Consultant

Requests for Expression of Interest for Consulting Services:

The Government of Kenya (GoK) and the UK Department for International Development (DFID) are implementing a social transfer programme (Hunger Safety Net) (HSNP) to deliver long-term, guaranteed cash payments to chronically food-insecure households. Ministry of State for Special Programmes in the Office of the President is seeking the services of a Consultant to be the Hunger Safety Net Programme Coordinator contracted through DFID.

The Consultant will work within the framework of Arid Lands Drought Management Project and the Drought Management Initiative

The programme has five components namely Administration; Management Information System; Payments; Monitoring and Evaluation; Grievances Procedures.

The Consultant will help in the delivery of the programme through coordinating and managing the five components.

Objective

Consultant will ensure delivery of the HSNP together with all stakeholders against the agreed objectives of the entire programme.

Competence

The Consultant will have proven skills in successfully delivering large, complex and innovative humanitarian and/or development projects for national governments and/or international development agencies.

S/he will have demonstrable skills and experience in co-ordination and communication; budgeting, financial planning, financial management and reporting, fiduciary risk assessment, management and mitigation; the development and implementation of progress and impact monitoring systems; and policy dialogue and influencing through the development of a practical evidence base.

Knowledge of social protection would be helpful but a willingness to learn about the development and delivery of social protection policy and programmes is essential.

Additional skills and experience in the development and implementation of cash transfer administration, management information systems, private sector cash payment systems, monitoring and evaluation, and rights based grievance procedures will be advantageous.

Experience of working with eithernational governments, DFID or other international development agencies is a pre-requisite. Additionally, experience working in Kenyas and and semi-arid regions is essential.

Qualifications

Possession of a University Degree and/or Postgraduate qualification with a strong bias on a development related field and project management.

Duration

It is expected that the consultancy will begin in August 2007 and run for two years with a possibility of an extension for a further two years depending on performance.
