Strategic Planning Monitoring And Evaluation

The National Council for Children Services (NCCS) with support from UNICEF Kenya is seeking for consultancy services from qualified individuals or institutions to develop a national children policy.

Major Duties and Responsibilities:

Undertake literature review of existing policy frameworks and legislations related to children and other relevant documents and identify gaps and weaknesses therein and propose ways to address them in the NCP.

Present an inception report to National Steering Committee (NSC).

Prepare appropriate tools for gathering information.

Moderate a national consultative stakeholders forum involving children and adults.

Prepare the 15 draft policy and present it to NSC.

Hold a consultative forum with the relevant parliamentary committee to seek their views on the proposed NCP.

Moderate regional public hearings including analyzing and documenting public memoranda.

Incorporate views from various stakeholders into the proposed NCP (2nd draft) and present it to NSC.

Hold national validation workshop involving children and adults. 10. Submit the final NCP in soft and hard copy.

Required Qualifications:

The lead consultant shall be expected to forward his/her curriculum vitae (CV) together with those of the team members.

The following qualifications are required:

Advanced degree in law and /or social sciences and experience in conducting and analysis of qualitative discussions.

Familiarity and experience with development issues related to children

Experience in policy formulation process

Possess good networking,writing and communication skills

Demonstrate familiarity with human rights approach to programming.

Experience in working directly with children will be an added advantage.

Potential consultants are invited to express their interest by enclosing a detailed proposal on how they intend to carry out these tasks including methodology, time frame and detailed budget.

The proposal should also include a profile of similar work done in related fields.
