BACKGROUND The IRC in Tanzania is currently providing services in two remaining refugee camps in northwestern Tanzania and at a transit center in Kigoma town. Approximately 36,000 Burundians and 58,000 Congolese receive protection and basic assistance in the areas of Camp Management, Child Protection, Community-based Rehabilitation (care for disabled), Vulnerable Care, Youth & Development and Gender-Based Violence. The GBV Program seeks to improve the protection of women and girls in the Tanzania refugee camps through supporting measures to prevent GBV, raise awareness and respond to current and emerging needs through a multi-sector approach.

- Coordinate and monitor the implementation of program activities based on established indicators, including collating and analyzing data and information for problem analysis, planning and advocacy
- Evaluate project outcomes and impact, including collecting and analyzing data and information for problem analysis, planning and evaluation
- Provide on-going direct supervision, leadership and technical support to GBV staff, including assisting in the development of individual work plans for GBV staff, ensuring best practice standards are met
- Participate in the program design based on identified needs, the IRC Program Framework, IRC GBV Global Strategy and IRC Tanzania Country Program Strategic Plan
- Ensure timely submission of all program reports, quality of program data and proper archival of program information
- Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified
- In coordination with the Program Coordinator, promote and represent the interests of the GBV program with regards to all relevant stakeholders
- Recruit, train, and mentor GBV program staff; conduct staff performance evaluations for all direct reports and assure that evaluations are carried out for all GBV staff
- Ensure accuracy of all GBV program job descriptions as program and staff responsibilities evolve
- Design and monitor professional development strategies for all GBV staff
- Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated
- Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings
- Collaborate with Program Coordinator and other sector supervisors to ensure integration of GBV with other IRC program areas
- Develop and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government authorities, UN agencies and social institutions
- Collaborate with Field Coordinator and other operations Coordinators to ensure that the program is properly supported and that all GBV-related operational activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures
- Ensure strong collaboration with IRC GBV Technical Advisor; initiate communication as necessary to support program objectives
- Develop advocacy through information-sharing networks/forums and liaise with relevant bodies for case-specific advocacy
- Graduate degree (MA) or equivalent in social work (MSW), humanities or other related degree or equivalent programming experience
- 2-3 years program management experience, including at least 2 years implementing GBV programs in an emergency and/or post-conflict environment
- Previous direct service experience with GBV survivors
- Previous experience in program management, capacity building and training
- Very strong written, organizational, interpersonal and communication skills
- Fluency in English; ability to communicate in Swahili, French or Kirundi a plus
- Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment.
