The National AIDS Control Council (NACC) was established in November 1999, to provide policy and strategic framework to coordinate all stakeholders in the implementation of the national multi sectoral response to HIV and AIDS in Kenya. NACC has had some notable achievements since its inception. These include coordinating the development and implementation of the Kenya National HIV and AIDS Strategic Plan 2005/6-2009/10 (KNASP) and supporting formulation of policies on key areas including orphans and other vulnerable children and mainstreaming gender into the national response. NACC has recently been restructured and its operational and administrative structures strengthened to enable it fulfill its mandate as the facilitator of Stakeholders in the effective implementation of the national response to HIV and AIDS. NACC now seeks to recruit suitable individual to fill the above post.
Purpose:
To facilitate coordination and capacity development where necessary of stakeholders in order to support their effective participation in the national response.
Key responsibilities and accountabilities:
The Deputy Director in the Department of Coordination and Support will report to the Director NACC and will specifically be expected to
Set up appropriate fora for each stakeholder group as identified in the KNASP and other coordination fora to facilitate effective participation in the national response.
Provide leadership and support services for all stakeholders.
Review continuously the appropriateness and relevance of different stakeholder fora to improve coordination.
Design and supervise consultations and the research processes on the prioritized areas.
Develop and test tools and processes to enhance stakeholder participation in national response.
Review continuously the tools, processes and systems in programme implementation to maintain relevance and value addition.
Coordinate the support of development partners in the national response.
Set up and manage systems for coordinating private sector support to the national response.
Set up and manage systems for coordinating civil society engagement in the national response.
Facilitate mainstreaming of human rights, gender and GIPA principles in the national response.
Coordinate mainstreaming of HIV and AIDS programmatic activities within the core functions of the public sector.
Provide linkages between HIV and AIDS programming and sexual and reproductive health needs of the stakeholders.
Qualifications and Competencies
For appointment to the post, a candidate must:
Hold at least a masters degree from a recognized institution in social sciences, biomedical sciences, public administration or public/community health.
Have certified postgraduate training in development economics, social development, sexual and reproductive health, HIV and AIDS programming or a related medical science field and knowledge of programme design and management, performance monitoring tools for multiple stakeholder processes, maintenance and management of client relations as well as good public relations.
Have at least 10 years experience in facilitation of planning and development processes, multiple stakeholder programming, multiple agency implementation plans, coordination of development partners, working with agencies, organizations or ministries in the integration of crosscutting themes.
For the above position the ideal candidate must be able to translate strategies into outputs and outcomes, mobilize and sustain motivation of fora engaged in coordinated implementation and engage in training and capacity development at different levels to achieve common targets.
