Specific Duties:
Overall Country Program
- Monitor closely political and economic developments in the country; ensure the strongest relevance and value for Regional Member Countries (RMCs) of studies and reports undertaken by the Bank; evaluate and endeavour to contribute to the country’s development strategy, public expenditure management and planning; assist in the preparation and implementation of Poverty Reduction Strategy Papers (PRSPs);
- Drive the management and implementation of the Bank’s program at country and regional (RECs) levels, under the overall guidance of the Regional Director ;
- Play a key role in the Country Team and advise it on economic, political and other developments relevant to the Bank’s operations in the country;
- Under the Regional Director’s supervision, lead the preparation of Country Strategy Papers, seeking to work jointly with other donors, if possible, and prepare Country Portfolio Reviews in liaison with sector colleagues;
- Play an active role in the design and management of economic and sector work in the country;
- Play a key role in aid co-ordination meetings and ensure that the Bank takes leadership in relevant thematic working groups, based on comparative advantage.
Management of the Country Portfolio
- In collaboration with the Regional Director, oversee all aspects of portfolio management to ensure quality at entry, during implementation and at completion, including performance monitoring, in line with Bank policies, strategies, and directives;
- Lead the dialogue with Government on all systemic issues relating to portfolio management, in order to improve the performance and quality of Bank operations, based on an agreed results-based framework which will include key performance indicators;
- Identify and address cross-cutting and country specific portfolio issues and advise the Country Team in the design, implementation and supervision arrangements for the portfolio as well as new business development;
- Ensure effective implementation of operations and activities in the portfolio.
Representation of Bank and Country Office Management
- Be an effective Representative of the Bank to government, civil society and the private sector, and articulate the Bank’s position, at different forums, on various critical issues and strategies;
- Supervise staff in the country/regional office and undertake staff development and performance evaluation. In the case of sector and procurement experts, staff will be evaluated by the relevant technical department in consultation with the RR.
- Prepare and supervise implementation of the country/regional office’s budget and submit periodic reports in accordance with the Bank’s budget management regulations;
- Liaise and work closely with other department staff on issues such as audits of the country/regional office, human resources and asset management, SAP and IT issues.

- Minimum a Master’s degree or its university equivalent in business administration, economics or another relevant development field;
- Preferably a minimum of eight (8) years of extensive and progressive experience in country program operations in an international organization, including preferably 3 years at a managerial level. A solid knowledge and good grasp of political economy as well as the socio-economic and development issues in Africa;
- A strategic mindset and the capacity to steer the Bank’s agenda while empowering staff during a phase of institutional transition towards greater country focus of the Bank’s activities; portfolio management experience would be an asset;
- Team skills required to lead complex programs, with experience in the development of new projects and their financial supervision;
- Proven ability to motivate, mentor and lead staff;

- Analyze the restaurant facilities usage, services consumption and equipment performance information and data and propose actions to improve services.
- Assess the local restaurant marker and the trends in similar environments and draft proposals for the bank’s restaurant facilities usage policy;
- Draft technical specifications and terms of reference for the acquisition of restaurant and kitchen equipment; and hotel and restaurant services and advise supervisor of the best sources of supply;
- Collaborate with the maintenance team in preparing the regular equipment maintenance program and monitoring of its implementation;
- Participate as a member of the technical evaluation committee;
- Participate in the yearly negotiation with hotels and catering service companies;
- Oversee the day-to-day activities and operations; coordinate with Protocol Division to ensure catering arrangements are as required and services offered are appropriate, develop weekly menu for distribution centres with Restaurant contractor and check daily presentations; ensure that catering services at meetings are provided in accordance with agreed contract and standards;
- Monitor the performance of all equipment in the kitchen and restaurant and report any malfunction to the maintenance team;
- Advise the staff in the planning of special events; make recommendations with regard to hotel, restaurant and menu selections, food and beverage quantity, appropriate staffing and room set up, etc.; supervise events directly to ensure that they are executed as requested and that client needs are met;
- Supervise contract personnel to ensure that established standards of service production and sanitation are maintained, making recommendations as to adjustment and/or modification of same;
- Supervise contracts related to catering and Hygiene Control services; regularly evaluate through unannounced site inspections and provide periodic report on the performance,
- Carry out regular market survey on food prices and propose price update for staff in conformity with market prices;
- Ensure that the caterer provides services in line with agreed contract terms;
- Receive all requests concerning Bank restaurant services from respective organizational units of the Bank, program their events and supervise the provision of the required services;
- Verify and control all estimates for the Bank’s meal subsidies and all invoices from caterers and other service contractors;
- Maintain administrative programs and systems of the Restaurant Team; including accounts payable and receivable the liquor/wine inventory; prepare reports of activity levels and sales volumes for various food service activities; prepare and issue invoices for services rendered;
- Carry out administrative assignments such as: set work program priorities and financial goals; maintain a restaurant billing computer system; monitor all contract related to the Bank restaurant activities and write minutes of meetings;
- Attend meetings and committees related to restaurant services and equipment supplier selection, evaluation and execution;
- Prepare regular reports on the Bank restaurant activities;

