Job Advert for the Post of DFID Build Manager (DBM), Juba.


The Objective
1. DFID Sudan needs someone to facilitate and oversee the development/construction of the new Joint HMG Office in the European Union Compound in Juba, and six residential units also in Juba.   
2. The DFID Build Manager (DBM) will represent DFID on the ground in Juba and will provide operational support to the Head of DFID Sudan, who is the Senior Responsible Officer (SRO) for the project, and to DFID staff in Khartoum and Juba as mandated. The DBM will be directed by and report to the DFID Head of Southern Sudan Team in Juba.  He/She will also maintain close contact with the DFID Transition Manager (DTM), and support the work of the Turner and Townsend (T&T) Site Manager (Juba) and the T&T Project Manager based in London. 

The Recipient
3. The recipient of these services is DFID Sudan. 
Scope of the job
4. DFID Sudan is developing a Joint HMG Office in Juba and must also develop 6 units of residential accommodation for staff members in Juba. DFID Sudan has contracted Turner and Townsend, UK, to deliver these outcomes.   
5. The Joint HMG Office will be constructed on the European Union compound in Juba.  The accommodation will be developed on two plots of land in Juba.   
6. The DBM will assist the T&T Site Manager in obtaining equipment, local clearance and tax exemptions for the importation of furniture, generators, construction materials, etc.  He/She will have access to some support from the British Embassy Office (BEO) in Juba as required for some of these tasks.   
7. The DBM will represent DFID Sudan in providing administrative support to these construction activities. This will include liaising with the Government of Southern Sudan (GoSS) to ensure that all permissions and tax exemptions are in place as construction commences and progresses. It will also include:
  • coordinating site visits for Khartoum, Nairobi, and UK based HMG staff as they monitor progress;
  • developing and maintaining good contacts with Juba based private sector companies; and
  • Liaising with the EU staff in Juba.
 
8. The DBM will be responsible for her/his own transportation to and between the office and residential sites.  The DBM will not situated in an office and will be required to work from their own premises when not on site.  
Quality Assurance
9. The DBM will be required to monitor progress of construction and that it adheres to good practice locally and international Health and Safety standards.  All the accommodation must be delivered to British Standards (BS).  
10. The responsibility for this delivery lies with the Project Manager (T&T) but DFID must be assured that progress is being made and that safe standards are being met. The DBM will contribute to achieving these standards by working closely with the T&T Site Manager to monitor delivery of the build.   
Skills and expertise required
11. The DBM must be a pro-active individual with practical experience of operational delivery in a developing country.  Experience of a post-conflict environment will be an advantage.  As there are a number of different stakeholders to this project, the DBM must have strong communications skills and have demonstrated the ability to work in a team and to tight deadlines.   
Tasks
12. The DBM is required to deliver the following outputs:
  1. By pro-active engagement with the DFID Sudan local Project Board ensure that any required DFID Sudan or broader UK Government decisions or inputs are completed in a timely manner to avoid delays to the project plan designed by T&T.
  2. Once the tender has been awarded, work with the Project Manager to ensure that construction/ refurbishment commences and is completed inline with the project plan.
  3. Provide advice to the local Project Board throughout the construction, ensuring that any risks or challenges are flagged early and appropriate mitigating actions designed and implemented. 
  4. Working with the support of the British Embassy Office (BEO) Juba, establish and maintain contacts with the required Government Departments to ensure that the contractors have the required tax exemption certificates for transportation and importation of construction and other materials. Obtain said certificates from the Government Ministries concerned.
  5. Support T&T Site Manager to liaise with the Electricity and Water companies in Juba to ensure connection to the mains for Plots One and Two in line with the project plan.
  6. Liaise with the Corporate Team Leader and Transition Manager in Khartoum to verify work done against payment for services, including Project Manager services. .
  7. Ensure that all visitors related to the project are escorted and briefed on progress during their visit. Assist with transport where required.
  8. Ensure security work to the office and residential housing is completed in line with security advice and recommendations.
  9. Liaise with the Corporate Team Leader in Khartoum to facilitate the customs clearance, tax exemption status, registration and importation of purchased vehicles as required.
  10. Liaise with the East Africa Regional IS Manager in Nairobi to provide practical support on the ground in ensuring the IT equipment and services required for the office are provided in a timely manner. Facilitate IS visits as required.
  11. Represent DFID Sudan’s interests in ensuring that scheduled works are completed to time, and to the correct health and safety standards.  Where there are challenges to achieving this, ensuring that these are brought to the attention of the SRO. 
  12. Liaise where necessary with the EU and residential landlords to ensure appropriate permissions are attained. 
  13. Other as yet unspecified activities related to the build project as mandated by the SRO. 
 
Reporting
13. The following reports are required:
    1. A weekly schedule of the work to be completed.
    2. Weekly reports on progress and tasks completed, to include indications of slippage against the project plan to the DTM.
 
Timeframe
14. The timeframe for this contract is 6 months. The contract is expected to start on 01 June 2010 and end on 30 November 2010, with the possibility of extension as and if necessary. Work is expecting to commence on the office plot in early June 2010.  Work on the residential plots will commence in mid July 2010.  Therefore, we expect the DBM to commence work on 01 June 2010 at the latest.   
Co-ordination
15. The overall coordinators and main contacts for the work will be the Local Project Board, chaired by the SRO.  Daily management issues will be handled by the Head of SST.  The DBM will be expected to work in close co-ordination with the DTM, and is expected to be in daily contact with the T&T Site Manager.   
Terms and Conditions
16. Depending on skills and experience, the DBM will be contracted on standard DFID contractual terms and conditions. 
17. The standard working day starts at 0830hrs and ends at 1730hrs The working week in Juba is Monday to Friday. Should you occasionally be required to work at the weekend, a standard daily fee rate can be paid with prior approval of the Corporate Team Leader.
