The Design, Monitoring and Evaluation (DME) Facilitator will report to the Program Strategy Advisor (PSA).
S/he will sup-port the Country Office projects and programs to develop and use DME systems that are used for managing and especially monitoring and reporting on progress.
S/he will lead the process of developing project level PM&E frameworks and training project teams in the use of the framework monitoring progress.
S/he will support the PSA in ensuring overall program quality based on the Country office parameters of quality as well as supporting project evaluation processes.
S/he will also be responsible for management of C-PIN processes with the Country Office.

Required skills and qualifications:
A Bachelors degree in Social Sciences or development management.
Minimum 5 years experience at a senior management level preferably in a NGO environment.
Demonstrate experience in developing M&E systems.
Ability to train and build capacity of teams.
Research and information management skills.
Excellent written and oral communication skills as well as interpersonal and cross-cultural skills
Competent in Computer skills.
Willingness to work in security sensitive regions in Somalia.
Desired skills and qualifications
Masters in development management or related field.
Good knowledge of gender, marginalization and contemporary development issues. -Work experience in Somalia
Willingness to work long hours and travel for long periods of time.
The position will be 50% Nairobi based and 50% Somaliland based.
