Project/Proposal Summary:

MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI has is currently established an office compound suitable for USAID and partner meetings in Southern Sudan, provides technical and support staff and facilitates VIP visits. Position Summary: MSI is seeking a Water, Sanitation and Hygiene (WASH) Specialist for USAID/Sudan’s Population, Health and Nutrition (PHN) Office. The WASH Specialist, based in Juba, Sudan will provide leadership and technical support for USAID water and sanitation-related programs in Sudan with emphasis on the South and the Three Areas (Abyei, South Kordofan, and Blue Nile). Under the initial supervision of the WASH Advisor, the WASH Specialist will: 1) provide technical assistance to Mission programs that focus on improving water supply, sanitation, and hygiene 2) lead efforts to monitor and evaluate all Mission activities contributing toward improved water supply, sanitation, and hygiene; and 3) provide technical analysis and guidance to the Mission on strategies to improved water supply, sanitation, and hygiene. The WASH Specialist will serve as liaison between USAID/Sudan and regional and international organizations that are active in Sudan. This is a seven-month assignment with a 90-day probation period.

Responsibilities:

The WASH Specialist is expected to guide, coordinate, and monitor the expanding and high-profile water, sanitation, and hygiene portfolio of activities in Sudan, leading to successful outcomes. Specifically, the following:

  • Lead efforts to identify, prioritize and address (1) policy and institutional constraints impeding the attainment of sustainable access to improved urban and rural water supply and sanitation in Sudan and (2) key technical challenges in water and sanitation service provision and management in Sudan, particularly in the South.
  • Identify opportunities to use available USAID bilateral and field support mechanisms to expand water supply and sanitation coverage and improve hygiene.
  • Coordinate the United States Government and internal USAID water, sanitation, and hygiene-related activities and players. Actively engage with government, other donors and organizations, private sector, NGOs, universities, and the media involved in the sector within Sudan to promote collaborative planning toward long- term sustainable solutions. Be an active participant in the WASH Donor Group and the Government Budget Sector Working groups.
  • Develop concept papers and scopes of work related to the design of water, sanitation, and hygiene related programs.
  • Support the design and implementation of targeted water, sanitation and hygiene programs and activities with the objective of ensuring that program design and implementation will achieve planned results and USAID goals.
  • Lead the development of a performance monitoring plan for all Mission water activities and contribute to data collection and synthesis.
  • Document development impacts and resolve implementation issues in an efficient and professional manner.
  • Compile, analyze, and disseminate, on a regular basis progress in achieving sector objectives together with commentary on issues and recommended solutions.
  • Provide briefings to USAID and its partners on the status of USAID water and sanitation activities in Sudan. Prepare and deliver presentations on the same issues to USAID, local government, partners and colleagues.
  • Provide technical input to program and strategy design and planning based on knowledge of international best practice and the particular constraints presented in Sudan.
  • Provide assistance in defining the type of assistance needed by the Mission, facilitate discussions with water and sanitation service contractors, and schedule delivery of this assistance.
  • Perform other tasks to support USAID/Sudan’s objectives as directed by the Health Team Leader.

Qualifications:

  • At least 8 years of demonstrated management experience in urban and rural water supply, sanitation, and hygiene improvement, including work in Sudan.
  • Direct experience in the management of donor funded projects and in strengthening policy frameworks and capacity of local governments, utilities, and regulatory agencies.
  • Hands-on experience on improving water and sanitation services and hygiene promotion in rural areas, informal urban settlements, and/or displaced persons camps in Sudan.
  • Knowledge of water and sanitation sector development, ideally in utility operations and sector financing.
  • Excellent interpersonal and team building skills.
  • Degree in engineering, public health, economics, environmental management or related field.
  • A good English speaker with solid written and verbal communication skills.
