Head of Finance and Administration
Malaria Control in Mainland Tanzania and Zanzibar Project
The U.S. Agency for International Development (USAID) provides technical and financial support to Tanzania's National Malaria Control Program (NMCP) and to Zanzibar Malaria Control Program (ZMCP) under the President’s Malaria Initiative (PMI). RTI is the recipient of a Cooperative Agreement with USAID Tanzania to provide technical support and assistance through the Malaria Control in Mainland Tanzania and Zanzibar Project. Under this award RTI assists with indoor residual spraying (IRS), environmental compliance, epidemiological surveillance, malaria epidemic early detection, urban malaria control in Dar es Salaam, implementation planning, and behavior change communications in Zanzibar. The current Cooperative Agreement will run until Dec 31, 2010 and RTI has bid on a follow-up project of $130,000,000 to run through 2014. We are seeking a senior-level Head of Finance and Administration for the current Cooperative Agreement who will be available to stay on as Head of Finance and Administration for the follow-up project, if awarded to RTI.
Responsibilities:
- Oversees the finance and administration functions for this large, complex, malaria control project and ensures compliance with RTI and USAID procedures;
- Oversee finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project, requesting direction from RTI headquarters business partners as needed;
- Provide training and guidance to field finance managers and COP on managing project expense to annual work plan and contract budgets;
- Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables);
- Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US;
- Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project;
- Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances;
- Manage and monitor performance of office petty cash system;
- Perform other duties as assigned.
Qualifications:
- Bachelors Degree in finance, accounting, business or (Masters Degree in finance, accounting, business or CPA preferred) and 12–16 years of experience in financial management, administration, and operations for large international projects including experience in the management of USAID projects;
- Familiarity with compliance to USG Cost Accounting Standards as well as experience and skills in developing and managing large budgets and overseeing project operations functions including human resources, administration and logistics, procurement, information technology;
- Must have an in-depth knowledge of USAID rules and regulations, particularly as they pertain to operations, procurement, administration and logistics, human resources, and financial management;
- Ability to prioritize multiple tasks in a fast paced and complex environment;
- Demonstrated supervisory skills;
- Strong interpersonal skills and ability to work in a team;
- Extensive knowledge of computerized accounting systems, accounting software and Microsoft Office Tools (particularly Excel and MS Word);
- Excellent organizational, analytical, oral and written communications skills;
- Advanced proficiency in English;
- Prior experience working in the Africa region is required.