- Process requests for assignment of mobile telephone and coordinating with CIMM for handset allocation and delivery.
- Review monthly invoices from service providers and ensure accuracy before processing payments.
- prepare memo’s to staff members assigned mobile phones for confirmation of private calls
- Ensure that staff members who are beneficiaries of official mobile telephone lines, settle all outstanding bills upon departure from the Bank
- Monthly billing and recovery of private calls made by staff on official fixed and mobile phones
- Ensure that deductions for private calls are re-credited to the communication budget
- Update the telephone directory database upon assignment/re-assignment of lines or departure of staff
Budget Coordination and Preparation:
- Analyse the pattern of telephone expenditure for the previous years, based on which a proposal is made for the next years budget
- Monitor budget utilization and recommend necessary action to cut costs and achieve budget savings
- Prepare monthly report to COBS to highlight areas of excessive use and if possible recommend control measures
- Monitor budget utilization to ensure adequacy of provisions made and if necessary identify/process requests for budget transfers to cover telephone cost
Information Technology - Telephone Billing System:
- Ensure that the telephone billing system is operational on a constant basis
- Review the billing system database on a monthly basis and ensure that all phone lines are properly assigned to users and all Bank organizational codes are appropriately identified with out errors or duplication
- Ensure that Field Offices’ telephone billing system is operational and all calls are captured in the database.
- Follow up any identified issues with the Bank’s service providers for telephone billing system
Analysis and reporting
- Design automatic monthly reporting on the telephone billing system and also make necessary adjustments on the reports as may be required from time to time on telephone usage and costs
- Prepare quarterly report for dispatch to Directors and Vice Presidents on the telephone consumption of staff in their departments and complexes
- Prepare quarterly report on the budget status of staff members who made budget transfers to the communication budget for official mobile phones
- Prepare monthly report on key KPI’s with respect to telephone usage
Coordination with Service Providers
- Take responsibility for coordination of the relationship with telephone service providers in order to ensure that agreed SLAs are respected and that the Bank enjoys good quality services. This will include (but not limited to) mobile, satellite and fixed line service providers for the Head office and liaising with field office telecommunications assistants on any issues related to the local service providers
Policy and other Documentation
- In conformity with the Bank’s procurement/contract cycle, prepare Requests for Proposals (RFPs) for the selection of telephone service operators or telephone billing service companies. Participate at meetings for the evaluation and selection of the service providers
- Periodically review the Presidential Instruction and procedures manual for the use of telephone services and where/when necessary, make recommendations for changes
- Upon approval of the Policy and Procedures Manual, ensure that telephone services are administers in compliance with the provisions there-in.
Audit Recommendations
- Review audit reports on telephone billing issues and propose action plan to address issues raised in the report.
- Upon approval of the proposed action plan, ensure that necessary steps are taken for implementation.

Context/Scope:East Africa Community tariff & excise harmonisation
The East Africa Community (EAC) is an economic community which was established, operated and disintegrated in the 1970s but was revived in 1999. It comprises Kenya, Tanzania, Uganda, Rwanda and Burundi. At its peak the EAC held common currency, transport infrastructure and harmonised trading and tariff rules.
The members of the EAC signed protocols re-established a common customs and trading zone from January 2010 which will remove tariffs on intra-community trading and single entry point harmonised customs and tariffs for goods entering the community.
This alone will have significant strategic implications for the EABL business, as it will remove tariff barriers on goods and restrictions on people movement in the region, although procurement and infrastructure issues will remain a constraint for some time.
The location of Dar Es Salaam in Tanzania at the northern end of the pilot $1 billion North South Corridor being established to remove trade barriers in Africa further increases the strategic potential of the EAC revival.
The corridor will improve road and rail infrastructure and harmonise and simplify customs procedure between the Tanzanian port, through DRC, Zambia, Zimbabwe, Botswana to the ports of South Africa, including spurs to the Great Lakes and Malawi.
In addition to the creation of a customs union, the EAC has embarked on a programme of tax harmonisation, which envisages the creation of a common excise structure for alcohol, tobacco, oil products, water & soft drinks. The EAC secretariat has established a working group and has retained consultants to advise on a harmonised excise system, which is currently reviewing the federal approach to excise in Germany in addition to the wider structural approach of the EU.

