Job Description


Job summary:

The Regional Program Manager (RPM) is responsible for the overall management of SC/US programs and offices in Upper Nile and Jonglei States in South Sudan. The RPM is directly responsible for the achievements of contractual obligations and program objectives. This will include a wide scope to responsibilities from monitoring of budgets and expenditures, ensuring proper maintenance and use of project equipment and vehicles, project activity implementation, monitoring and evaluation and donor liaising and reporting. The RPM will support improved coordination with partner organizations and will assist the Nairobi-based Country Director in expanding the SC/US program activities. In consultation with the program officers and technical specialists working in Upper Nile and Jonglei, the RPM will be responsible for determining the staffing needs for the regional office and the different support office than may be established in the region, including local staff recruitment and hiring within the region as appropriate, orientation of new staff, continual coordination and training of project staff and regular supervision towards refinement, development, and expansion of program activities. Under the overall guidance of the Nairobi office, the RPM oversees all aspects of activities in the region including finance, local procurement, inventory, logistics, and communications s/he will have regular contact and communications with the Loki support office for logistics and other support.

Key Qualifications:

- Advanced Degree in health related fields
- Minimum of 6 years experience managing overseas development projects
- Experience managing USAID/US Government funded programs and familiarity with federal regulations, particularly as it relates to umbrella and sub grant management
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
- Experience in transitional or conflict country
- Excellent oral and written communication skills
- Experience working with sub-grants and capacity building of indigenous NGOs
