communication with colleagues in the field

4. Support the development of strong and effective strategic partnerships

• Judiciary: To strengthen the establishment and functional capacities of the judiciary system with the effective development of sustainable training at all levels by engaging in a multi-variant approach to capacity building and institutional strengthening. The component supports law revision and promotes knowledge of human rights and access to justice.
• Law Enforcement: To establish a professional civilian police force able to effectively contribute to the restoration of peace while gaining the trust of the community.
• Human Rights and Gender: To strengthen capacity of human rights and gender organizations, promote gender equity in public institutions, raise awareness and promote the exercising of human rights.
• Disarmament, Demobilization and Reintegration (DDR), Small Arms and Light Weapons Control (SAC):
DDR: To support the authorities in their force reduction efforts by demobilization and reintegration of former combatants, militia and retiring members of the force, as well as providing ex-combatants with psycho-social assistance.
SAC: To promote increased public awareness and community participation in small arms control and reduction, strengthen capacity of local authorities to control small arms possession and availability through legal channels and support strengthening of official control over police weapons.
• Mine Action: To build the capacity of national mine action institutions while ensuring coordinated and quality management of mine action.