Top 3-5 Accountabilities
- Support the EAC project steering group in formulating advocacy strategy to secure favourable outcome to EAC excise harmonisation.
- Key accountability for delivery of stakeholder engagement across EAC member states and secretariat to secure support for balanced excise harmonization outcomes, which addresses regional, national and business needs.
- Assist in the creation and refining of econometric modelling of excise options to identify most balanced proposal likely to secure favourable terms for the business, balanced with regional economic needs. Identify and meet other decision critical data points or needs for stakeholders to support advocacy activity
- Identify means to secure widest possible coalition of stakeholders (industry, Agri, NGO’s, think tanks etc) to support excise harmonization
Qualifications and Experience Required
- 8- 10 years working experience in public policy / public affairs specialist / consultant with established relationships across EAC member state governments and EAC secretariat
- Degree qualified with a mix of training/ qualifications in government, business and/ or NGO. Economic background an advantage
- Financially literate - ability to manage data, build tax and duty scenarios.
- Experience and knowledge of African societies, systems of government and cultural attitudes
- Capability to develop / capture and shape research and data (academic and statistical) and concepts around policy development

- Experience working with programs involving complex shared ecosystem and technical environment will be an added advantage;
- Must have proven and demonstrated good knowledge of the project area;
- Must have good interpersonal skills, ability to work in a multicultural, multi–ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;
- Demonstrable knowledge of all aspects related to integrated water resources management (IWRM) or Integrated Lake Basin Management (ILBM) – planning and requisite implementation;
- Dynamic, innovative and able to work with minimum supervision;

- Knowledge of laboratory standard operating procedures (SOP) and bio-safety guidelines
- Experience in HIV serology, HIV-1 RNA & DNA PCR, Nucleic Acid testing (NAT) and STI diagnosis
- Excellent interpersonal, written & verbal communication skills
- Basic computer application skills
RESPONSIBILITIES AND SPECIFIC TASKS:
The Assistant Research officer will be expected to:-
- Ensure that adequate stocks of reagents and other consumables are available in assigned sections and track usage.
- Perform all aspects of HIV Research laboratory work necessary to support clinical diagnostic and epidemiological research
- Liaise with collaborating programs to receive and track samples and reporting of test results.
- Maintain laboratory QA/QC procedures in the performance of assigned duties
- Perform viral load and NAT tests as well as results interpretation
- Contribute actively to the development of new laboratory capabilities and when needed develop standard operation procedures for use in the laboratory
- Record test results obtained in an organized and timely manner, and write summary reports based on the work conducted.
- Perform any other duties as assigned by the Laboratory supervisor or Director.
Terms of Employment: elected candidates will be offered six (6) one-year renewable contracts as per KEMRI guidelines including a probation period for the first 3 months of employment.
Remuneration: Compensation is negotiable within a relevant grade, based on education level, relevant experience and demonstrated competency. The salary scheme is based on the KEMRI guidelines.

Program description: This program is a collaboration between Kenya Medical Research Institute and the US Centers for Disease Control and Prevention whose remit is to conduct research in malaria, HIV and other diseases. The Program has a vacancy in the Base administration branch.
- POSITION: Administrative Assistant (1 position) MR 7/1
Essential Requirements:
- Diploma in Business Administration, project planning, Human Resource Management, Finance, accounting, supplies management or any other relevant Business Qualification
- At least 1 years work experience in administrative work.
- Computer Literacy (Microsoft Office)
- Desirable Qualifications
- Knowledge of budgets and budgetary work
- Fluency in written and oral English and Kiswahili
- Good communication, interpersonal, and organizational skills.
- Attention to detail
- Ability to multi-task
- Ability to work with a diverse group of people.
- Meticulous and detail oriented
- Outstanding skills in record keeping.
- Excellent social, communication and listening skills.
- Be willing to work on holidays and weekends if required..
- The employee will:
- Perform routine administrative duties, including typing, copying, faxing, filing and preparation of learning/office resources.
- Perform general secretarial functions for the central base officers (training, communication, community liaison and safety) including taking messages and taking and distributing minutes of base officers meetings, etc.
- Originate and track purchase orders and supplies for the base officers.
- Liaise with accounts department in updating the central officer’s budgets.
- Obtain quotes and place requisitions for items to be purchased for the base officers.
- Administer the central base officer’s petty cash where applicable.
- Perform other administrative and computer related duties as determined by the base officers.
- Will be oriented to support the Communications, training, Space and Safety, Community Liaison offices in carrying out specific tasks.
TERMS OF EMPLOYMENT:
A 6 (six) 1 year Renewable contract as per KEMRI scheme of service. Probation period for the first three months
